CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING & FOUNDATION BOARD SPECIAL MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint special and regular meeting to order at 5:03 p.m., which was legally noticed on October 19, 2023. All Council/Board members Present: Samantha Rodriguez, Mayor/Chair Susan Hollingsworth Adams, Vice Mayor/Vice Chair Jackie Elward, Councilmember/Director Gerard Giudice, Councilmember/Director Emily Sanborn, Councilmember/Director Staff present: City Manager/Executive Director Piedra, City Attorney Kenyon, Director of Public Safety Mattos, Director of Public Works Garrett, Director of Human Resources Cannon, Director of Community Services Bagley, Housing Manager Garcia, Homeless Services Coordinator Quig, Senior Analyst Carey, City Clerk Lopez Cuevas, and Information Technology Manager Cotter. 2. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Rodriguez. 3. PLEDGE OF ALLEGIANCE Led by Director of Public Safety Mattos. 4. CLOSED SESSION A. Report On Closed Session Previously Held on October 10,2023, in Conference Room 2.A. (Government Code §54957.1) to Consider Conference with Legal Counsel— Anticipated Litigation, Government Code §54956.9(D)(4) - (Two Cases). Mayor Rodriguez reported that there was no reportable action. Mayor's Recognition: Proclaiming October 2023 as Domestic Violence Awareness Month in the City of Rohnert Park. Mayor Rodriguez read the certificate and presented it to Nancy Clark, YWCA of Sonoma County Domestic Violence Services. B. Informational Presentation by Jeff Schach, Sonoma County Fire Chiefs Association, Regarding Fire Service Sales Tax Measure. Petaluma Fire Chief Schach provided a general overview of the fire service sales tax measure (formerly known as Measure G)that will return to Sonoma County voters in 2024. Chief Schach encouraged all to visit the Sonoma County Fire Chiefs Association's website for more information. 6. SSU STUDENT REPORT Taylor Frickman, Senator of External Affairs, Sonoma State University Associated Students, Inc. (SSU ASI) informed that this week is"Family Weekend" and provided an update regarding SSU's clinic and the number of influenza vaccines administered as well as drug use awareness, cultural awareness, and the recent Japanese speech contest. 7. DEPARTMENT HEAD BRIEFING A. Presentation by Director of Public Safety Mattos: Swearing In and Introduction of Public Safety Officer Flint Weldin. Director of Public Safety Mattos introduced and swore in Public Safety Officer Flint Weldin. B. Commemorating the One Year Anniversary of Labath Landing by Housing Manager Garcia. Housing Manager Garcia presented a video made in partnership with HomeFirst. The video provided an overview of the program and included testimonials of Labath Landing residents. Housing Manager Garcia presented statistics, information on annual operation funding, and how to get involved and tour the site. Housing Manager Garcia also informed that 101 people have been served in the past year and 45%of the 33 residents who moved out moved into permanent housing. 8. PUBLIC COMMENTS Brandi Blue spoke about Safari Encounters. Peter Alexander spoke about harvest time and the spirit of the crazy horse. Vice Mayor Hollingsworth Adams left the dais at 6:04 p.m. and returned at 6:07 p.m. 9. CITY COUNCIL AND FOUNDATION BOARD CONSENT CALENDAR 9.A Acceptance of Reports from Finance Department: 9.A.1. City Bills/Demands for Payment dated September 27 through October 5, 2023 9.A.2. Council First Quarterly Expense Report FY23/24 (July, August and September 2023) 9.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, October 10, 2023 Foundation Board Special Meeting& City of Rohnert Park Joint October 24,2023 Regular Meeting Minutes for City Council/RPFA/CDC Successor Agency Page 3 of 5 9.0 Waive Second Reading of and Adopt Ordinance 982, an Ordinance of the City Council of the City of Rohnert Park Amending Rohnert Park Municipal Code Section 10.40.210 to Enact Parking Restriction Changes City Wide (CEQA Status: Exempt Pursuant to CEQA Guidelines Sections 15301c) 9.D Adopt Resolution 2023-076 Rejecting all bids for the Copeland Creek Trail to Crane Creek Project No. 2007-19 and the Petaluma Hill Road and Laurel Drive Signalization Project No. 2007-19 (CEQA Status for Projects: Initial Study and MND adopted February 25, 2020) 9.E Receive the City of Rohnert Park Foundation's Annual Financial Report for Fiscal Year 2022-2023 ACTION: Moved/seconded (Elward/Rodriguez)to adopt the consent calendar. Motion carried by the following unanimous 5-0-0 roll call vote: AYES: Elward, Giudice, Sanborn, Hollingsworth Adams, and Rodriguez,NOES: None, ABSENT: None, ABSTAINS: None. 10. REGULAR ITEMS: A. Receive an Update on Sonoma Water's Activities Related to the Potter Valley Project and Authorize the City Manager to Execute Letters of Support for These Activities. This item was pulled from consideration by Staff. B. Downtown Rohnert Park Update and Highlights of the Request for Qualifications (RFQ) for the Mixed-Use Development Project at 6400 State Farm Drive. City Manager Marcela Piedra presented this item. Action(s): Receive an Informational Update on Downtown Rohnert Park and highlights from the Request for Qualifications(RFQ) for the mixed-use development project at 6400 State Farm Drive. Mayor Rodriguez, based on the number of persons wishing to speak on this item, and as permitted by the Council Protocols,reduced the public comment time to 2 minutes per speaker. Councilmember Giudice introduced a new city intern from SSU named Christian Cesar. Councilmember Sanborn stated that she attended the Petaluma Pride Festival last weekend and it was a great event. Councilmember Sanborn invited all to attend the District 2 (L, M, R, and W sections)community meeting on November 7, 2023, at 6:00 p.m. Mayor Rodriguez reminded all to attend the City's festivities this weekend. 13. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA None. 14. PUBLIC COMMENT Neil Deffendall requested a skate park on E-park. 15.
