1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Rodriguez called the joint regular meeting to order at 5:02 p.m., which was legally
noticed on April 20, 2023.
All Council Present: Samantha Rodriguez, Mayor
Susan Hollingsworth Adams, Vice Mayor
Jackie Elward, Councilmember
Gerard Giudice, Councilmember
Emily Sanborn, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager
Schwartz, Public Safety Director Mattos, Human Resources Director Cannon, Director of
Development Services Pawson, Director of Community Services Bagley, Director of Public
Works Garrett, Deputy Chief Johnson, Housing Manager Garcia, Deputy City Engineer

Information Technology Manager Rowley, and Assistant City Clerk Machado.
2. PLEDGE OF ALLEGIANCE
Led by Sonoma State University (SSU) Students for Sustainability.
3. PRESENTATIONS
A. Mayor's Proclamation: Proclaiming April 26 as Administrative Professionals Day
in the City of Rohnert Park. Mayor Rodriguez read the proclamation and presented
proclamations to city administrative staff.
B. Mayor's Proclamation: Proclaiming May 2023 as Asian American, Native
Hawaiian, and Pacific Islander Heritage Month. Mayor Rodriguez read the proclamation and
presented it to Leah Vallespin, SSU Student& President of Filipino American Association at
SSU.
C. Mayor's Proclamation: Proclaiming April 2023 as Earth Month in the City of
Rohnert Park. Mayor Rodriguez read the proclamation and presented it to Shannon Casteel,
SSU Freshman Student and President of SSU Students for Sustainability and Koreanna Kim,
SSU Freshman and Treasurer of SSU Students for Sustainability.

12.A. Report on Closed Session Previously Held on April 11, 2023, in Conference Room 2.A.

Government Code Section 54956.9(d)(4): One potential case,
B) Conference with Labor Negotiators (Government Code §54957.6) Agency designated

Mayor Rodriguez reported that there was no reportable action.
4. DEPARTMENT HEAD BRIEFING
A. Update by Director of Community Services Bagley Regarding Upcoming City
Events.
Director of Community Services Bagley shared information on upcoming events which include
Downtown Movie Night on May 4, Summer Kick-Off Brunch& BBQ on May 13, Party on the
Plaza and Farmers Market June 2 thru August 25, Juneteenth Celebration on June 19, and RP
Jubilee on July 4.
5. PUBLIC COMMENTS
Library Commissioner Barbara Mackenzie, Public Services Division Manager Barbara Maes,
and Rohnert Park Branch Manager Jennifer Ryder spoke about National Library Week, services
provided to those living at Labath Landing, the Friends of the Library book sale, services and
resources available at the library, the teen internship program, and celebration of Affordable
Housing Month and Asian American and Pacific Islander Month.
Disclosure of potential conflict of interest:
Councilmember Giudice stated he leases premises n SOMO Village and therefore has a potential
financial conflict of interest on Item 6.E.

from the California Environmental Quality Act(CEQA) Pursuant to CEQA Guidelines

6.I. Authorize the City Manager to Execute the First Amendment to the Construction

A. Community Engagement Meeting/Public Hearing to Receive Department of Public
Safety Annual Report Regarding Military Equipment Use Policy (AB 481) for the Year
2022. Director of Public Safety Mattos presented this item. Recommended Action(s): Council
receive the annual military equipment use annual report and conduct a community engagement
meeting as required by Assembly Bill 481 (AB 481).

B. Accept Report from Public Safety Showing Use of Force and Traffic Citation
Statistics for the Year 2022. Director of Public Safety Mattos presented this item.
Recommended Action(s): Receive informational report on Public Safety in Rohnert Park
pertaining to police use of force and traffic citation statistics for 2022 with a comparison to City
demographics.
PUBLIC COMMENTS: None.
Council accepted the report.
C. Consider Adopting a Resolution to Accept a Grant in the Amount of$65,000 from
the Department of Justice(DOJ) Office of Community Oriented Policing Services (COPS)
Law Enforcement Agency De-Escalation Grant Program for the Purchase of a Training
Simulator System and Curriculum and Authorizing the Finance Director to Increase FY
2022/23 Budget Appropriations by $65,000. Director of Public Safety Mattos presented this
item. Recommended Action(s): Adopt Resolution 2023-033 Accepting a$65,000 Grant from
the Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) Law
Enforcement Agency De-Escalation Grant Program for Purchase of a Training Simulator System
and Curriculum and Authorizing the Finance Director to Increase FY 2022/23 Budget
Appropriations by $65,000.

Park Unified School District 2x2x2 Committee Meeting(4/20) (Rodriguez/Giudice)
Mayor Rodriguez stated the meeting included a presentation by Department of Public Safety
Mattos and SSU Police Chief Oweis regarding the school resource officer program,
information on a forum held by SSU on fentanyl and substance use, and how to respond to
safety issues on school campuses.
B. Liaison Reports:

Mayor Rodriguez reported on this meeting.

Mayor Rodriguez and Councilmember Giudice reported on this meeting.

2. Intersection of Environmental Justice & Equity (4/21) Hollingsworth Adams

9. COMMUNICATIONS
Mayor Rodriguez shared the next Los Cien event will be on May 19 regarding The Youth
Perspective. Mayor Rodriguez will be holding a town hall with SSU students on April 27.
Councilmember Elward thanked the communication team for everything they are doing.
