MEETING - CALL TO ORDER/ROLL CALL
Mayor Rodriguez called the joint regular meeting to order at 5:01 p.m., which was legally
noticed on August 3, 2023.

A. Season Announcement for the Performing Arts Center by Director of Community
Services Bagley and Performing Arts Center Manager Miller.
Performing Arts Center Manager Miller presented a brief overview of each play/performance
scheduled for the 2023-2024 season at the Performing Arts Center(PAC).

7.0 Adopt Resolution 2023-062 Approving and Adopting Drawings and Specifications for
the 2022 Wooden Street Light Pole Replacement Project No. 2018-26, Finding the
Project Exempt from CEQA per CEQA Guidelines Sections 15301 and 15302, and
Awarding the Construction Contract to Nema Construction for$440,700

A. PUBLIC HEARING (Noticed: July 28,2023): Conduct a Public Hearing and
consider adopting a resolution to approve amendments to the General Plan; a resolution to
approve an amended Specific Plan; a resolution to approve an amended Development Area
Plan; a resolution to approve an amended Tentative Map and Conditions; and Waive the
first reading and introduce by title only an ordinance to approve a Sixth Amendment to the
Development Agreement between the City of Rohnert Park and Penn Grove Mountain
LLC (CEQA Status: Consistent with Environmental Impact Report(EIR) for the
Southeast Specific Plan Area (SESP) Adopted by the City Council on December 7,2010).
Associate Planner Pickett presented this item. Planning Manager Beiswenger answered questions
of the Council. Recommended Action(s): Conduct a Public Hearing and 1) Adopt Resolution
2023-063 Adopting Amendments to the Land Use Map and text of the General Plan for the
Southeast Specific Plan Project Located South of the Canon Manor Specific Plan Area, West of
Petaluma Hill Road, East of Bodway Parkway and North of Valley House Drive (Various
APNs); 2)Adopt Resolution 2023-064 Adopting Amendments to the Specific Plan for the
Southeast Specific Plan Project Located South of the Canon Manor Specific Plan Area, West of
Petaluma Hill Road, East of Bodway Parkway and North of Valley House Drive (Various
APNs); 3) Adopt Resolution 2023-065 Amending the Development Area Plan for the Specific
Plan for the Southeast Specific Plan Project Located South of the Canon Manor Specific Plan
Area, West of Petaluma Hill Road, East of Bodway Parkway and North of Valley House Drive
(Various APNs); 4) Adopt Resolution 2023-066 Amending a Tentative Map to allow the
Subdivision of Property located South of the Canon Manor Specific Plan Area, West of Petaluma

PUBLIC COMMENTS:
Steve Keith requested that trees and plants native to Sonoma County be used on this project.
Elaine requested this item be tabled until clarification is provided.
Consultant Ken MacNab, on behalf of Willowglen, spoke in support of this item.

Consultant Ken MacNab and Developer Benjamin Vanzupthen answered questions of the
Council.
Public Hearing Closed: 6:21 p.m.
Mayor Rodriguez declared a recess at 6:26 p.m. and reconvened the meeting at 6:41 p.m.
ACTION: Moved/seconded (Hollingsworth Adams/Elward) to amend the
development agreement. Motion rescinded by Councilmember
Hollingsworth Adams.
Public Hearing Re-Opened: 6:43 p.m.
Consultant Ken MacNab and Developer Benjamin Vanzupthen spoke about the project's
conditions of approval.
Public Hearing Closed: 7:02 p.m.
ACTION: Moved/seconded (Hollingsworth Adams/Elward) to adopt Resolution
2023-063.

Planning Manager Beiswenger informed that illustrations of the park attached to Resolution 2023-
065 show a fountain feature that has been eliminated and the document must be revised.
ACTION: Moved/seconded (Hollingsworth Adams/Elward) to adopt Resolution
2023-065 with amendments as described by staff to make all
illustrative signs and maps consistent.

ACTION: Moved/seconded (Hollingsworth Adams/Elward) to introduce by title
only and waive first reading of Ordinance No. 981 with the following
amendments to the Development Agreement: 1) require any new storm
water retention basins be maintained by Phase 4 residents through the
homeowners association; 2) townhomes will be deed restricted as
ownership affordable; and 3) require the use of native plant materials.
Staff is to bring back the amended ordinance for adoption at the next
City Council regular meeting on August 22, 2023. Title read by Vice
Mayor Hollingsworth Adams.

B. Consider Designating a Voting Delegate and Alternates for the League of
California Cities Annual Conference and Expo, Sept. 20-22,2023, Sacramento SAFE
Credit Union Convention Center, Directing Staff to Complete the Voting Delegate Form
and File it with the League of California Cities, and Authorizing the Voting Delegates to
Vote on Late Resolutions or Alternate Recommendations Made at the September 22,2023
General Assembly. City Clerk Lopez Cuevas presented this item. Recommended Action(s): 1)
Designate a voting delegate and alternates for the League of California Cities Annual Conference
and Expo, Sept. 20-22, 2023, Sacramento SAFE Credit Union Convention Center; 2. Direct staff
to complete the Voting Delegate Form and file it with the League of California Cities; and 3.
Authorize the voting delegates to vote on late resolutions or alternate recommendations made at
the September 22, 2023 General Assembly.

ACTION: Moved/seconded (Elward/Rodriguez)to nominate Mayor Rodriguez as
the Voting Delegate and Vice Mayor Hollingsworth Adams as the
Alternate Voting Delegate for the League of California Cities Annual
Conference and Expo, Sept. 20-22, 2023, direct staff to complete the
voting delegate form and file it with the League of California Cities
and authorize the voting delegates to vote on late resolutions or
alternate recommendations made at the September 22, 2023 General
Assembly.

10. COMMUNICATIONS
Mayor Rodriguez asked residents to drive carefully as students return to school. Mayor
Rodriguez also informed the following:
• Community meeting on August 16, 2023 in Council Chambers to discuss red stripping in
District 1.
• Generation Housing open house at John Reed School Campus on August 17, 2023.
• PG&E virtual town hall meeting regarding wildfire season tomorrow, August 9, 2023.
• The City of Rohnert Park received its Prohousing designation.

Vice Mayor Hollingsworth Adams honored and thanked the city staff and Planning
Commissioners for their work on the General Plan.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA
Mayor Rodriguez requested the City Manager add a future agenda item to discuss the newly
signed legislation to increase council compensation. The request was withdrawn and will not be
added to a future agenda at this time.

13. ADJOURNMENT
Mayor Rodriguez adjourned the joint regular meeting at 7:23 p.m.
