The Members of the Community Development Commission of the City of
Rohnert Park met this date at approximately 6:00 p.m. for an adjourned meeting
in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Chairman
Eck presiding.
,ALL TO ORDER: Chairman Eck called the adjourned meeting of the Community Development
Commission to order at approximately 6:00 p.m.

(The Brown Act), citizens wishing to make a comment may do so at this time.
OW TO MODERATE INCOME HOUSING SET-ASIDE FUNDING& FY 1995-96 BUDGET:
Executive Director Netter referenced staff reports on this item and reviewed
contents of(1) CDC's Total Anticipated Revenues, Expenditures and Obligations
and (2) Summary of Proposed Projects. Mr. Netter responded to related
Commission questions. Mayor Eck inquired about Commission Member
Gallagher's possible conflict on the mortgage programs as her spouse is a
mortgage broker. Commission Member Gallagher indicated no conflict.

consideration to non-profit groups_

Shelley Decker of First Security Loan Corporation, shared comments on marketing and advertising
proposals for the First Time Homebuyer Program. She reviewed the
determination of Westamerica Bank that should another contract need to be
negotiated, they will not be able to offer the contract with the previously agreed
upon terms and explained the resulting effect on the City of Rohnert Park's
existing terms.
Comments from Commission Member Gallagher and Commission Member Spiro
included waiting on this proposal until the pilot program is finalized to enable
evaluation of the entire program.
Nick Stewart of Burbank Housing for the Gardens Apartments, reviewed flexibility with lender;
possibilities of increasing the primary loan to $1.5 million; decreasing CDC
request to $350,000 (from previous amount of$500,000) for an interim loan for
12 to 15 month term; and signified a federal rate of 6.8% at the time of closing.
Nick Stewart of Burbank Housing for the Holiday Inn Project, shared comments in regard to receiving
an extension to July 7th; reviewed financing in hand; will be very active with other
cities; promotional efforts of the project with vulnerability; Jackie Spear bill to
allow funds outside jurisdictions; seeking one time commitment of funds; and the
operation would proceed from rentals.
Morris Turner and Joseph Smooke, representing Petaluma People Services, reviewed aspects of the
Rental Assistance Program. They keep an accounting of all clients; records
include Rohnert Park families; and about 50% of all calls are from this area.
Joseph Smooke, representing Innovative Housing, explained services. He agreed to provide additional
accounting and shared comments on services provided as compared to other
communities that they serve.
Assistant City Manager Leivo reviewed the Sonoma County Community
Development Commission Mobile Home Earthquake Resistance Bracing Program;
referenced upcoming bid opening this Friday, estimated obtaining 2,000 to 3,000
grants amounting to approximately $200,000; and commented on not
recommending assistance until total funds are expended.
Assistant City Manager Leivo reviewed the Sonoma County Community
Development Commission Rehabilitation of Owner Occupied Homes reinstated
outreach program and financial aspects related to the prior program.
John Hudson, 399 Bonnie Ave., referred to poor condition-of certain B Section homes and
recommended an abatement program.

Commission comments proceeded as follows:
Commission Member Spiro commented on poor condition of certain homes in the
area not meeting building codes including condition of driveways and sidewalks and
inquired about rehab funding possibilities.
Commission Member Gallagher recommended the $350,000 Burbank Housing
short term construction financing request as first priority.
Commission Member Reilly agreed with discussion comments regarding the
importance of Petaluma People Services' Homeless Prevention Proposal and
comments to consider extending the amount to $50,000; the need to check further
into the Innovative Housing Project; the need to revisit the pilot program of First
Security's First Time Homebuyer Program; and supportive aspects of the Holiday
Inn Project.
Commission Member Flores referenced upcoming budget sessions when proposals
presented tonight would be more thoroughly reviewed and considered. He
commented on the positive aspects of the First Time Home Buyer Program(s) and
the need to further review available funding possibilities for the Mobile Home
Earthquake Bracing Program, as well as the Rehabilitation of Owner Occupied
Homes Program.
Commission Member Spiro referenced the Gardens Apartments Project of Burbank
Housing and asked about legalities related to Article 13; agreed First Security's
First Time Homebuyer Program needs work; and expressed support of Petaluma
People Services' Homelessness Prevention Proposal.
Mayor Eck summarized concluding comments including acknowledgment of
funding assistance reduction of the Gardens Apartments Project of Burbank
Housing from $500,000 to $350,000; more research needed on the Innovative
Housing Project; legal concerns related to the Holiday Inn Project similar to Santa
Rosa's; support to review funding possibilities for the County's Rehabilitation of
Owner Occupied Homes Program; and combining efforts of the three First Time
Homebuyer Programs of First Security Loan Corp., North American Mortgage
Company and Linksters Financial Group/Certified Mortgage Company.
JOURNMENT: There being no further business, Chairman Eck adjourned the meeting at
approximately 7:31 p.m.
