A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
AUTHORIZING THE CITY MANAGER OR HER DESIGNEE TO APPLY FOR
CHARGE! PROGRAM GRANT FOR ELECTRIC VEHICLE CHARGING
STATIONS AND ELECTRICAL INFRASTRUCTURE
WHEREAS, the City of Rohnert Park Draft 2040 General Plan was released on July 20,
2022 for public review; and
WHEREAS, the draft General Plan outlines the goals, policies, and programs the city
will pursue looking forward to 2040 on a wide range of topics, such as Climate Change; and
WHEREAS, within the Climate Change Element, it identifies a need to "Facilitate
Adoption of Electric Vehicle Technologies", and initiate a"Municipal Fleet Electrification
Program"; and
WHEREAS,increasing public electric vehicle infrastructure and transitioning City-
owned fleet to zero-emission vehicles over time will result in immense environmental and air
quality benefits with reduced greenhouse gas emissions; and
WHEREAS, the City seeks to apply for grant funding from the BAAQMD Charge!
Grant Program for Electric Vehicle Charging Stations and Electrical Infrastructure; and
WHEREAS,the City of Rohnert Park is a duly recognized municipality within the State
of California and is vested with the legal authority to apply for said grant funds and enter into an
agreement with the Bay Area Air Quality Management District (BAAQMD); and
WHEREAS,the City is requesting $3,000,000 in grant funds through the Charge! Grant
Program; and
WHEREAS, the City of Rohnert Park is providing up to $450,000 as a local match
through the Capital Improvement Program (CIP); and
NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Rohnert
Park that the City Manager or designated staff is authorized to apply for special district grant
funding for Electrical Vehicle Supply Equipment(EVSE) and Electric Vehicle Charging Stations
(EVCS).
BE IT FURTHER RESOLVED the City Council of the City of Rohnert Park that the
City Manager or designated staff is authorized to submit the letter of commitment, attached
hereto and incorporated herein as Exhibit A.
BE IT FURTHER RESOLVED the City Council determines that submitting a grant
application for Electric Vehicle Charging Stations and Electrical Infrastructure is categorically
exempt from CEQA under CEQA Guidelines section 15301, in that the project involves
placement of EV charging infrastructure on existing City facilities, and is therefore repair and/or
minor alteration of existing structures and mechanical equipment, involving negligible expansion
of existing use, and also exempt under CEQA Guidelines section 15303, as a project involving
the installation of small new equipment and facilities. Furthermore, none of the exceptions to the
use of a categorical exception as set forth in CEQA Guidelines section 15300.2 apply to this
project.

As the City Manager of the City of Rohnert Park, I authorize the enclosed
submittal of the Charge! Program grant application to fund electric vehicle
supply equipment upgrades and electric vehicle charging station, in order to
reduce greenhouse gas emissions. The City’s Sustainability Manager’s contact
information, who will be the day-to-day point of contact on this grant program is

The City of Rohnert Park agrees to comply with all of the funding program and
eligibility requirements contained in the Charge! Program application guidance.
Through the enclosed Charge! Program grant application, we are applying for
$3,000,000 and have secured matching funds in the amount of $450,000 from the
City’s Capital Improvement Projects division for balance of costs for the project
to be completed. We also agree to acquire and place the EV charging station(s)
into service within nine months from the date a funding agreement is executed
and operate the station(s) until usage requirements are met for a minimum of
three years.
