CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated June 5 through June 20, 2023 7.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, June 13, 2023 7.0 Adopt Resolution 2023-047 Amending City Council Protocols (the Established Procedural Rules for the Conduct of City Council Meetings and Council Business) - City Council Policy Number 1.02.101 7.D Adoption Resolution 2023-048 Authorizing the City Manager Approval of up to 30%of the Construction Contract ($100,038.00) in Contract Change Orders for the Labath Landing Emergency Vehicle Access and Trash Enclosure Project(2021-07) CEQA Status: Consistent with the Stadium Area Master Plan (SAMP) and within the Five Creek Planned Development previously adopted by the Council on January 10, 2017 ACTION: Moved/seconded (Giudice/Rodriguez)to approve the consent calendar. PUBLIC HEARING (Noticed: June 16,2023): Conduct a Public Hearing and Consider Removing, Rescinding, and Terminating the Following Station Avenue Project Entitlements: (A) Planned Development Zoning Designation; (B) Development Agreement between the City and Laulima Rohnert Station LLC; and (C) the Final Development Plan and Conditional Use Permit (File No. PROJ18-0001) (CEQA Review: This Action is not a "Project" Per CEQA Guidelines Section 15378). Planning Manager Beiswenger presented this item. Recommended Action(s): Conduct a Public Hearing and consider the following actions: 1. Waive the first reading and introduce an ordinance to remove the Planned Development Zoning designation on the 32 acres (two parcels) east of State Farm Drive and north of Enterprise Drive (APN 143-051-072 and APN 143-051-089); 2. Waive the first reading and introduce an ordinance to rescind Ordinance 928 and terminate the Development Agreement between the City and Laulima Rohnert Station LLC; 3. MATTERS FROM/FOR COUNCIL Mayor Rodriguez gave kudos to Community Services for the Juneteenth event held in conjunction with Sonoma State University and stated she received incredible feedback on the event. Mayor Rodriguez acknowledged Public Safety, especially Deputy Chief Aaron Johnson, for participation in the torch run which helps raise funds for the Special Olympics. Councilmember Elward thanked Public Safety for their participation in the torch run. 12. PUBLIC COMMENT Steven Malvino spoke about RVs parked in residential neighborhoods. 13.
