SOP-ADM-2 Shift Rotation and Specialty Assignment RotationAdministration Division SOP-ADM-2 Issued: 11/14/2022 Revised: 10/11/2023 SUBJECT: SHIFT ROTATION AND SPECIALTY ASSIGNMENT ROTATION _____________________________________________________________________________________ PURPOSE: To establish a standard procedure for shift rotation and rotation of specialty assignments. The goal of this policy is to create consistency in how shift rotation and specialty rotations are conducted. PROCEDURE I. Shift Rotation (Police and Fire) A. The Admin Sergeant will create a list of the available shifts and positions in Patrol and Fire based on staffing and agency needs. B. Shifts in Fire will be filled first. Shifts will be filled by seniority, first by those not currently assigned to Fire and then by those assigned to Fire. Any employee working more than 60%of the current rotation assigned to Fire will be considered assigned to Fire for purposes of this section. If any employee is required to go to Fire based on section D, and the seniority bidding would not reach them, the last spot available in their position will be assigned to them. If multiple employees are in this circumstance, the last number of spots equal to the number of employees would be held and filled by seniority within those affected employees. C. Employees are eligible to bid for a position if they are anticipated to meet the qualifications by shift rotation. If they bid for a spot and fail to complete the qualification, they will be placed in a vacant position based on agency need. If an employee is already in Fire as a Firefighter and becomes an Engineer, they will be classed as not in Fire for shift bidding for an Engineer spot. Section E will apply and the above does not reset the mandatory rotation move from one division to the other. D. After the Fire bid has completed, the Patrol bid will be completed based on seniority. Some positions may be blocked out for specific personnel based on agency needs. E. In order to promote proficiency in both disciplines, employees are required to move from one division to the other every 4th shift rotation (7th Patrol rotation for Sergeants). This timeframe begins the first shift rotation after an officer has been signed off for Fire and restarts for officers exiting a specialty assignment. II. Specialty Position Rotation: In an effort to ensure consistent and regular access to specialty positions, the following guidelines will apply. A. Specialty assignment duration are as follows. All durations indicate the end date of the assignment, which will occur at the second shift rotation of the year (generally August). • Detective: 4 years • Detective Sergeant: 4 years • COPS Officer: 3 years • COPS Sergeant: 3 years • Motor Officer: 3 years • Motor Sergeant: 3 years The following are not specialty positions but their shift rotations mirror the practice for specialty positions: • Admin Sergeant: 3 years • DUI car: 2 years B. In the event that an entire specialty unit is pulled due to staffing for a minimum of four consecutive months, a onetime extension of one year may be granted by the Chief. C. Specialty position testing should generally occur around March preceding the opening in August. For positions in COPS and Investigations, this ensures a testing process and an opening each year. D. If a specialty position becomes vacant during the assignment, the procedure to fill it is as follows: 1. If the remaining portion of the original assignment is one year (two rotations) or more, the position will be filled for the remainder of the original assignment. The person filling the position will be eligible to test for the full term when it becomes available. 2. If the remaining portion of the original assignment is less than one year (two rotations), the remaining portion will be added to the normal duration of the assignment. 3. This determination is made at the time the position becomes vacant and before selection, based on the anticipated time of filling of the position. If agency need changes the actual date the position is filled, the original determination of the position duration will still apply.
