AMENDED RESOLUTION AUTHORIZING SALARY
CHANGES FOR CERTAIN POSITIONS
WHEREAS, in November, 1984 the City Council approved an agreement with
the California State Personnel Board, Cooperative Personnel Services for a
position classification study, and
WHEREAS, the state agency representative who conducted the study has met
with City employees and has prepared new job descriptions where appropriate
and has recommended reclassification between positions that should be
reflected in salary relationships, and
WHEREAS, the report entitled City of Rohnert Park Classification Study
1985 as transmitted by letter of June 18, 1985 has been reviewed by the City
Council, and
WHEREAS, by Resolution No. 85 -104 City Council has authorized City
Manager to change certain salary ranges for certain positions as listed in
said resolution, and
WHEREAS, subsequent to the adoption of Resolution No. 85 -104 certain
discrepancies have been discovered in the report and said discrepancies have
been discussed with the California State Cooperative Personnel Services
representative, and
WHEREAS, the State Cooperative Personnel Services representative has
reviewed the study and corrected all discrepancies and has submitted revised
sheets representing the actual results of the study.
NOW THEREFORE BE IT RESOLVED by the Council of the City of Rohnert Park
that it does hereby accept and approve said study, a copy of which is
attached hereto and by reference made a part hereof, and authorizes its
implementation by the City Manager, and
BE IT FURTHER RESOLVED that Resolution No. 85 -104 adopted on June 24,
1985 is hereby rescinded and superceded by this resolution.
BE IT FURTHER RESOLVED that the City Manager is authorized to implement
as he deems appropriate, effective July 1, 1985, the changes in salary ranges
for certain positions recommended in said study including but not limited to
the following:

We are pleased to present this report of our classification study for the City
of Rohnert Park.
This report contains an explanation of our study objectives and methods, comments
concerning our recommendations, class - salary relationship charts, depicting
our new salary relationship recommendations, and an updated set of class speci-
fications for all of the positions studied.
Implementation of the salary recommendations in this report would cost approxi-
mately 2.83% of your current payroll costs for the jobs studied, excluding the
cost of additional fringe benefit contributions. The salary relationship recom-
mendations are applicable to Fiscal Year 1984 -85 and does not take into account
any general "cost of living" agreement the City may make for Fiscal Year 1985 -86.
The general raise should be applied after these suggested changes have been imp-
lemented.
It has been a pleasure working with all City employees contacted during the course
of this study.

INTRODUCTION

The City of Rohnert Park contracted with Cooperative Personnel Ser-
vices of the State Personnel Board for a classification study of
designated positions within the agency's service.
Cooperative Personnel Services performed the study with the intent
of achieving the following objectives:
1. To systematically study each of the current positions with
the purpose of updating information on current .job assign-
ments and the scope of responsibility of each position.
2. To develop a current classification plan and prepare class
specifications describing the plan.
3. To recommend equitable internal salary relationships for
the new classification plan. The salary relationships were
intended to recognize differences in job duties, responsi-
bility, and scope of supervisory authority.
The following study procedures were used to accomplish the
study objectives:
I. Meetings were held with all available employees to explain
the study and ask the employees to complete a job descript-
ion form, describing the duties and responsibilities of
of their positions.
2. The job descriptions were,reviewed by City management staff
and Cooperative Personnel Services.
3. Individual interviews were held with all available employ-
ees.
4. Information from the job descriptions and the interviews was
used to develop a new classification plan and prepare updat-
dated class specifications.

5. After completion of the classification work, internal salary
relationship recommendations were developed for the newly
developed classification plan.
b. The recommendations were presented and discussed in "rough
draft" form with all available, interested City employees.
7. This study report of finding and recommendations was pre-
pared for consideration by the City of Rohnert Park.

SPECIAL COMMENTS
The recommendations in this report are based on the information sub-
mitted by incumbents and gained from individual interviews. We
would lime to stress that recommendations refer to positions and not
the work performance of individual employees.

The salary relationship recommendations were developed with the fol-
lowing criteria:
a) To permit your agency to pay salaries which recognize dif-
f erences in job duties, responsibility, and scope of super-
visory authority.
b) To provide your agency with flexibility in salary admini-
stration.
We attempted to maintain the role of an objective outsider in de-
veloping the salary relationship recommendations. We did not con-
sider factors such as employee workload or the City's current fis-
cal status. Factors such as these may lead to modification of our
recommendations.
BUILDING INSPECTION, ENGINEERING, AND PLANNING CLASSES
Classification Recommendations
Enaineerina Technician
We recommend the establishment of this classification for the
position which provides a variety of office and field technical en-
gineering support for the Public Works Department. Duties include
map checking and updating; review of site plans, conditional use
permits, etc.; maintaining a variety of engineering records; per-
forming calculations, and serving as a liasion with engineering con-
sultants. These duties are broader than those outlined in the cur-
rent class of Mapping Technician.
Community' Development Assistant
We recommend the establishment of this classification for the
position which provides office, secretarial, and administrative de-
tail support for the Public Works Department, Planning Department,

