CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:02 p.m., which was legally noticed on May 4, 2023. Mayor's Proclamation: Proclaiming May 2023 as Jewish American Heritage Month. Mayor Rodriguez read the proclamation and presented it to Yehoyada Mbangukira, Co- President, Alliance for the Study of the Holocaust and Genocide at Sonoma State University (SSU). B. Mayor's Proclamation: Proclaiming May 7 through May 13,2023 as Public Service Recognition Week in the City of Rohnert Park. Mayor Rodriguez read the proclamation and presented it to Jamie Cannon, Director of Human Resources. C. Robin Bowen, Exec Director of Cal Parents, Presentation on the Upcoming Family Resource Center at John Reed Elementary School in Rohnert Park. Robin Bowen spoke about Cal Parents' services and programs including parenting services, child and family counseling, advocacy, etc., as well as Cal Parents' framework and ultimate goal to end child abuse. Also present was Janice, "Promotoras de Salud" Program Manager and Elizabeth Vermilyea Deputy Director of Child Parenting Institute. 5. DEPARTMENT HEAD BRIEFINGS None. 6. PUBLIC COMMENTS Maribel Soladie spoke about the need for affordable housing, labor rights and essential workers. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated April 18 through May 1, 2023 7.B Authorize the City Manager to Purchase a 6" Gorman-Rupp Trailer Mounted Self- Priming Centrifugal Pump for the Public Works Department for an amount not to exceed $125,000 7.0 Adopt Resolution 2023-034 Amending the Dorothy Rohnert Spreckels Performing Arts Center(PAC) Rental Policy 7.D Adopt Resolution 2023-035 Authorizing and Approving the City Manager to Execute a Lease Agreement with the Girl Scouts of Northern California for the leasing of City-Owned Property located at 295 Santa Alicia Drive 7.E Adopt Resolution 2023-036 Approving Amendment 2 to the Maintenance Agreement with DC Electric Group, Inc. Extending the Agreement by Two (2) Years for a total amount not to exceed $250,000 and Directing Related Actions (CEQA Status: Exempt Under CEQA Guidelines Section 15301) 7.F Adopt Resolution 2023-037 Authorizing the City Manager to Execute Task Order 2023-01 with GHD, Inc. for Design Services in the Amount not to exceed $121,510 for the Southwest Boulevard Waterline Replacement Project(Project 2020-23), Authorizing the Finance Director to Amend the Budget to Appropriate Funds from the City of Rohnert Park Joint Regular Meeting Minutes for City Council May 9,2023 RPFA/CDC Successor Agency Page 3 of 5 Water Utility Fund, and Finding the Project Categorically Exempt from the California Environmental Quality Act (CEQA) 7.G Adopt Resolution 2023-038 Accepting the Bristol Subdivision Improvements and Directing Relating Actions (CEQA Status: Consistent with the Certified Environmental Impact Report for the University District, as Amended) 7.H Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, April 25, 2023 ACTION: Moved/seconded (Rodriguez/Giudice) to approve the consent calendar. Motion carried by the following unanimous 5-0-0 voice vote: AYES: Elward, Giudice, Sanborn, Hollingsworth Adams and Rodriguez,NOES: None, ABSENT: None, ABSTAINS: None. 8. REGULAR ITEMS: A. PUBLIC HEARING: Conduct a Public Hearing and Consider Introducing by Title Only and Waiving First Reading of Ordinance No.977, an Ordinance of the City of Rohnert Park Adopting a Military Equipment Use Policy. Chief Mattos presented this item. Recommended Action(s): Introduce by Title Only and Waive First Reading of Ordinance No.977, an Ordinance of the City of Rohnert Park Adopting a Military Equipment Use Policy. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Hollingsworth Adams/Elward) to introduce by Title Only and Waive First Reading of Ordinance No.977. Title read by City Clerk Lopez Cuevas. Discussion and Direction Regarding Building Forward Library Facilities Improvement Program ("Building Forward Grant") Opportunity and Proposed Grant Match Amount. Director of Public Works Garrett presented this item. Recommended Action(s): Provide direction regarding the proposed City share of grant match amount of $404,080, should the Building Forward Library Infrastructure Grant be awarded to the City. Ray Holley was present on behalf of the Sonoma County Library. PUBLIC COMMENTS: None. C. Discussion and Direction Regarding Fiscal Year 2023/2024 General Fund Budget. City Manager Piedra presented this item. Also present were Acting Finance Director O'Connell and Accountant Hopley. Recommended Action(s): Provide necessary direction on the proposed General Fund budget, including City Manager's recommendations to approve capital outlay requests (General Fund only), additional supplies, programs & services requests as well personnel requests for new positions & reclassifications. Mayor Rodriguez declared a recess at 6:53 p.m. and reconvened the meeting at 7:06 p.m. Department Heads answered questions of the Council. PUBLIC COMMENTS: None. ACTION: By Consensus (none opposed), Council directed staff to move forward with the City Manager recommendations. Staff will return to Council at a later date to adopt the General fund Budget. 9. Sonoma County Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA) Board of Directors Meeting(5/8) Councilmember Giudice reported on this meeting. 4. Sonoma County Continuum of Care Board Meeting (4/26) Councilmember Elward reported on this meeting. Councilmember Giudice reported on Golden Gate Bridge Highway & Transportation District Board of Directors Meeting on April 27 and April 28, 2023. D. Other Reports: 1. First Annual Responder Resiliency Gala(4/29) Rodriguez City of Rohnert Park Joint Regular Meeting Minutes for City Council May 9,2023 RPFA/CDC Successor Agency Page 5 of 5 Mayor Rodriguez reported some of the issues discussed at the event such as training and resiliency for first responders as well as how trauma causes them health issues. Mayor Rodriguez also informed there was a fundraiser and Deputy Chief Johnson was the auctioneer. 2. 2023 Sonoma County Housing Solutions Summit(5/4) Councilmember Giudice reported that some solutions to housing were outlined and deferred to Housing Manager Garcia to complete the report, including an upcoming 2024 ballot measure to generate more funding for housing. 10. COMMUNICATIONS Mayor Rodriguez congratulated Sonoma State University on their upcoming graduation. Councilmember Elward congratulated Mayor Rodriguez on her graduation. Mayor Rodriguez invited everyone to attend the City's Summer Kick-Off Brunch & BBQ on May 13 at the Community Center. 11. MATTERS FROM/FOR COUNCIL None. 12. PUBLIC COMMENTS Steve Keith suggested the City create a program that includes signs and art for the downtown. 13.
