May 23 , 1995
The Members of the Community Development Commission of the City of
Rohnert Park met this date immediately after the City Council meeting at
approximately 9:15 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert
Park, with Chairman Eck presiding.
ALL TO ORDER: Chairman Eck called the Community Development Commission to order at
approximately 9:15 p.m.
'OLL CALL Present: (4) Commission Members Flores, Gallagher, Reilly, and
Chairman Eck
Absent: (1) Commission Member Spiro (out of town on vacation)
Staff present for all or part of the meeting: Executive Director/City Manager
Netter, City Attorney Flitner, Assistant City Manager Leivo, and Director of
Public Works/City Engineer Brust.
'PROVAL OF MINUTES: Upon motion by Commission Member Reilly, seconded by Commission
Member Gallagher, minutes of May 9, 1995 were unanimously approved as
submitted.
'PROVAL OF BILLS: Upon motion by Commission Member Reilly, seconded by Commission
Member Gallagher, the bills presented per the attached list in the amount of
$34,014.94 were unanimously approved.
KNOWLEDGING EXECUTIVE DIRECTOR/SECRETARY'S REPORT:
This report on the posting of the agenda was acknowledged.
F SCHEDULED PUBLIC APPEARANCES: Chairman Eck stated that in compliance with State Law
(The Brown Act), citizens wishing to make a comment may do so at this time.
•W TO MODERATE INCOME HOUSING FUND BUDGET for 1995-96:
Executive Director Netter explained this proposed budget which was not outlined
in any priority order. Mr. Netter advised he has met personally with Innovative
Housing representatives and staff is recommending approximately $65,000 for
funding the balance of the project at 7470 Mercedes Way. This would equal a
loan in the total amount of$89,000, as designated in the proposed budget figure,
and Innovative Housing agreed not to reduce the number of units in Rohnert Park
for this next fiscal year(i.e., keep four (4) homes in operation). Also, there may be
a funding need for the Mobile Home Purchase Program for Valley Village which is
not listed as an item of possible uses.

Low to Moderate Income Housing Fund Budget for 1995-96: (coned)
PUBLIC HEARING: Chairman Eck opened the public hearing at approximately 9:17 p.m. He advised
a work session was previously held on this item which provided time for extensive
review of related concerns.
Linda Branscomb, 6585 Commerce Blvd., #188, reviewed reasons in support of Santa Rosa's homeless
shelter because of use by Rohnert Park residents, as well as support of the Holiday
Inn Project and Rohnert Park's Innovative Housing project for affordable housing.
There being no one further desiring to speak, Chairman Eck closed the public
hearing at approximately 9:19 p.m.
Executive Director Netter advised of clearance from City Attorney Flitner that
various findings can be established for the "M" Section home purchase for
Innovative Housing, a residential project outside the redevelopment area, if a
designated percentage of Rohnert Park residents use the facility. The Holiday Inn
is a different type of project and there are legislative efforts to clarify the use of
Redevelopment housing funds outside the City's boundaries.
Discussion concluded upon motion by Commission Member Reilly, seconded by
Commission Member Gallagher, and unanimously approved with the absence of
Commission Member Spiro, to move to the top of the above-reviewed proposed
budget list the Holiday Inn Project in the amount of $100,000, with
acknowledgment that there are legal issues and other details that still need to be
worked out, and the Innovative Housing Project in the amount of$65,000 (gross
loan of $89,000), with the remaining available funds balance of approximately
$444,291 for future projects to be designated at a later time, and reflect the need
of having some funds allocated for the Mobile Home Earthquake Bracing System
MOBILE HOME EARTHQUAKE BRACING SYSTEM:
Assistant City Manager Leivo referenced informational materials previously
provided to the Commission on this item, as well as bid results distributed at
tonight's meeting signifying bid amounts and differing descriptions of each system.
Mr. Leivo explained reasons for preferring Sure Safe Systems, even though it is
not the lowest bidder, because of additional beneficial factors included in their bid
as outlined in the staff report. He responded to Commission questions related to
the bids confirming all the systems met standard requirements.
PUBLIC COftIMENTS: Chairman Eck opened the meeting to public comments at this time.
Steve Allred of Pacific Bracing, reviewed qualifications and background history of the business in the
local community. He explained comparatives of differing systems pointing out that
the lateral leveling adjustment capacity is probably the most important factor. Mr.
Allred displayed pictures of Pacific Bracing's procedures to ensure safety and said
their system has proven to be very effective.

fobile Home Earthquake Bracing System- PUBLIC COMMENTS: (cont'd)
[arie Vinsick, 38 Estrella Dr., Rancho Feliz, requested the Commission to keep in mind the importance
of leveling abilities for mobile homes. She reviewed reasons for this request from
her 17 years of experience living in a mobile home.
orna Blanc, 43 Verde Circle, Rancho Verde, shared concern of residents expressed at their last
GSMOL meeting in regard to whether add-on rooms would be included in the
earthquake bracings.
athleen Kane, representative of Sonoma. County Community Development Commission (SCCDC),
further reviewed details of qualifying procedures and responded to Commission
questions confirming that each proposal was certified by the State Department of
Housing and Community Development. Because of particulars related to
competitive bids, she did not think the bid could be split.
Discussion concluded upon Commission concurrence that since all bids meet legal
standards and State requirements, it was advisable to designate the award of
contract to the lowest bidder.

o. 95-02 AWARD OF CONTRACT for MOBILE HOME EARTHQUAKE RESISTANT
BRACING SYSTEMS
Upon motion by Commission Member Reilly, seconded by Commission Member
Gallagher, and unanimously approved with Commission Member Spiro absent, the
referenced contract was awarded to the lowest bidder, Pacific Bracing, for a
contract price of$141,680 plus the cost of designated contract alternates, if any,
reading of Resolution No. 95-02 was waived and said resolution was adopted.
JOURNMENT: There being no further business, Chairman Eck adjourned the meeting at
approximately 9:55 p.m.
