SUBJECT: COVID-19 VIOLATION OF HEALTH OFFICER ORDER
PURPOSE: To standardize a procedure for identifying, warning, and issuing notice for members
of the public who are violating the current Public Health Order to Shelter (C19-03) in place.
PROCESS
1. Officer identifies business that does not fit “essential” per Section 10 of the Order of the
Sonoma County Health Officer issued March 17, 2020.
a. If person(s) object to their business or activity being in violation, the officer
has discretion whether to warn the individual to Cease and Desist (issuing
Notice per sections b, c below) or to call the following LAW
ENFORCEMENT - NON PUBLIC number and speak with Public Health
and County Counsel to discuss Essential or not: (707) 565-1315 or (707) 565-
3419.
b. If determined Non-Essential, Acquire Event number from dispatch
c. Officer issues Notice of Violation with Order C19-03 attached to business owner
-or- member in the community whom is in violation.
d. Officer completes second form (without Order) to turn into Records.
2. Officer returns to find business or activity still occurring (after number of hours listed
on original notice).
a. Acquire Case Number from original Event number
b. Issue a MISDEMEANOR CITATION for violation 120275 H&S and write
a report.