and Planning Commission. This position requires specialized know-
ledge of planning procedures, regulations, and application require-
ments. In our judgment, the unique knowledge and background re-
quirements warrant establishment of a specialized job classifica-
tion.
Salary Relationship Recommendations
The salary relationships depicted on Chart #1 in the "pink section"
of this report revolve around Chief Building Inspector. We do not
recommend any change for this classification. Building Inspector
should be placed at 20% below Chief Building Inspector. The Chief
classification has strong supervisory responsibilities; however, it
does not have the full status of Chief Building Official, a separate
department head position in many jurisdictions. Our recommended
salary differential fully recognizes the scope of supervisory re-
sponsibilities carried by the Chief Building Inspector position.
Construction Inspector is placed below Building Inspector. This is
a normal practice in many jurisdictions. Engineering Technician has
been recommended to be placed below both Inspector classifications,
since it has no major inspection duties. In many California cities,
an Engineering Techncian will have regular construction inspection
duties. Community Development Assistant has been recommended for
placement 5% above the the current class of Secretary II, a class
which has also moved up.
CITY MANAGER, FINANCE, PURCHASING, AND PERSONNEL CLASSES
Classification Recommendations
Administrative Assistant II
We recommend the establishment of this classification for the
position which has responsibility for the City purchasing functions.
Duties include regular administrative responsibility for purchasing
functions, performing a variety of delegated research assignments,
and serving as staff representative for the Senior Advisory Commis-
sion. The current Administrative Assistant I classification to
which this position is allocated does not adequately cover the full
scope its responsibilities.

Personnel Assistant I. Personnel Assistant II
We recommend the establishment of this class series for the po-
sition which has responsibility for providing a variety of admini-
strative detail support for the City's personnel functions. Duties
include coordinating employment procedures, maintaining and updating
personnel system information, and providing information about per-
sonnel policies and procedures to others. The City has no current
classification which adequately accounts for these duties. We have
recommended two different levels in the class series to account for
differences in the degree to which personnel administration respon-
sibilities may be delegated. Personnel Assistant II allows for hi-
ghly independent administration of a personnel program. Personnel'
Assistant I has a high level of responsibility; but not the same
level of delegated responsibility for independent administration of
the program. In our judgment, the current Position should be allo-
to the I level in the series.
Salary Relationshio Recommendations
The salary relationships depicted on Chart #2 in the "pink section"
of this report revolve around Senior Accountant. We do not recom-
mend any change for this classification. Accountant - Auditor, a
strong professional accounting classification should be increased
from 5% to 10 % above the Supervising Account Clerk class. The new
classes Of Personnel Assistant II and Administrative Assistant II
are placed at the same level as Supervising Account Clerk. They do
not have the same scope of supervising duties, but balance out with
strong administrative duties. Administrative Secretary, with sub-
stantial support duties for the City Manager and City Council has
been moved closer to the top levels in this group. The new class of
Personnel Assistant I is placed above the existing class of Secre-
tary II, due to its broader scope of responsibility. Most of the
remaining Office support classifications have been moved up in con-
Junction with the changes in the upper levels of the occupational
area. Storekeeper has been recommended for a substantial upward
adjustment. Its job duties and responsibilities warrant it being
placed equal to Account Clerk II.

The salary relationships depicted on Chart #3 in the "pink section"
of this report show no major change for this group of classifica-
tions. The one exception is placing Director of Administrative Ser-
vices 7.5% below the Director of Public Safety and 10% above the
next highest group of management jobs. This special placement was
made to recognmize the increased scope of administrative responsi-
bility beyond that of a Finance Director/ City Treasurer.
PUBLIC SAFETY AND YOUTH SERVICES CLASSES
Classification Recommendations

We recommend the establishment of this classification for the
positions which provide shift back -up for regularly assigned Public
Safety Dispatcher II's on assigned shifts. Duties include answering
nonemergency phone lines in the Public Safety Department, assisting
individuals who visit the Department's office, perf omi ng dispatching
duties in multi -call emergencies, and performing a variety of office
assistance duties. Your current classification plan has no job
class which covers these "assistant dispatcher" duties.

PUBLIC WORKS CLASSES
We recommend that the position assigned to office assistance
duties at the City's Corporation Yard be reallocated from Office As-
sistant I to Office Assistant II.. A broad scope of office duties
are performed with minimal supervision. This meets the basic cri-
teria for allocation of a position to the II level in the Office
Assistant class series.

The recommended salary relationships have been adjusted to include
moderate upward adjustments for Equipment Mechanic and Mechanic's
Assistant. The current relationships do not completely account for
the journey level skills and knowledge of the Equipment Mechanic or
the high level of assistance responsibilities assigned to the
Mechanic's Assistant class.

Under general supervision; to perform a variety of account and
statistical recordkeeping assignments; to receive, open, and balance
cash receipts; to prcess business license payments and records; to

DISTINGUISHING CHARACTERISTICS
Account Clerk I is the first working level in the Account
Clerk class series. Incumbents primarily perform the less difficult
assignments in balancing cash receipts and maintaining accounts paya-
ble records for purchasing.
Account Clerk II is the advanced working level in the Account
Clerk class series. Incumbents perform the more complex account and
statistical recordkeeping assignments. They also have responsibility
for an assigned area such as business license records and payments or
establishment and payment of utility accounts. They work in the as-
signedl specialized area with minimum supervision.
EXAMPLES OF DUTIES
Opens and alphabitizes incoming invoices and statements; matches
invoices with purchase orders; prepares purchase orders for payment;
maintains accurate records of invoices received; checks to see that
accounts have proper funds to meet invoice payments; receives and matches
checks to invoices and distributes payments; receives and opens
utility mail, processing payment records; receives a variety of monies
and prepares for deposits; processes business license payments, veri-
fying amounts and batch totals; prepares business license payments for
deposit; receives and responds to inquiries regarding business license
procedures, payments, and policies; investigates background informa-
tion regarding business license inquiries; maintains residential and
commercial utility account information and billing records; opens new
accounts and closes-out old accounts as necessary; follows-up on de-
