CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT SPECIAL AND REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint special and regular meeting to order at 4:00 p.m., which was legally noticed on September 8, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, Assistant City Manager Schwartz, City Attorney Kenyon, Director of Public Safety Mattos, Human Resources Director Cannon, Acting Director of Public Works Hendersen, Deputy Chief Kilgore, Housing Manager Garcia, Deputy City Engineer De Anda, City Clerk Lopez Cuevas, and Information Technology Manager Cotter. 2. CLOSE SESSION: Mayor Rodriguez made the closed session announcement pursuant to Government Code §54957.7 and Council recessed to closed session in Conference Room 2A at 4:00 p.m. to consider: A. Conference with Legal Counsel - Existing Litigation - Government Code Section 54956.9(d)(1) -Name of case: Tyrone Williams et al. vs. City of Rohnert Park, et al., Sonoma County, Superior Court Case SCV-272310 B. Conference with Legal Counsel—Anticipated Litigation - Government Code §54956.9(d)(4) - (Two Cases) C. Conference with Legal Counsel -Anticipated Litigation - Significant Exposure to Litigation - Government Code $54956.9(d)(2) - (One Case) Mayor Rodriguez reconvened the joint special and regular meeting open session at 4:59 p.m. to report on Closed Session(Government Code §54957.1) and indicated there was no reportable action at this time. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Rodriguez. 4. PLEDGE OF ALLEGIANCE Led by RP Warriors Football and Cheerleaders. 5. PRESENTATIONS A. Mayor's Recognition: Recognizing Sheri Poueu for her Cultural Contributions to the Community of Rohnert Park. Mayor Rodriguez read the certificate and presented it to Sheri Poueu, Rohnert Park Warriors Football and Cheer President. B. Mayor's Proclamation: Proclaiming September 15 through October 15, 2023 as Latine/Hispanic Heritage Month in the City of Rohnert Park. Mayor Rodriguez read the proclamation and presented it to Georgina Warmouth, Latina Outreach Group, Mujeres Unidas and Latino Democratic Club. C. Mayor's Proclamation: Proclaiming September 18 through 22, 2023 as Creek Week/Pollution Prevention Week in the City of Rohnert Park. Mayor Rodriguez read the Proclamation and presented it to Graton Resort& Casino Team Member Engagement Manager Jennifer Blackwood, Team Member Engagement Coordinator Mary Luque, and Public & Community Relations Manager Robb Stites. Vice Mayor Hollingsworth Adams stepped away from the dais at 5:14 p.m. and returned at 5:15 p.m. 6. DEPARTMENT HEAD BRIEFING None. 7. PUBLIC COMMENTS Jose Morales spoke about RV's parked adjacent to parks, schools, Girl Scouts Club, and residential areas. Jose Morales requested the Council act on these issues. 8. CONSENT CALENDAR 8.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated August 12 through August 25, 2023 8.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, August 22, 2023 8.0 Adopt Resolution 2023-068 to Update the Rohnert Park Manual of Standards, Details and Specifications for Street Lighting Detail Drawings Approve Task Order Amendment 8.D Adopt Resolution 2023-069 Accepting a Grant in the Amount of$57,473 from the Department of Alcoholic Beverage Control Alcohol Policing Partnership Program and Authorizing the Finance Director to Increase Appropriations in the FY 2023/24 Budget by $57,473 8.E Adopt Resolution 2023-070 Authorizing Staff to Re-Record a Deed Restriction for Lydia City of Rohnert Park Joint Special and Regular Meeting Minutes September 12,2023 for City CounciURPFA/CDC Successor Agency Page 3 of 5 Park Playground Renovation Project No. 2018-22 (CEQA Status: Exempt Pursuant to Sections 15301 and 15302) 8.F Adopt Resolution 2023-071 Authorizing and Approving Amendment No. 1 to the Master Maintenance Agreement with Bella Creek LLC for the Development Located at 100 Avram Avenue and Adopt Resolution 2023-072 Authorizing and Approving a Grant of Storm Drain Easement Agreement and Authorizing and Accepting a Grant of Utility Easement Agreement with Bella Creek LLC for the Development Located at 100 Avram Avenue (CEQA: Consistent with the Program Environmental Impact Report for the City's Central Rohnert Park Priority Development Area) 8.G Authorize the City Manager to Execute Amendment No. 1 to Task Order 2021-01 with BKF Engineers for Additional Design Services in Amount of$22,000 for the Southwest Boulevard Complete Streets Corridor Project(Project 2020-23) 8.H Authorize the Purchase of a 2024 John Deere 410L Backhoe for the Public Works General Services Division not to exceed $200,000 and Authorize the City Manager to Execute Purchase Documentation 8.1 Receive Annual 2022 Calendar Year Through June 2023 Alcoholic Beverage Service Ordinance (ABSO) Report Pursuant to Rohnert Park Municipal Code 8.34.190 ACTION: Moved/seconded (Giudice/Elward) to adopt the consent calendar. Motion carried by the following unanimous 5-0-0 voice vote: AYES: Elward, Giudice, Sanborn, Hollingsworth Adams, and Rodriguez, NOES: None, ABSENT: None, ABSTAINS: None. 9. REGULAR ITEMS: A. Discuss Relocating Party on the Plaza and Farmers Market to the Rohnert Park Community Center Complex. Director of Community Services Bagley presented this item. Action(s): 1) City Council could direct staff to relocate Party on the Plaza and Farmers Market to the Community Center Complex on a trial basis for 1 to 2 years; 2) City Council could direct staff to keep Party on the Plaza and Farmers Market at City Center Plaza; and 3) City Council could direct staff to come back to a future City Council meeting with further information and assessment. PUBLIC COMMENTS: Cathy Slach, Kelly Smith, Edna Rodrigues, Janis Brokaw, and Amanda Keaney spoke against moving this event to another location. Mayor Rodriguez declared a recess at 6:15 p.m. and reconvened the meeting at 6:21 p.m. ACTION: By consensus (none opposed), the City Council directed staff to maintain"Party on the Plaza" and"Farmers Market" at City Center Plaza. Staff will continue to make operational decisions regarding the event such as potentially removing the decorative rocks. Staff will return to Council if there are any financial implications that need discussion. Rohnert Park Chamber of Commerce Noon Times (9/6) - Hollingsworth Adams No report. 11. COMMUNICATIONS Vice Mayor Hollingsworth Adams stated the City's Department of Public Safety started an education campaign regarding scooter safety before they begin enforcement. Mayor Rodriguez stated the following: • The Rohnert Park Chamber of Commerce is having its annual Golf Tournament on September 21 at Foxtail Golf Course. • Yesterday was the 22nd anniversary of September 11. • Today is National Women's Law Enforcement Day. • Saturday, September 16 is Prisoner of War Day. • Rancho Cotate High School will have a cultural event on September 23 at 3 p.m. • The City is partnering with SSU to complete the Suicide Prevention Walk on September 23. 12.
