1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Rodriguez called the joint regular meeting to order at 5:01 p.m., which was legally
noticed on February 23, 2023.
All Council Present: Samantha Rodriguez, Mayor
Susan Hollingsworth Adams, Vice Mayor
Jackie Elward, Councilmember
Gerard Giudice, Councilmember
Emily Sanborn, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager
Schwartz, Public Safety Director Mattos, Director of Development Services Pawson,
Director of Community Services Bagley, Director of Public Works Garrett, Acting Finance
Manager O'Connell, Deputy City Engineer Brandt, Senior Analyst Carey, Planning
Manager Beiswenger, ERP System Analyst Piotrkowski, Housing Manager Garcia,
Information Technology Technician Azevedo, Information Technology Manager Rowley,
and Assistant City Clerk Machado.
2. PLEDGE OF ALLEGIANCE
Led by Director of Public Safety Mattos.
3. PRESENTATIONS
A. Mayor's Proclamation: Celebrating March 2023 as American Red Cross Month in
the City of Rohnert Park. Mayor Rodriguez read the proclamation and presented it to
American Red Cross volunteers Andy Witthohn and Deborah Smith.
4. DEPARTMENT HEAD BRIEFING
A. Community Roundtable Update by Public Safety Director Mattos. Director of
Public Safety Mattos provided an overview of the guidelines and responsibilities of the
Community Roundtable (CRT), selection criteria for CRT members, and goals of the CRT.
Director of Public Safety Mattos stated they are looking for additional members and are
working with the Sonoma State University and the Federated Indians of Graton Rancheria to
find additional CRT members. Director of Public Safety Mattos introduced the CRT members
present at the meeting.

B. Independent Police Audit Update by City Attorney Michelle Kenyon. City Attorney
Michelle Keyon provided an update on the Independent Police Audit stating after Council
provided direction to pursue contracting with Michael Gennaco of OIR Group, a policy was
developed in coordination with Public Safety Department and the policy was accepted by labor
unions. The contract with OIR Group is fully executed and audit program will begin this year.
5. PUBLIC COMMENTS
Michael Tharin spoke about affordable rent, Copeland Creek Apartments raising rent, and rent
control.
Steve Keith spoke about the friendliness of City Manager Piedra.
Vera Blanquie, Dan Blanquie, and Silvia Ramirez of the Education Foundation spoke about the
Education Foundation and Sharing of the Green fundraising event.
Jim Duffy spoke about the Community Roundtable and the spoke about the independent auditor
program.
John McEntagart spoke about the leadership of the City and offered tours of IBEW551
apprenticeship program to the Councilmembers and City Manager.

6.F Authorize the Finance Director or his Designee to increase appropriations in the FY
2022-23 budget by $88,000 from the General Fund and Special Revenue Casino
Mitigation Funds for the Purchase of a Fully-Equipped Special Assistance for Everyone
(SAFE) Van

7. REGULAR ITEMS:
A. Discussion and Update on the Downtown Site (6400 State Farm Drive). Senior
Analyst Carey and Planning Manager Beiswenger presented this item. Recommended
Action(s): Receive update on downtown site.
PUBLIC COMMENTS: Frank Reardon, John Medina, Joe Tremaine, Keith Dias, Kelly Child,
Jared Mumm, and John McEntagart spoke about this item.
Council received update.
ACTION: By consensus (none opposed), Council directed staff to move forward
with the next steps in making progress on the downtown development.
Mayor Rodriguez declared a recess at 7:40 p.m. and reconvened the meeting at 7:50 p.m.
B. Consider Adopting a Resolution Authorizing Application to and Participation in
the California Department of Housing and Community Development (HCD) Prohousing
Designation Program and Adopting a Resolution Authorizing the Application for and
Receipt of Prohousing Incentive Pilot Program (PIP) Funds (Not a Project Under CEQA,
per CEQA Guidelines 15378(b)(4)). Housing Manager Garcia presented this item.
Recommended Action(s): Adopt a Resolution authorizing the application to and participation in
the Prohousing Designation Program and aResolution authorizing the application for, and receipt
of, Prohousing Incentive Pilot Program funds.

ACTION: Moved/Seconded (Elward/Hollingsworth Adams) to adopt Resolution
2023-013 Authorizing Application to and Participation in the
California Department of Housing and Community Development

Authorizing the Application for and Receipt of Prohousing Incentive
Pilot Program (PIP) Funds.

C. Discussion and Direction Regarding Implementation of Monthly Utility Billing in
the City of Rohnert Park. City Manager Piedra and ERP System Analyst Piotrkowski presented
this item. Recommended Action(s): 1)Amend the Municipal Code to accommodate the change
to monthly utility billing in the City of Rohnert Park; and 2)present an implementation plan
considering July 1, 2023 as the implementation date, a customer outreach plan, and
recommendations to amend the Authorized Positions List, if needed..

Room 2.A. (Government Code §54957.1)to Consider: Conference with Legal Counsel—
Anticipated Litigation- Significant Exposure to Litigation Pursuant to Government Code
Section 54956.9(D)(2): One Case.
Mayor Rodriguez reported there was no reportable action.
9. COMMITTEE /LIAISON/OTHER REPORTS
A. Standing Committees:
1. Joint Special Meeting of the Rohnert Park Education Committee and Cotati-Rohnert
Park Unified School District 2x2x2 Committee Meeting(2/23) (Rodriguez/Giudice)
Mayor Rodriguez stated she and Councilmember Giudice attended the meeting as well as
members of the Cotati City Council, Sonoma State University, Cotati-Rohnert Park School
District, and Rohnert Park staff. Topics discussed at the meeting included scheduling future
meetings on the 3rd Thursday of each month, rotating the meeting location, and new
programming at Sonoma State University.
B. Liaison Reports:

10. COMMUNICATIONS
Councilmember Giudice spoke about his experience reading to kids for Read Across America.
Councilmember Elward shared that she did a presentation at Casa Grande High School about her
background, where she is from, and her culture.
Mayor Rodriguez spoke about being invited to read to children at Monte Vista for Read Across
America.
Mayor Rodriguez stated she will be a guest judge for Miss Sonoma County, which will be
happening at Spreckels Performing Arts Center.
Mayor Rodriguez stated she was invited to throw the first pitch at the Rebels softball opener.
Mayor Rodriguez spoke about the strategic planning meeting and governing with mutual respect.
Councilmember Giudice spoke about cleanup and planting of 50 plants done at the Burton
Recreation Center.
Mayor Rodriguez shared that Councilmember Elward received the Rosa Parks Award.
11. MATTERS FROM/FOR COUNCIL
Councilmember Elward inquired about sending a letter of support for SB 691 Universal
Screening for Dyslexia. City Manager Piedra will see if she has authority under the protocols to
send a letter of support.
