CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:01 p.m., which was legally noticed on April 6, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Deputy Chief Johnson, Deputy Chief Kilgore, Director of Human Resources Cannon, Director of Development Services Pawson, Director of Community Services Bagley, Director of Public Works Garrett, Acting Finance Director O'Connell, Homeless Services Coordinator Quig, Housing Manager Garcia, Senior Analyst Carey, Deputy Engineer Brandt, Information Technology Manager Rowley, and City Clerk Lopez Cuevas. 2. PLEDGE OF ALLEGIANCE Led by Evergreen Elementary second grade teacher Meghan Heald and students. 3. PRESENTATIONS A. Mayor's Proclamation: Proclaiming April 2023 as Sexual Assault Awareness Month in the City of Rohnert Park. Mayor Rodriguez read the proclamation and presented it to Verity Sonoma State University Advocate Berenice Mendez and Verity Trauma Therapist Emily Donahue. 4. SSU STUDENT REPORT Dirk Tolson III, Senator of Government Affairs, Sonoma State University Associated Students, Inc. (SSU ASI) was not able to attend this meeting. 5. DEPARTMENT HEAD BRIEFING None. PUBLIC COMMENTS David Armstrong spoke about issues with his ADU project and requested Council to adopt a better process for residents to build ADUs. Mark Burnette asked about the use of pressure washers in the City. William Corner requested the Farmers Market be moved behind the Callinan Center because of issues with the library parking. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated Month March 20 through April 4, 2023 7.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, March 28, 2023 7.0 Adopt Resolution 2023-025 Approving a Master Maintenance Agreement with HomeFirst Services of Santa Clara County for the North Coast Regional Water Quality Control Board Compliance at Labath Landing (CEQA: Consistent with the Stadium Lands Master Plan EIR and the subsequent Mitigated Negative Declaration for the Residences at Five Creek Project) 7.D Adopt Resolution 2023-026 Authorizing and Directing the City Manager to Submit Grant Applications to Offset Costs in the City's Homeless Services Programs and to Enter into Agreements Necessary to Effectuate the Terms of Funds Received 7.E Waive Second Reading of and Adopt Ordinance No. 976, an Ordinance of the City Council of the City of Rohnert Park Amending Rohnert Park Municipal Code Sections 13.44.090, 13.44.110 and 13.44.140 to Modify Bills—Generally, Delinquent Bills— Courtesy Notice and Delinquent Bills—Collection Agency Charges (Not a Project under CEQA) ACTION: Moved/seconded (Giudice/Hollingsworth Adams) to approve the consent calendar. Consider Adopting a Resolution Accepting a Grant from the Gary Sinise Foundation's First Responders Outreach Program for the Installation of a Firefighting Training Prop Valued at$32,967. Deputy Chief Johnson presented this item. Recommended Action(s): Adopt Resolution 2023-027 accepting a Grant from the Gary Sinise Foundation's First Responders Outreach Program for the Installation of a Firefighting Training Prop Valued at $32,967. B. Consider Endorsing the Sonoma County Continuum of Care (CoC) Strategic Plan to Address Homelessness. Assistant City Manager Schwartz and Homeless Services Coordinator Quig presented this item. Recommended Action(s): Endorsing the CoC Strategic Plan because it demonstrates commitment to a regional approach necessary to address homelessness. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Rodriguez/Giudice) to endorse the Sonoma County Continuum of Care (CoC) Strategic Plan to Address Homelessness. Mayor Rodriguez called for a moment of silence in light of the recent passing of Cassandra "Cassie"Albaugh. Mayor Rodriguez declared a recess at 6:21 p.m. and reconvened the meeting at 6:28 p.m. C. Receive an Informational Report, Discuss and Provide Direction for Budget Planning for Fiscal Year 2023-24 to Continue City's Housing and Homeless Service Programs. Housing Manager Garcia and Homeless Services Coordinator Quig presented this item. Recommended Action(s): Receive an informational report, discuss and provide direction for budget planning for fiscal year 2023-24 to continue City's housing and homeless service programs. Staff and volunteers from HomeFirst, DBlock, Catholic Charities, Unsheltered Friends Outreach, and SHARE Sonoma County were also present. A photograph was taken by City Staff and the attendees waived their right to sign a photo release. PUBLIC COMMENTS: None. Disclosure of potential conflict of interest: Vice Mayor Hollingsworth Adams stated that she runs a business across Roberts Lake Road and therefore has a potential financial conflict of interest regarding the Roberts Lake Safe Sleeping Program discussions. Vice Mayor Hollingsworth Adams departed the meeting at 6:59 p.m. ACTION: By Consensus (Vice