CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:01 p.m., which was legally noticed on August 18, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Public Safety Director Mattos, Human Resources Director Cannon, Deputy Chief Kilgore, Director of Community Services Bagley, Acting Director of Public Works Hendersen, Acting Finance Director O'Connell, Senior Analyst Carey, Associate Planner Pickett, Information Technology Service Operations Manager Cotter, Information Technology Service Technician Azevedo, and Assistant City Clerk Machado. 2. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Rodriguez. 3. PLEDGE OF ALLEGIANCE Led by Councilmember Sanborn. 4. PRESENTATIONS A. Mayor's Proclamation: Proclaiming August 26, 2023 as Women's Equality Day in the City of Rohnert Park Mayor Rodriguez read the proclamation and presented it to Melanie Jones-Carter, 3`d District Commissioner for the Sonoma County Commission on the Status of Women. B. Presentation by Out to Protect President Greg Miraglia: LGBT Law Enforcement Community Liaison Program Accreditation Plaque presented to Chief Tim Mattos and the Rohnert Park Department of Public Safety Out To Protect President Greg Miraglia stated Out to Protect is a national non-profit organized to support LGBTQ+ law enforcement members and shared information about the accreditation City of Rohnert Park Joint Regular Meeting Minutes for City Council August 22,2023 RPFA/CDC Successor Agency Page 2 of 5 process. Greg Miraglia stated Rohnert Park is the first agency in the state and second in the country to receive the accreditation and presented the plaque to Director of Public Safety Mattos, Deputy Chief Kilgore, and Community Engagement Coordinator Pritchard. C. Presentation by Director of Public Safety Mattos: Swearing in and Introduction of Public Safety Officer Daniel De La Madrid Director of Public Safety Mattos swore in and introduced Public Safety Officer Daniel De La Madrid. 5. SSU STUDENT REPORT A. By Taylor Frickman, Senator of External Affairs, Sonoma State University Associated Students, Inc. (SSU ASI) Taylor Frickman shared SSU has welcomed 5,825 students and 61 new little students at the children's school. The new Seawolves moved in and started classes yesterday. Taylor Frickman shared SSU information: the City, alumni association, and the JUMP team collaborated to host Sonoma Serves, a day of community service; the Associated Students Productions, in partnership with local businesses, hosted various events during orientation and move-in; the Lobos Pantry, a food pantry free to all students, opened; a Cal Fresh representative will be on campus starting this week; auditions for In the Height will occur this week; Santa Rosa Symphony will perform compositions from the Star Wars movies; and fall athletics are in full swing. 6. DEPARTMENT HEAD BRIEFING None. 7. PUBLIC COMMENTS Caryl Sherman spoke about elder abuse occurring at a local senior housing complex. Donna Audiss spoke about commercial property at Valley House and Bodway in Willowglen and requested landscape or something be added so it does not look overgrown. Peter Alexander spoke about SSU students connecting with seniors, Public Safety Officers, the prosecution of DxE group, and encouraged jury members to look up FIJA, Fully Informed Jury Association. 8. CONSENT CALENDAR 8.A Acceptance of Reports from Finance Department: 1. City Bills/Demands for Payment dated August 2 to August 11, 2023 8.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, August 8, 2023 8.0 By Minute Order, Approve an Amendment to the Security Agreement and Financing Statement with Burbank Housing Development Corporation to Extend the Term of the Loan for The Gardens Property until September 1, 2024 8.D Waive the Second Reading of and Adopt Ordinance 981, an Ordinance of the City Council of the City of Rohnert Park Approving a Sixth Amendment to the Development Agreement by and among the City of Rohnert Park and Penn Grove Mountain LLC regarding the Southeast Specific Plan Area(CEQA Status: Consistent with Environmental Impact Report(EIR) for the Southeast Specific Plan (SESP) Adopted by the City Council on December 7, 2010) City of Rohnert Park Joint Regular Meeting Minutes for City Council August 22,2023 RPFA/CDC Successor Agency Page 3 of 5 8.E. Consider Adopting a Resolution Approving the Addition of a Full-Time Community Services Coordinator in the Community Services Department and Amending the FY 2023/24 Budget and Position Allocation List. Director of Community Services Bagley presented this item. Recommended Action(s): Adopt Resolution 2023-067 approving the addition of a full-time Community Services Program Coordinator in the Community Services Department and amending the FY 2023/24 Budget and Position Allocation List. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Elward/Hollingsworth Adams)to adopt Resolution 2023-067. COMMITTEE / LIAISON/OTHER REPORTS A. Standing Committees: 1. Joint Special Meeting of the Rohnert Park Education Committee and Cotati-Rohnert Park Unified School District 2x2x2 Committee (8/17) Rodriguez/Giudice Mayor Rodriguez reported she and Councilmember Giudice attended the meeting. Cotati-Rohnert Park Unified School District's superintendent, Dr. Perez, will depart from the school district in October and the school district announced their new superintendent. Sonoma State welcomed back students and shared they are in the top 3 of graduation rate of all California State Universities and meeting the equity rate. The committee received a presentation from Boys and Girls Club of Sonoma Marin on their programs and community resources. B. Liaison Reports: 1. Chamber of Commerce Board of Directors Meeting (8/15) Rodriguez/Sanborn Mayor Rodriguez reported on this meeting. 2. Rohnert Park-Cotati Regional Library Advisory Board Meeting(8/15) Hollingsworth Adams/Elward Vice Mayor Hollingsworth Adams reported she was unable to attend this meeting. Santa Rosa Plain Groundwater Sustainability Agency Board of Directors Meeting (8/10) (Sanborn/Elward) Councilmember Sanborn reported on the meeting. 2. Mayors and Council Members' Association Board of Directors Meeting (8/10) Rodriguez Mayor Rodriguez reported on the meeting. 3. Sonoma County Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA) (8/14) Giudice/Elward Councilmember Giudice reported there was not a meeting in August. 4. Zero Waste Sonoma Board of Directors Meetings (8/17) Sanborn Councilmember Sanborn reported she attended but had no report. 5. Mayors and Councilmembers' Association of Sonoma County Legislative Committee (8/17) (Rodriguez/Hollingsworth Adams) Mayor Rodriguez reported on the meeting. D. Other Reports: 1. Rohnert Park Chamber of Commerce AM Breakfast (8/16) Hollingsworth Adams Vice Mayor Hollingsworth Adams reported she was unable to attend this event. 10. COMMUNICATIONS Mayor Rodriguez stated the 11th Annual Pacific Islander Festival will occur on Saturday at 11 am at the plaza. It is hosted by the Rohnert Park Warriors Football and Cheer. Mayor Rodriguez also shared that she, Vice Mayor Hollingsworth, Councilmember Sanborn, and Councilmember Elward joined city staff at the Big Night event at Sonoma State. They conducted outreach and shared information about job opportunities, internships, and resources. Vice Mayor Hollingsworth Adams stated she and Councilmember Elward have been in contact with the resident who emailed a public comment regarding RVs. Vice Mayor Hollingsworth Adams requested a future agenda item regarding RVs, activity that goes along with those RVs, Public Safety's take on the issue, and long-term plan. Councilmember Elward supported adding this item to a future agenda. Councilmember Giudice gave a shoutout to Lieutenant Snodgrass who joined him at a neighborhood meeting they had in K Section at Twin Creeks Park. It was well attended, and they had a robust conversation with residents. 11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA Discussed during item 10 above. 12. PUBLIC COMMENT Emma spoke about kids needing to be safe. 13.
