Director of Development Services Pawson presented this item. Recommended Action(s): Introduce by Title Only and Waive the First Reading of Ordinance No. 975 amending Ordinance 971 to findings for the adoption of California Building Standards Code—Existing Building Code Appendix A4 and Fire Code Appendices E, F, G, I, J, K, L and O. Consider Adopting Resolution 2023-023 to Accept a Grant in the Amount of $19,656 from the Department of Justice (DOJ) Edward Byrne Memorial Justice Assistance Grant (JAG) for Purchase of Ballistic Helmets and Authorizing the Finance Director or their Designee to Increase FY 2022/23 Budget Appropriations by $19,656. Director of Public Safety Mattos presented this item. Recommended Action(s): Adopt Resolution 2023-023 to Accept a Grant in the Amount of$19,656 from the Department of Justice (DOJ) Edward Byrne Memorial Justice Assistance Grant (JAG) for purchase of Ballistic Helmets and Authorizing the Finance Director or their Designee to Increase FY 2022/23 Budget Appropriations by $19,656. Recommended Action(s): Approve the Performing Arts Center Rental Policy, new rental rates and ticket prices as presented, and direct staff to bring back a resolution for formal adoption. Recommended Action(s): Receive the mid- year financial update and adopt Resolution 2023-024 Authorizing and Approving the Finance Director or his Designee to Increase Appropriations for Fiscal Year 2022-23. ERP System Analyst Piotrkowski presented this item. Recommended Action(s): Introduce by title only, and waive first reading of Ordinance No. 976, an Ordinance of the City of Rohnert Park Amending Sections 13.44.090, 13.44.110 and 13.44.140 to Modify Bills—Generally, Delinquent Bills—Collection Agency Charges, and Delinquent Bills— Courtesy Notice in order to move to monthly utility billing for water and sewer. Joint Special Meeting of the Rohnert Park Education Committee and Cotati-Rohnert Park Unified School District 2x2x2 Committee Meeting (3/16) (Rodriguez/Giudice) Mayor Rodriguez stated she and Councilmember Giudice attended the meeting. Items discussed during the meeting included efforts made by the City and the Cotati-Rohnert Park Unified School District(CRPUSD) for safe routes to schools, Sonoma State University's (SSU)Nursing Department turning 50 this year, and SSU's efforts to increase enrollment. Councilmember Giudice added that SSU and CRPUSD an MOU that allows for CRPUSD students to be automatically accepted into SSU. B. Liaison Reports: 1. Chamber of Commerce Board of Directors Meeting(3/16) Rodriguez/Sanborn Mayor Rodriguez reported on this meeting. 2. Senior Citizen Advisory Commission Special Meeting(3/22) Elward/Sanborn Councilmember Elward reported she did not attend the meeting. C. Outside Agency Reports: 1. Zero Waste Sonoma(3/16) Sanborn/Vanessa Garrett Councilmember Sanborn reported on this meeting. 2. Mayors and Councilmembers Legislative Committee (3/17) Rodriguez/Hollingsworth Adams Mayor Rodriguez reported that this meeting did not occur. D. Other Reports: 1. County of Sonoma Continuum of Care Board (3/22) Elward Assistant City Manager Schwartz reported on this meeting. 2. Golden Gate Bridge, Highway & Transportation District Board of Directors (3/24) Giudice Councilmember Giudice report on this meeting. 3. Marin/Sonoma Mosquito& Vector Control District Update by Mayor Rodriguez Mayor Rodriguez provided an update received from the Marin/Sonoma Mosquito & Vector Control District City representative Aaron Zavala. Report on Closed Session Previously Held on March 14, 2023, in Conference Room 2.A. (Government Code §54957.1) to Consider: Conference with Legal Counsel— Anticipated Litigation- Significant Exposure to Litigation Pursuant to Government Code Section 54956.9(D)(2): One Case. Mayor Rodriguez reported that there was no reportable action. 10. COMMUNICATIONS Vice Mayor Hollingsworth Adams received communications from two constituents regarding the Martin case in Phoenix which may have influence on Martin vs. Boise. Vice Mayor Hollingsworth Adams will send the information to City Attorney Kenyon. Mayor Rodriguez stated fundraising efforts for Labath Landing are underway and Dignity Moves received a$150,000 grant from William G. Irwin Foundation, to be used towards the capital construction costs of Labath Landing. Mayor Rodriguez informed the following events will happen on April 1: Senior Prom,the Education Foundation Swing Into Spring, and the potential crowning of the Dairy Princess. She also informed that Sonoma State University will host Social Justice Week during the week of April 3, which will include a panel hosted by Mayor Rodriguez and a speaker series by author Ijeoma Oluo. 11.
