CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC SPECIAL MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the special meeting to order at 9:03 a.m., which was legally noticed on February 16, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Deputy Chief Johnson, Deputy Chief Kilgore, Director of Human Resources Cannon, Finance Director L. Tacata, Director of Development Services Pawson, Director of Community Services Bagley, Management Analyst E. Tacata, Senior Analyst Carey, Management Analyst McLaughlin, Community Services Manager Warner, Community Services Program Coordinator Foley, Finance Manager O'Connell, ERP System Analyst Piotrkowski, Management Analyst Ortega de Valencia, Accounting Supervisor Hawkins, Information Technology Manager Rowley, and City Clerk Lopez Cuevas. Vice Mayor Hollingsworth Adams left the dais at 9:23 a.m. and returned at 9:40 a.m. 2. DISCUSSION AND DIRECTION REGARDING CITY COUNCIL STRATEGIC PRIORITIES Steve Keith requested Council to consider an overhaul of the City's recycling program, performing an audit on how recycling is managed by residents, City staff and Recology. Mr. Keith would like the Council to prioritize updating its Municipal Code, promoting the City through a tourism board, as well as other options to encourage retail business. Baker Tilly Managing Director Nancy Hetrick and Senior Manager Christine Butterfield facilitated this Strategic Priorities Workshop. City Manager Piedra provided her observations and expectations by the City and the organization. Discussions included the following topics: reflect on practices of effective councils, hear City Manager's observations and expectations, City of Rohnert Park Special Meeting Minutes for City Council February 22, 2023 RPFA/CDC Successor Agency Page 2 of 2 review Council interview themes, celebrate accomplishments and identify Council priorities, and discuss strategies for keeping focus and getting results. Mayor Rodriguez declared a short recess at 10:10 a.m. and 10:20 a.m. Mayor Rodriguez declared a recess at 11:22 p.m. and reconvened the meeting at 12:47 p.m. Baker Tilly will complete a workshop report that will include the feedback shared by Council today, including Council's already established goals as well as exploring new goals. Council will confirm their priorities at a future City Council Meeting. By consensus (none opposed), Council priorities will be reviewed yearly. 4.
