1996/09/10 Community Development Commission Minutes Community Development Commission of The City of Rohnert Park Minutes September 10, 1996 The Members of the Community Development Commission of the City of Rohnert Park met this date immediately after the City Council meeting at approximately 8:25 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Chairman Flores presiding. CALL TO ORDER: Chairman Flores called the Community Development Commission to order at approximately 8:25 p.m. ROLL CALL Present: (4) Commission Members Eck, Reilly, Spiro and Chairman Flores Absent: (1) Commission Member Gallagher (due to a business schedule conflict) Staff present for all or part of the meeting: Executive Director/City Manager Netter, City Attorney Flitner and Assistant City Manager Leivo. APPROVAL OF MINUTES: Upon motion by Commission Member Eck, seconded by Commission Member Reilly, minutes of August 27, 1996 were unanimously approved as submitted. APPROVAL OF BILLS: Upon motion by Commission Member Reilly, seconded by Commission Member Spiro, the bills presented per the attached list in the amount of S9,689.40 were unanimously approved. ACKNOWLEDGING EXECUTIVE DIRECTOR/SECRETARY'S REPORT: The Executive Director/Secretary's report on posting of the agenda was acknowledged. UNSCHEDULED PUBLIC APPEARANCES: Chairman Flores stated that in compliance with State Law (The Brown Act), citizens wishing to make a comment may do so at this time. No one responded. DISCUSSION ITEMS: 1. Burbank Housing Development Corporation request for support letter for changes in rules regarding Housing Tax Credit housing allocation -- Executive Director Netter reviewed this item referencing letter dated August 28, 1996 from Phil Ritter, C.P.A., Project Manager, Burbank Housing Development Corporation. -- Upon motion by Commission Member Eck, seconded by Commission Member Reilly, and unanimously approved with Commission Member Gallagher absent, to prepare above-reviewed letter over the Mayor's signature, as requested, to Matt Fong, State Treasurer, expressing support of the changes in rules regarding the Housing Tax Credit Allocation. Burbank Housing Development Corporation letter request for pre-development assistance for one or more housing projects -- Executive Director/City Manager Netter explained this letter request dated September 4, 1996. City Manager Netter and Assistant City Manager Leivo responded to Commission questions related to this item. City Manager Netter encouraged the Commission to proceed with efforts for this site search and purchase negotiations for time and material not to exceed $30_000 as Burbank Housing has shown good experience and success in the affordable housing field. -- Discussion followed. A motion was made by Commission Member Reilly, seconded by Commission Member Eck, to proceed on the basis of above-reviewed staff recommendation which still leaves project approval open to allow for further consideration of other aspects, such as sewer capacity, etc. Discussion included Commission Member Spiro signifying agreement with concern expressed by Commission Member Eck during above review. that the same opportunity should be provided to other developers, clarifying no objections with the successful efforts of Burbank Housing projects. -- Commission Member Eck expressed further concern about considerations for low water use like retail projects versus high water use of this kind of project. He recommended contracting a neutral party to do the survey, similar to when the City hired Diane Sole, who has contracted with the City in the past. Commission Member Eck withdrew his second to above motion. same died for lack of a second, and made a motion, seconded by Commission Member Spiro, and unanimously approved with Commission Member Gallagher absent, to consider an independent firm or individual to complete the site search and purchase negotiations which would allow for other possible developers to consider projects.
