1996/06/25 Community Development Commission Minutes Community Development Commission of The City of Rohnert Park Minutes June 25, 1996 The Members of the Community Development Commission of the City of Rohnert Park met this date immediately after the City Council meeting at approximately 10:45 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Chairman Flores presiding. CALL TO ORDER: Chairman Flores called the Community Development Commission to order at approximately 10:45 p.m. ROLL CALL Present: (3 ) Commission Members Eck, Reilly and Chairman Flores Absent: (2 ) Commission Members Gallagher and Spiro Staff present for all or part of the meeting: Executive Director/City Manager Netter, City Attorney Flitner and Assistant City Manager Leivo. APPROVAL OF MINUTES: Upon motion by Commission Member Eck, seconded by Commission Member Reilly, with Commission Members Gallagher and Spiro absent, Minutes of June 11, 1996 were unanimously approved as submitted. APPROVAL OF BILLS: Upon motion by Commission Member Reilly, seconded by Commission Member Eck, with Commission Members Gallagher and Spiro absent, the bills presented per the attached list in the amount of $464.00 were unanimously approved. ACKNOWLEDGING EXECUTIVE DIRECTOR/SECRETARY'S REPORT: The Executive Director/Secretary's report on the posting of the agenda was acknowledged. UNSCHEDULED PUBLIC APPEARANCES: Chairman Flores stated that in compliance with State Law (The Brown Act), citizens wishing to make a comment may do so at this time. Linda Branscomb, 6585 Commerce Blvd. #188, referenced resolution for consideration listed on this meeting's agenda and expressed support of the Petaluma People Services funding request for the Homeless Prevention Program for fiscal year 1996-97. Jeff Harrington of Community Resources for Independence, 2999 Cleveland Ave., Ste. D, Santa Rosa, referenced their proposal listed on this meeting's agenda. He explained aspects of this program to provide housing accessibility modifications to assist persons with disabilities and shared contents of update report of June 25, 1996 outlining properties modified from 1995/96 grant received from the Community Development Commission of Rohnert Park (copy attached to original set of these minutes). Community Development Commission of the Cit. of Rohnert Park Minutes ( 2 ) June 25, 1996 Resolution No. 96-05 APPROVING AMENDMENT NUMBER FOUR TO THE AGREEMENT WITH PETALUMA PEOPLE SERVICES CENTER AND AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE THE AMENDMENT Executive Director Netter explained the resolution for consideration and resp..,nded to Commission questions. Ron Kirtley, representing Petaluma People Services Center, reviewed aspects of this proposal and reasons for requesting an increase to $50,000 for the next fiscal year. Discussion included Commission compliments of the program and budgetary aspects related to continuing with the allocation of$42,500 versus increasing the amount at this time, but there may be a possibility CDC would be able to consider additional funds if Petaluma People Services finds it necessary to present another request toward the ninth or tenth month of the budget. Upon motion by Commission Member Eck, seconded by Commission Member Reilly, and approved with Commission Members Gallagher and Spiro absent, including confirmation of the allocation of$42,500, reading of Resolution No. 96-05 was waived and said resolution was adopted. COMMUNITY RESOURCES FOR INDEPENDENCE - Housing Access Modification Program Executive Director Netter referenced comments presented at the beginning of this meeting from Jeff Harrington of Community Resources for Independence reviewing aspects of this program. Mr. Netter explained staff report provided on this item recommending the Commission not provide the funds for this particular program as CDBG funds may be used for access modification in Rohnert Park. Discussion concluded upon motion by Commission Member Reilly, seconded by Commission Member Eck, with Commission Members Gallagher and Spiro absent, and approved, not to provide funds for above-reviewed program with possibility for further consideration when the CDBG funds are utilized and conditional upon providing updated performance statistics before consideration is given to allocation of additional funds. Commission Member Reilly stated, for the record, due to the absence of two Commission Members, that the remaining three Commission Members present had to vote affirmative in order to approve funding matters. City Attorney Flitner advised prior to convening this CDC meeting that approval of policy matters requires a majority of the quorum present, but financial matters requires a majority of the full Commission. ADJOURNMENT: There being no further business, Chairman Flores adjourned the meeting at approximately 1 1:12 p.m. . ‘___Zt.941 De/ ty S; etary Chairperson jh C pC June 25, 1996 COMMUNITY RESOURCES FOR INDEPENDENCE (CRI) SUMMARY STATEMENT Community Resources CITY OF ROHNERT PARK FOR INDEPENDENCE HOUSING ACCESSIBILITY MODIFICATIONS (HAM) In 1995/96, CRI received a grant from the Community Development Agency of Rohnert Park to provide Housing Accessibility Modifications for Rohnert Park residents with disabilities who required modifications to their homes in order to live more independently and safely. CRI requests that the Rohnert Park Community Development Agency continue to fund the Housing Accessibility Modifications Program in order to assure that Rohnert Park residents with disabilities requests for modifications receive primary consideration. A total of 9 Rohnert Park properties were modified (3 requests remain pending) including: a strobe light smoke detector and a door bell system with increased amplification for a hearing impaired resident * a platform lift system for a person who was virtually trapped at home because of a severe respiratory condition * a ceiling lift system installed for a resident with severe Multiple Sclerosis which allowed transferring from bed to bath along a ceiling track which meant this person could take a shower for the first time in a year. This Program is a proven, cost efficient and effective way to supply needed access modifications to community residents. The Program has gained recognition and exceeded expectations in each community. + 17 Sonoma County residents received modifications 17 requests are pending + 17 Petaluma residents received modifications 20 requests are pending + 13 Santa Rosa residents received modifications 4 requests are pending + 9 Rohnert Park residents received modifications 3 requests are pending CRI appreciates the opportunity to participate with the City of Rohnert Park in responding to requests for assistance from persons with disabilities.