Mayor Hollingsworth Adams absent), Council accepted the informational report and directed staff to move forward City of Rohnert Park Joint Regular Meeting Minutes for City Council April 11,2023 RPFA/CDC Successor Agency Page 4 of 7 with their recommended actions to continue to pursue a variety of grant funding to help cover the costs of the Roberts Lake Safe Sleeping Program through programs including the Encampment Resolution Fund Grant, County Measure 0 Funds, and County Intergovernmental Transfer(IGT) Funds. Vice Mayor Hollingsworth Adams returned to the meeting at 7:11 p.m. ACTION: By Consensus (none opposed), Council directed staff to return to the budget workshop to discuss funding a dedicated 24/7 security guard at Labath Landing and potentially creating a"housing allowance fund" for the on-going operation of Labath Landing. ACTION: By Consensus (none opposed), Council directed staff to move forward with their recommended actions to repurpose funding from Rapid Rehousing for the Master Lease Permanent Supportive Housing Program in order to add 3 new units in FY 23/24 and continue support for the existing 14 units. D. Receive Report on 2023 Rohnert Park Community Survey Results Senior Analyst Carey and Assistant City Manager Schwartz presented this item. Recommended Action(s): Receive a report on the 2023 Rohnert Park Community Survey Results. PUBLIC COMMENTS: Steve Keith spoke about this item. Council received the report. E. Discussion and Provide Direction on or Approval of 2023-2024 Focus Areas. Assistant City Manager Schwartz presented this item. Recommended Action(s): discuss the Preliminary 2023-2024 Rohnert Park Focus Areas and Initiatives (Downtown, Financial and organizational health, Infrastructure/beautification, Equitable services to neighborhoods, Serve the unhoused, Community relationship w/Public Safety, Complete General Plan/climate change, Attract and retain staff and Memorable community experiences) and either adopt it as the work plan or direct staff to make changes and adopt it at either this council meeting or a future meeting. PUBLIC COMMENTS: Steve Keith spoke about this item. ACTION: By Consensus (none opposed), Council adopted the Focus Areas and Initiatives for FY2023-2024 as submitted, including reporting progress to Council in late 2023, revisiting priorities in early 2024. As recommended by staff, no new initiatives will be added until 2024 unless staff has capacity. Discussion and Direction Regarding Proposed Amendments to the Co- Sponsorships and Fee Waivers Policy. Director of Community Services Bagley presented this item. Recommended Action(s): approve the proposed amendments to the Co- Sponsorships and Fee Waivers Policy: 1) Add a definition of fee waiver and co-sponsorship; 2) removing the $1,000 and restrictions on number of days an event can occur for co- sponsored activities; 3) eliminate events that no longer occur or are captured in a separate agreement with the City; and 4) add to the list of events that are eligible for fee waivers or co-sponsorships in perpetuity. PUBLIC COMMENTS: None. ACTION: By Consensus (none opposed), Council approved the proposed amendments to the Co-Sponsorships and Fee Waivers Policy. Staff will return at a later date to adopt an amended policy. Swing into Spring by the Rohnert Park Education Foundation (4/1) Rodriguez, Hollingsworth Adams, Elward, Giudice Mayor Rodriguez reported on this event and informed that the fundraiser was to support the Rohnert Park Cotati Unified District School. All agreed that it was a wonderful event. Vice Mayor Hollingsworth Adams informed she and the City Manager attended the Senior Prom event at the Senior Center, which was very fun. 2. 2023 Sonoma County Housing Solutions Summit (3/30) Vice Mayor Hollingsworth Adams reported they spoke about data and solutions will be discussed at the next session. Materials will be distributed to Department Heads and Jenna Garcia, our Housing Manager. 11. COMMUNICATIONS None. 12. MATTERS FROM/FOR COUNCIL Mayor Rodriguez stated that although Dispatchers Week had already passed, she would like them to know they are appreciated for their incredible work. Mayor Rodriguez acknowledged Planning Commissioner Tramaine Austin-Dillon for being named one of North Bay Business Journal, 40 under 40. Mayor Rodriguez invited all to attend the following events: • Town Hall with Congressman Thompson on April 12 at 6:30 pm in Santa Rosa. • Sonoma State Latino Education Summit this Saturday, April 15 at SSU. • Rohnert Park Softball opening day on Saturday, April 15. • Day of Service Pollinator Paradise Planting (Earth Month) at Holiday Park from noon to 2:00 pm on April 18. • Climate Action Night Hosted at the SRJC Bertolini Student Center on April 20 from 4:30 pm to 6:00 pm. • Environmental Justice Forum hosted by Los Cien on April 21. 13.
