CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:00 p.m., which was legally noticed on March 9, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Deputy Chief Johnson, Director of Human Resources Cannon, Director of Development Services Pawson, Director of Community Services Bagley, Director of Public Works Garrett, Senior Analyst Carey, Deputy Engineer Brandt, Information Technology Manager Rowley, and City Clerk Lopez Cuevas. 2. PLEDGE OF ALLEGIANCE Led by Deputy Chief Johnson. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming March 2023 as Women's History Month in the City of Rohnert Park. Mayor Rodriguez read the proclamation and recognized the women in the Council and City staff. B. Sonoma Water Fiscal Year 2023-24 Proposed Budget and Rates Water Transmission System Presentation by Sonoma Water Finance Manager Jake Spaulding. Jake Spaulding stated Sonoma Water is proposing a budget of$68.30 million which includes $6.34 million for hazard mitigation projects, $5.94 for other capital projects to increase resiliency, and $40.4 million for operations and maintenance. Sonoma Water is also proposing to increase their rates for fiscal year 2023-24 and spoke about the challenges the agency is facing such as aging infrastructure, maintenance needs, increased repairs and natural hazard vulnerabilities (flood, fire & earthquakes). SSU STUDENT REPORT Dirk Tolson III, Senator of Government Affairs, Sonoma State University Associated Students, Inc. (SSU ASI) presented the report stating Associated Students elections are currently underway, the Join Us Making Progress program had several volunteer events this month including bringing study buddies to Evergreen and Monte Vista, the campus and student body are working towards increasing enrollment, and the commencement ceremonies are set for May 20 and May 21. 5. DEPARTMENT HEAD BRIEFING None. 6. PUBLIC COMMENTS Steve Keith requested Council to promote discourse rather than extreme measures as it relates to comments or requests he has made at council meetings. Karen Cappa requested the installation of lights, flashing lights or stop signs on Country Club at Copeland Creek and honored city resident Chris Meyer, who regularly attended Council meetings. Director of Public Works Garrett answered questions of Councilmember Giudice regarding the crosswalk on Country Club at Copeland Creek. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated February 21 through February March 6, 2023 7.B Approval of Minutes for: 6.B.1. City Council/RPFA/Successor Agency Joint Regular Meeting, February 28, 2023 7.0 Adopt Resolution 2023-015 Authorizing and Approving Amendment 1 to Task Order 2022-02-Building Staff Augmentation with 4LEAF Inc, in Amount of$400,000, Bringing the Total Task Order Value to $825,000 7.D Adopt Resolution 2023-016 Authorizing the Filing of an Application for Funding Assigned to the Metropolitan Transportation Commission, Committing Matching Funds and Stating Assurance to Complete the Highway 101 Bicycle/Pedestrian Overcrossing at Copeland Creek 7.E Adopt Resolution 2023-017 Affirming Compliance with various State Housing Laws to Satisfy Metropolitan Transportation Commission (MTC) Requirements for One Bay Area Grant Cycle 3 (OBAG 3) Funding Program 7.F Adopt Resolution 2023-018 Awarding the Construction Contract for the Portable Generator Connections at Pump Stations #1, #2, and#3 Project (Project 2021-04) City of Rohnert Park Joint Regular Meeting Minutes for City Council March 14,2023 RPFA/CDC Successor Agency Page 3 of 5 to Sonoma Marin Electric, Inc. for$185,000, Authorizing the City Manager to Execute Change Orders in the Amount up to 15%of the Construction Cost, Finding the Project Exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Sections 15301 and 15302, and Approving the Plans and Specifications ACTION: Moved/seconded (Giudice/Hollingsworth Adams) to approve the consent calendar. Consider Adopting a Resolution Declaring City-owned Property at 6400 State Farm Drive as Exempt Surplus Land and Not Necessary for the City's use, in accordance with the California Surplus Land Act (Government Code Section 54220 et seq.) and Finding this Action Exempt from the California Environmental Quality Act ("CEQA") Senior Analyst Carey presented this item. Recommended Action(s): Adopt Resolution 2023-019 Declaring the Property at 6400 State Farm Drive (APN 143-051-072- 000) as Exempt Surplus Land Pursuant to Government Code Section 54221(f)(1)(F)(ii). Recommended Action(s): Adopt Resolution 2023-020 Approving Amendments to the Fire Prevention Fee Schedule, pursuant to Rohnert Park Municipal Code Section 3.32.040 and as required by the California Fire Code (CEQA Status: Exempt). Human Resources Director Cannon presented this item. Recommended Action(s): Adopt Resolution 2023-021 Authorizing and Approving a Letter Agreement to the Memorandum of Agreement between the City of Rohnert Park and the Rohnert Park Public Safety Officers' Association (RPPSOA) effective June 8, 2021 through June 30, 2025. Sonoma Clean Power Authority Board of Directors Meeting (3/2) Councilmember Elward reported on this meeting. 2. Sonoma County Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA) Board of Directors Meeting (03/13) Councilmember Giudice reported on this meeting. 3. Water Advisory Committee (WAC) and Technical Advisory Committee(TAC) to Sonoma Water(3/6) Rodriguez/Sanborn Development Services Director Pawson reported the WAC did not meet. D. Other Reports: None. 10. COMMUNICATIONS Councilmember Giudice invited all to attend the Rotary Club of Rohnert Park-Cotati's 6th Annual Community Services Awards occurring on June 9 at the SOMO Event Center. Vice Mayor Hollingsworth Adams stated she has received compliments from the community on staffs work to manage flooding especially in the area of Snyder and Heartwood. Mayor Rodriguez thanked Ms. Gilleran's class at University Elementary at La Fiesta for having her today. Mayor Rodriguez also thanked Public Safety and Public Works staff for keeping the city safe during the storms and being proactive. 11. MATTERS FROM/FOR COUNCIL None. 12. PUBLIC COMMENTS None. 13. Mayor Rodriguez made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to Closed Session at 6:31 p.m. in Conference Room 2.A. to consider: Conference with Legal Counsel —Anticipated Litigation- Significant exposure to litigation pursuant to Government Code Section 54956.9(d)(2): One case. Mayor Rodriguez stated that the Council will report on Closed Session(Government Code §54957.1) at the next regular meeting. 14.
