1998/07/28 Community Development Commission Minutes Community Development Commission of The City of Rohnert Park Minutes July 28, 1998 The Members of the Community Development Commission of the City of Rohnert Park met this date at approximately 8:20 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Chairperson Spiro presiding. I. CALL TO ORDER: Chairperson Linda Spiro called the Community Development Commission to order at approximately 8:20 p.m. ROLL CALL Present: (5) Commission Members Flores, Mackenzie, Reilly, Vidak-Martinez, and Chairperson Spiro Absent: (0) None Staff present for all or part of the meeting: Executive Director/City Manager Netter. City Attorney Flitner and Assistant City Manager Leivo. 2. APPROVAL OF MINUTES: Upon motion by Commission Member Mackenzie, seconded by Commission Member Vidak-Martinez, with Commission Member Reilly abstaining, minutes of July 14, 1998 were unanimously approved as submitted. 3. APPROVAL OF BILLS: Upon motion by Commission Member Vidak-Martinez seconded by Commission Member Mackenzie, the bills presented per the attached list in the amount of $247.50 were unanimously approved. 4. ACKNOWLEDGING EXECUTIVE DIRECTOR/SECRETARY'S REPORT: The Executive Director/Secretary's report on posting of the agenda was acknowledged. 5. UNSCHEDULED PUBLIC APPEARANCES: Chairperson Linda Spiro stated that in compliance with State Law (The Brown Act), citizens wishing to make a comment may do so at this time. No one responded at this time; please refer to the City Council Minutes of July 28, 1998. • John Hudson, 399 Bonnie Avenue made public comments at the City Council Meeting on July 28, 1998, regarding the Community Development Commission agenda item — Burbank Housing Project Proposal. 6. 1998-99 CDC BUDGET WITH 1998-98 COMPARISONS: Executive Director Netter reported that a public hearing had been scheduled for July 28, 1998 at 6:00 p.m. Executive Director Netter reviewed the analysis comparison requested by Chairperson Linda Spiro at the last CDC meeting. He also reported that Finance Director Harrow provided anticipated revenue expenditures and fund balance and asked if there were any questions on the two-year comparison. Chairperson Linda Spiro signified she would like to go over requests for funds in the Budget session; that the Agency members could review together. Agency members concurred, Community Detielopment Commission of the Cite of Rohnert Park Minutes ( 2 1 July 28, 1998 7. MULTI-FAMILY HOUSING - BURBANK HOUSING PROPERTY RE: OPTION TO PURCHASE LAND BY 7/31/98: Chairperson Linda Spiro requested that Nick Stewart of Burbank Housing, who was available in the Council chambers, address cost per unit and enlighten staff as to why competitive bidding has not been done. Nick Stewart, of Burbank Housing, reported that in comparison to other non-profit organizations and comparing it to the market, and as rents increase, the Commission will see more of this. It is very difficult since rentals rely heavily on subsidies. He also reported that S 130.000 per unit is not out of line in the private sector for sale of houses. Chairperson Linda Spiro requested that Mr. Stewart come back at another time to address the competitive bidding issue. Commission Member Mackenzie also requested Mr. Stewart come back in front of the Commission to address this issue, possibly in the form of a workshop so the community could attend and questions could be addressed. Chairperson Linda Spiro commented that Mr. Stewart was doing a great job It was Agency members consensus to hold a workshop to learn more about the process and requirements of affordable housing units. Executive Director Netter recommended that this item be deferred until planning issues are settled on these potential sites. Agency members concurred. Commission Member Vidak-Martinez commented she likes the work Burbank Housing does and would like to see more housing like this. The Commission Members also commented that they like projects that Burbank Housing has completed in Rohnert Park and other communities. 8.
