September 24, 1996
The Members of the Community Development Commission of the City of Rohnert Park met this
date immediately after the City Council meeting at approximately 8:57 p.m. in the City Offices,
6750 Commerce Boulevard, Rohnert Park, with Chairman Flores presiding.
CALL TO ORDER: Chairman Flores called the meeting to order at approximately 8:57 p.m.
ROLL CALL Present: (5) Commission Members Gallagher, Reilly, Spiro and Chairman Flores
Absent: (1) Commission Member Eck
Staff present for all or part of the meeting: Executive Director/City Manager Netter, City
Attorney Flitner and Assistant City Manager Leivo.
APPROVAL OF MINUTES: Upon motion by Commission Member Reilly, seconded by Commission
Member Spiro, with Commission Member Gallagher abstaining due to absence from the meeting.
minutes of September 10, 1996 were unanimously approved as submitted.
APPROVAL OF BILLS: Upon motion by Commission Member Gallagher. seconded by Commission
Member Reilly, the bills presented per the attached list in the amount of' $29,248.87 were
unanimously approved.
ACCEPTANCE OF CASH/INVESTMENTS REPORT FOR MONTH END, JUL Y 31, 1996
Executive Director Netter explained the newly instituted formal procedure for this report due to
certain changes by the legislature. -- Upon motion by Commission Member Gallagher, seconded
by Commission Member Reilly, acceptance of the Cash/Investments Report for Month End, July
31, 1996, was unanimously approved as submitted.

UNSCHED.PUBLICAPPEARANCES:Chairman Flores stated that in compliance with State Law (The
Brown Act) citizens wishing to make a comment may do so at this time. No one responded.
Burbank Housing Projects -- Commission Members responded to unscheduled public appearance
comments made during the preceding City Council meeting on this item as follows:
--Commission Member Gallagher expressed disagreement with concerns expressed related to
Burbank Housing projects, and signified support of their efforts as an outstanding company that
has done a great job in our community. -- Commission Member Reilly countered John Hudson's
references to Article 34 of the Constitution, and clarified that the City did not violate Article 34,
but abided by the rules on the Tower Apartments. -- City Attorney Flitner confirmed the numbers
were checked thoroughly both before and after completion of the project to make sure there were
no constitutional violations, and there were none.
ADJOURNMENT: Chairman Flores adjourned the meeting at approximately 9:00 p.m.
