1988/03/17 Senior Citizens Advisory Commission Minutes SENIOR CITIZENS ADVISORY COMMISSION MINUTES 410 March 17 , 1988 The Senior Citizens Advisory Commission of the City of Rohnert Park met this date in regular session commencing at 3:00 p.m. at Valley Village Mobile Home Park , 6401 Country Club Drive , Rohnert Park , with Chairman Chase presiding. Call to Order Chairman Chase called the regular session' to order at approximately 3:00 p.m. and led the pledge of allegiance. Present : (5 ) Commissioners Jennis , Lyons , Kennedy , Dolby and Chairman Chase. Absent : (0 ) None. Staff present for all or part of the meeting: Administrative Assistant Caroline Fabio and Recreation Supervisor Mary Hanlon. Approval of Minutes Upon a motion made by Commissioner Kennedy , seconded by Commissioner Dolby , the Minutes of January 21 , 1988 were unanimously approved as submitted. Announcements by Chairman Chairman Chase summarized a letter he wrote to the City Council regarding earthquake preparedness and skateboard regulations . Mr. Chase read Dennis Amantite's memo regarding the above. The Senior Citizens Advisory Commission still would like to see more accomplished in terms of earthquake preparedness within the neighborhoods such as setting up meetings with smaller groups of residents. Al5o, the signs prohibiting skateboarding in the shopping centers are small and seem ineffective. Unscheduled Public Appearances Chairman Chase inquired if there were any unscheduled public appearances , and there were none. Mobile Home Repair Grants - Butler Upon recognition and introduction by Chairman Chase , Ms. Tina Butler and Mr. John Herrick of the Sonoma County Community Development Department made their presentation. • -1 - Senior Citizens Advisory Commission Minutes March 17 , 1988 411 Sonoma County receives money each year for the rehabilitation of homes and now mobile homes in Rohnert Park may benefit from these funds as well . Grants up to a maximum of $5 ,000 may be distributed to those who qualify. These grants are not loans and do not have to be paid back. They are free. To qualify for the free grant , the applicant must be the owner/occupant , the mobile home must be their primary residence , the owner/occupant must have resided in the mobile home for at least 90 days prior to applying for said grant and finally the applicant must meet designated federal income standards to qualify. Mr. Herrick briefly described the types of repairs that would be covered under the grant and described the grant process. Initially , the applicant must fill out an application. A cost estimate and inspection of the mobile home would then be made if the applicant qualifies. The applicant ' s income and ownership would be verified. The project would be put out to bid , and once a contractor was selected , the repairs would begin. Chairman Chase inquired what would be the course of action if the estimated repairs exceeded $5 ,000. Could the owner/occupant pay the difference? Mr. Herrick responded that such situations would be considered on a case-by-case basis. Administrative Assistant Caroline Fabio added that the residents should be careful not to enter into any contracts for repairs with contractors who solicit business from them directly , indicating the Sonoma County Community Development Department will pay for the repairs. The owner/occupant must first submit an application to the Sonoma County Community Development Department to be eligible for a grant . Chairman Chase thanked Ms. Butler and Mr. Herrick for taking the time to come and explain these grants. Donation to Seniors - Hanlon Upon recognition by Chairman Chase , Recreation Supervisor Mary Hanlon announced that Saturday evening , March 2B , there will be basketball game at the Sports Center sponsored by the Sonoma County -2- Senior Citizens Advisory Commission Minutes March 17 , 1988 Board of Realtors. The proceeds from the game will be donated in part to the Senior Nutrition Program per request by the event organizer Buck Oates. It is anticipated that the event will raise a little over $1 ,000 dollars , and Ms. Hanlon requested that the seniors have suggestions ready at their next meeting as to how to spend the remainder of the funds that are raised. Commissioner Dolby indicated that she would like to see the funds used to get the Senior Day Service off the ground and possibly also help fund some of the senior day trips . She added that a room at the Community Center has been approved for the Senior Day Service Program and that Recreation Director Jim Pekkain indicated the program may start as soon as June. Communications None. Matters from 410 Commissioners Chairman Chase commented on the problem of affordable care for seniors who are ill . He also commented that something must be done for the homeless seniors in the community. Commissioner Dolby urged support of Dan Hauser' s bill concerning catastrophic illness and medical care. She would like to see people cared for in their own homes as long as possible because not only is it more humane that way , but also more cost effective in the long-run. Drop-In Center Report Upon recognition from Chairman Chase , Commissioner Jennis gave the monthly report on the Senior Drop-In Center. The Center was open 24 days in February and had 2 ,081 visitors with a daily average of 87 visitors. There were 17 new senior visitors . Commissioner Jennis announced that the Valentine's Day Party was a big success . There were 116 ' visitors. Two turkeys were donated by Tony Tom and additional food was donated by the hostesses to create a fine buffet . • -3- Senior Citizens Advisory Commission Meeting March 17 , 1988 S Meeting Adjourned There being no further business and no one further desiring to be heard , Commissioner Jennis made a motion, which was seconded by Commissioner Colby , to adjourn the meeting of the Rohnert Park.
