A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROHNERT PARK
APPROVING A 180-DAY WAIT PERIOD EXCEPTION SPECIFIC TO THE
APPOINTMENT OF A RETIRED ANNUITANT TO AN EXTRA HELP TECHNICAL
ADVISOR POSITION TO FILL A CRITICAL NEED IN THE DISPATCH CENTER
WHEREAS; in compliance with Government Code section 7522.56 of the Public
Employees' Retirement Law, the City Council of the City of Rohnert Park must provide
CalPERS this certification resolution when hiring a retiree before 180 days has passed since their
retirement date; and
WHEREAS; Linda Gray, CalPERS ID 3355037116, retired from the City of Rohnert
Park in the position of Public Safety Dispatcher II effective June 29, 2023; and
WHEREAS; Government Code section 7522.56 requires that post-retirement
employment commence no earlier than 180 days after the retirement date, which is December 26,
2023 without this certification resolution; and
WHEREAS; the City Council of the City of Rohnert Park, the City of Rohnert Park, and
Linda Gray certify that Linda Gray has not and will not receive a Golden Handshake or any other
retirement-related incentive; and
WHEREAS; the City Council of the City of Rohnert Park hereby appoints Linda Gray as
an extra help retired annuitant to perform the duties of the Public Safety Dispatcher II for the
City of Rohnert Park under Government Code section 21224 effective June 30, 2023; and
WHEREAS; the entire employment agreement, contract or appointment document
between Linda Gray and the City of Rohnert Park has been reviewed by this body and is attached
herein; and
WHEREAS; no matters, issues, terms or conditions related to this employment and
appointment have been or will be placed on a consent calendar; and
WHEREAS; the employment shall be limited to 960 hours per fiscal year for all
CalPERS employers; and
WHEREAS; the compensation paid to retirees cannot be less than the minimum nor
exceed the maximum monthly base salary paid to other employees performing comparable
duties, divided by 173.333 to equal the hourly rate; and
WHEREAS; the maximum base salary for this position is $6,915.06 and the hourly
equivalent is $39.89, and the minimum base salary for this position is $5,689.1 I and the hourly
equivalent is $32.83; and
WHEREAS; the hourly rate paid to Linda Gray will be $39.89, and will increase
commensurate with any negotiated salary changes to the position classification; and
WHEREAS; Linda Gray has not and will not receive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in addition to this hourly pay rate;
and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rohnert
Park hereby certifies the nature of the appointment of Linda Gray as described herein and
detailed in the attached employment agreement/contract/appointment document and that this
appointment is necessary to fill the critically needed position of a Public Safety Dispatcher for
the City of Rohnert Park by June 30, 2023 because of low staffing levels due to ongoing leaves
of absence and staff training requirements.

Dear Linda,
Effective June 30, 2023, you are hereby appointed as an extra help
Retired Annuitant to the position of Technical Advisor to perform
critically needed public safety dispatching and similar duties in
accordance with Government Code Section 21224. Your employment
is contingent upon and subject to the following conditions and
understandings:
1. Your employment shall begin on June 30, 2023, and end on June 30, 2024. Your employment shall not exceed 960 hours per fiscal year for all employers who contract with CalPERS. It is your responsibility to ensure you do not exceed this limit.
2. Your rate of pay for the above position is $39.89/hour. You will not receive any other benefit, incentive compensation in lieu of benefit or any other form of compensation in addition to this hourly rate. Your rate of pay shall be adjusted in accordance with the Public Safety Dispatcher I/II negotiated pay changes.
3. As required by law, the City shall provide unemployment insurance, Medicare tax contributions and workers’ compensation insurance.
4. As an extra help Retired Annuitant employee, your employment relationship with the City is not subject to the City’s Personnel Rules and Regulations. You may be released from your employment as a Technical Advisor without cause and without a statement of reason.
5. You must refrain completely from the use of tobacco products during all working hours during your employment with the City. No smoking is permitted within 20 feet of main entrances, exits, and operable windows.
