CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:00 p.m., which was legally noticed on May 19, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Public Safety Director Mattos, Human Resources Director Cannon, Director of Development Services Pawson, Director of Community Services Bagley, Director of Public Works Garrett, Housing Manager Garcia, Acting Finance Director O'Connell, Senior Analyst Carey, Accountant Hopley, Accountant Newzell, Community Engagement Coordinator Pritchard, Homeless Service Coordinator Quig, Information Technology Technician Azevedo, Information Technology Manager Rowley, and Assistant City Clerk Machado. 2. Mayor's Recognition: Recognizing the Nicole Mattson Memorial Athletic Scholarship Foundation for their contributions and ongoing support to local High School Athletic Seniors. Mayor Rodriguez read the proclamation and presented it to Paul and Cindy Mattson. B. Mayor's Proclamation: Celebrating June as Pride Month in the City of Rohnert Park. Mayor Rodriguez read the proclamation and presented it to Chase Overholt, Executive Director of Philanthropy, The Lime Foundation. C. Mayor Rodriguez read the proclamation and presented it to Surjin Banwait. D. Chief Mattos Presenting Felicity Hartnett as Public Safety Officer(PSO) of the Year and Emily Murugussa as Department of Public Safety Employee of the Year. Director of Public Safety Mattos presented Emily Murugussa as Department of Public Safety Employee of the Year and Felicity Hartnett as Public Safety Officer of the Year. 4. CONSENT CALENDAR 6.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated May 2 through May 15, 2023 6.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, May 9, 2023 6.0 Adopt Resolution 2023-039 Rescinding Declaration of Water Shortage Emergency and Repealing Stage 2 Conservation Measures of the City of Rohnert Park's Water Shortage Contingency Plan Upon Expiration of State Water Board Emergency Regulations 6.D Adoption Resolution 2023-040 Establishing a New Capital Improvement Project No. 2023-12 for the Electric Vehicle Charging Station Project, and Authorizing the City Manager to Approve a Budget Amendment of$120,000 for the Project 6.E Adopt Resolution 2023-041 Authorizing the City Manager to Execute a Construction Contract for the Honeybee Pool Renovation Project(Project 2019-31) to Murray Building, Inc. for$1,275,195, Authorizing the City Manager to Execute Change Orders in the Amount up to 20% of the Construction Cost, Finding the Project Exempt from the California Environmental Quality Act(CEQA) Pursuant to CEQA Guidelines Sections 15301 and 15302, and Approving the Plans and Specifications 6.F Waive the Second Reading of and Adopt Ordinance No. 977, an Ordinance of the City Council of the City of Rohnert Park Adopting a Military Equipment Use Policy ACTION: Moved/seconded (Rodriguez/Giudice) to approve the consent calendar. Recommended Action(s): Receive and Accept the Annual Comprehensive Financial Report (ACFR) for Fiscal Year 2021-22. PUBLIC COMMENTS: None. Council accepted the report. C. Review and Accept Independent Accountant's Report on Gann Appropriations Limit for the City of Rohnert Park for Fiscal Year 2022-23. Andrew Roth with The PUN Group LLP presented this item. Recommended Action(s): Review and Accept Independent Accountants' Report on Appropriations Limit for the Year Ending June 30, 2023 prepared by Pun Group. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Rodriguez/Elward) to accept the Annual Comprehensive Financial Report (ACFR) for Fiscal Year 2021-22 and Independent Accountants' Report on Appropriations Limit for the Year Ending June 30, 2023. Disclosure of potential conflict of interest: Vice Mayor Hollingsworth Adams stated her office is across the street from the Roberts Lake Safe Sleeping Program and therefore has a potential financial conflict of interest on Item 7.D. Vice Mayor Hollingsworth Adams left the dais at 6:08 p.m. D. Approve by Minute Order and Authorize City Manager to Execute: 1. A First Amendment to the Fiscal Year 2022-23 Agreement with HomeFirst of Santa Clara County to Reduce Total Compensation for Operation of the Roberts Lake Safe Sleeping Program by $130,000 for a Revised Total Maximum Compensation of$339,423; and 2. A Second Amendment to the Fiscal Year 2022-23 Agreement with Defense Block Security to Increase Total Compensation for Security Services by $130,000 for a Revised Total Maximum Compensation of$933,933. Director of Development Services Pawson presented this item. Recommended Action(s): By minute order, authorize the City Manager to execute $130,000 balancing amendments as follows: 1. A first amendment to the fiscal year 2022-23 agreement with HomeFirst of Santa Clara County to reduce total compensation for operation of the Roberts Lake Safe Sleeping Program by $130,000 for a revised total maximum compensation of $339,423; and 2. A second amendment to the fiscal year 2022-23 agreement with Defense Block Security to increase total compensation for security services by $130,000 for a revised total maximum compensation of$933,933. Discussion and Direction Regarding Fiscal Year 2023/2024 Special Revenue, Capital Improvement Program (CIP), Casino, and Enterprise Funds Budget. City Manager Piedra, Acting Finance Director O'Connell, and Accountant Hopley presented this item. Recommended Action(s): Provide necessary direction on the proposed special revenue budget. Mayor Rodriguez declared a recess at 6:51 p.m. and reconvened the meeting at 7:02 p.m. PUBLIC COMMENTS: Milo Terzich spoke about this item. ACTION: By consensus (none opposed), Council directed staff to move forward with City Manager Piedra's recommendations. Staff will present an item at a future City Council Meeting to adopt the Fiscal Year 2023/2024 Special Revenue, Capital Improvement Program (CIP), Casino, and Enterprise Funds Budget. 8. Other Reports: 1. 2023 Leaders of the North Bay Awards Luncheon (5/12) Rodriguez Mayor Rodriguez reported on this event. Golden Gate Bridge, Highway & Transportation District (5/19) Giudice Councilmember Giudice reported on this meeting. 9. COMMUNICATIONS Mayor Rodriguez invited people to attend the Memorial Day Event at the Community Center. Mayor Rodriguez also shared that she attended several Sonoma State University (SSU) graduations and 2,460 students graduated from SSU; she saw the Vintage Choir perform at the Senior Center and Jan Lappin, the Vintage Choir Director, is retiring after 26 years; the Family Resource Center will have an open house at John Reed on June 8 from 5 p.m. to 7 p.m.; and she attended the Public Safety and Pizza event Resource Center is having an open house at John Reed. Public Safety and pizza event where the community was able to speak with Public Safety Officers. Councilmember Giudice congratulated staff for the North Bay Business Journal award. Councilmember Elward stated she will be celebrating 20 years of marriage and thanked her husband for being supportive. 10. MATTERS FROM/FOR COUNCIL 11. PUBLIC COMMENT None. 13.
