CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:03 p.m., which was legally noticed on July 20, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Public Safety Director Mattos, Human Resources Director Cannon, Deputy Chief Kilgore, Director of Community Services Bagley, Director of Public Works Garrett, Utilities Operations Manager Hendersen, Housing Manager Garcia, Homeless Service Coordinator Quig, Information Technology Service Operations Manager Rowley, Information Technology Service Analyst Son, Information Technology Service Technician Azevedo, and Assistant City Clerk Machado. 2. Mayor's Proclamation: Honoring Information Technology Manager David Rowley on the Occasion of his Retirement Mayor Rodriguez read the proclamation and presented it to Information Technology Service Manager Rowley. B. Mayor's Recognition: Honoring KBBF Bilingual Public Radio Station for their 50 Years of Commitment to Serving our Community Mayor Rodriguez read the recognition and presented it to Alicia Sanchez, Board President of KBBF 89.1 FM radio. Introduction of New Information Technologies (IT) Operations Manager Paul Cotter Assistant City Manager Schwartz introduced new Information Technologies (IT) Operations Manager Paul Cotter. B. Presentation by Director of Public Safety Mattos: Swearing In of Public Safety Lieutenant Adam Strongman, Sergeant Zachary Morrow and Sergeant Ben Kopshever Director of Public Safety Mattos introduced and swore in Public Safety Lieutenant Adam Strongman, Sergeant Zachary Morrow, and Sergeant Ben Kopshever. 6. PUBLIC COMMENTS Greg Lentz spoke about the good work done by Information Technology Service Manager Rowley and wished him the best in retirement. 7. Council Fourth Quarterly Expense Report (April, May, June, 2023) 7.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, July 11, 2023 7.0 Waive Second Reading of and Adopt Ordinance 980, an Ordinance of the City Council of Rohnert Park Amending Rohnert Park Municipal Code Section 10.20.010 to Enact Speed Limit Changes on Labath Avenue Between Business Park Dr. and Rohnert Park Expressway (CEQA Status: Exempt Pursuant to CEQA Guidelines Sections 15061(b)(3) and 15301) 7.D Adopt Resolution 2023-057 Rescinding Resolution 2022-068 Which Established Parking Restrictions on Labath Avenue from Hinebaugh Creek to Carlson Avenue, on Carlson Avenue from Dowdell Avenue to Labath Avenue and on the Northerly Frontage of APN 143-040-140 7.E. Adopt Resolution 2023-058 Authorizing and Approving the City of Rohnert Park Pay Rates and Ranges Effective as of July 1, 2023 and Amendment to the City's Classification Plan 7.F. Adopt Resolution 2023-059 Approving a Project List for SB1 Funding from the State Road Maintenance and Rehabilitation Account (RMRA) and Authorizing Submittal to the California Transportation Commission 7.G. Receive Series 2007R Excess Bond Proceeds Expenditure Report for January 2023 through June 2023 and Adopt Resolution 2023-061 Authorizing the City Manager to Appropriate Accumulated Interest Earned from 2007R Tax Allocation Bond Proceeds to the Senior Center ADA and Restroom Renovation Project(CIP1507) ACTION: Moved/seconded (Rodriguez/Giudice) to approve the consent calendar. REGULAR ITEMS Disclosure of potential conflict of interest: Vice Mayor Hollingsworth Adams stated her office is across the street from the Roberts Lake Safe Sleeping Program and therefore has a potential financial conflict of interest on Item 8.A. Vice Mayor Hollingsworth Adams left the dais at 5:39 p.m. A. Consider Receive an Update on the Roberts Lake Safe Sleeping Program, and adopt a Resolution (1) Authorizing an Amendment to the Fiscal Year 23-24 Budget in the Amount of$384,000 to Receive Grant Funds from County Measure 0 Program for Continued Operations of the City's Homelessness Resolution Programs, and (2) Approving Amendments to the Agreements with HomeFirst of Santa Clara County and Defense Block Security for the Roberts Lake Safe Sleeping Program to Increase HomeFirst's Total Compensation from $339,423 to $774,514 and to Increase Defense Block Security's Total Compensation to from $933,933 to $1,367,908 for Continued Services in Fiscal Year 2023- 24. Housing Manager Garcia presented this item. Recommended Action(s): Adopt Resolution 2023-060 Authorizing an Amendment to the Fiscal Year 23-24 Budget in the Amount of $384,000 to Receive Grant Funds from Sonoma County Measure 0 Program for continued operations of the City's Homelessness Resolution Programs, and Approving Amendments to the agreements with Homefirst of Santa Clara County and Defense Block Security for the Roberts Lake Safe Sleeping Program to increase Homefirst's total compensation from $339,423 to $774,514 and to increase Defense Block Security's total compensation from $933,933 to $1,367,908 for continued Services in Fiscal Year 2023-24. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Rodriguez/Elward)to adopt Resolution 2023-060. Motion carried by the following 4-0-1 voice vote: AYES: Elward, Giudice, Sanborn, and Rodriguez, NOES: None, ABSENT: Hollingsworth Adams, ABSTAINS: None. Joint Special Meeting of the Rohnert Park Education Committee and Cotati-Rohnert Park Unified School District 2x2x2 Committee (7/20) Rodriguez/Giudice Mayor Rodriguez reported that this meeting was cancelled due to no quorum. Senior Citizens Advisory Commission(7/20) Elward/Sanborn Councilmember Elward reported on this meeting. C. Outside Agency Reports: 1. Zero Waste Sonoma Board of Directors Meeting (7/20) Sanborn/Garrett Councilmember Sanborn reported a meeting did not occur in July but they will have a meeting in August. 2. Mayors and Council Members' Association of Sonoma County Legislative Committee (7/21) Rodriguez/Hollingsworth Adams Mayor Rodriguez reported a meeting did no occur in July but they will have a meeting in August. D. Other Reports: 1. Santa Rosa Junior College President Frank Chong Retirement Event(6/1) Giudice Councilmember Giudice reported on this event. 2. Association of Bay Area Government (ABAG) Executive Board Special Meeting (7/20) Hollingsworth Adams Vice Mayor Hollingsworth Adams reported on this meeting. 10. COMMUNICATIONS Mayor Rodriguez wished the Rohnert Park Rebels good luck as they were on their way to San Diego and stated Cal Ripken Baseball had a tournament in Benicia Park and we had teams from Guam, Hawaii, Utah, Arizona, and throughout California, and gave a shoutout to Hawaii Kai who won the tournament. 11.
