April 25, 1995
The Members of the Community Development Commission of the City of
Rohnert Park met this date during the City Council meeting at approximately 7:57
p.m. in the City Offices, 6750 Commerce Blvd., Rohnert Park, with Chairman
Eck presiding.
CALL TO ORDER: Chairman Eck called the Community Development Commission to order at
approximately 7:57 p.m.
ROLL CALL Present: (5) Commission Members Flores, Gallagher, Reilly, Spiro and
Chairman Eck
Absent: (0) None
Staff present for all or part of the meeting: Executive Director/City Manager
Netter, City Attorney Flitner, Assistant City Manager Leivo, Planning Director
Skanchy and Director of Public Works/City Engineer Brust.
APPROVAL OF MINUTES: Upon motion by Commission Member Reilly, seconded by Commission
Member Spiro, minutes of April 11, 1995 were unanimously approved as
submitted.
PPROVAL OF BILLS: Upon motion by Commission Member Reilly, seconded by Commission
Member Flores, bills presented per the attached list in the amount of$36,163.01
were unanimously approved.
• CKNOWLEDGING EXECUTIVE DIRECTOR/SECRETARY'S REPORT:
This report on the posting of the agenda was acknowledged.
UNSCHEDULED PUBLIC APPEARANCES: Chairman Eck stated that in compliance with State Law
(The Brown Act), citizens wishing to make a comment may do so at this time.
John Hudson, 399 Bonnie Ave., expressed various reasons for opposing low rent housing projects
without a ballot measure for a public vote.
Nick Stewart, Project Manager of Burbank Housing Development Corp., distributed letter dated April
25, 1995 expressing appreciation to the Rohnert Park Community Development
Commission for its support of the Holiday Inn Project. He advised that HUD will
allow an extension on the project. Mr. Stewart also urged support of AB 368
introduced by Representative Speier which would allow redevelopment agencies
to allocate funds for projects outside the city limits.

LOW TO MODERATE INCOME HOUSING SET-ASIDE FUNDING& FY 1995-96 BUDGET:
Assistant City Manager explained this item as reviewed in the Council Meeting
Memo and staff summary of proposed projects for low and moderate income
housing funds for fiscal year 1995-96. The purpose for placing this item on
tonight's agenda is for the Commission to set a time and date for a Budget Work
Session. City Attorney Flitner reviewed related legalities and responded to
various Commission questions. The following representatives expressed support
for proposals submitted for funding consideration:
Nick Stewart, Project Manager of Burbank Housing Development Corporation
Joan Picard, Senior Loan Officer of North American Mortgage Company
Shelley Decker of First Security Loan Corporation
Sharon Warlick of WestAmerica Bancorporation
Marjorie Stornetta, Vice President of Certified Mortgage Company
Discussion concluded upon Commission concurrence to schedule the budget
work session specifically for review of the above-captioned item from 6:00 to
7:30 p.m., Monday, May 1st, 1995. Chairman Eck confirmed no formal action
would be considered until the next regular Commission meeting of May 9th,
1995_
ADJOURNMENT:: There being no further business, Chairman Eck adjourned the meeting at
approximately 8:30 p.m. to 6:00 p.m. on May 1st, 1995 for above designated
budget work session.
