CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:04 p.m., which was legally noticed on November 9, 2023. PRESENTATIONS A. Mayor's Proclamation: Proclaiming United Against Hate Week from November 12 through November 19, 2023 in the City of Rohnert Park Mayor Rodriguez read the proclamation. B. Mayor's Proclamation: Honoring Veterans' Day in the City of Rohnert Park Mayor Rodriguez read the proclamation and presented it to Veteran and Senior Analyst Paul Carey. 5. PUBLIC COMMENTS Anne-Marie Rodriguez spoke about a resolution urging President Biden to call for ceasefire and the facilitation of humanitarian aid in Gaza and a statement of solidarity and peace. Peter Alexander spoke about hummingbirds, wars, and queen of light. Joe Helberg spoke about parking restrictions on Labath Avenue and requested the restrictions be removed from in front of his business. Darlene and Amanda from NOAH Food Pantry spoke about their need for food donations and requested City Council assistance. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: 1. PUBLIC HEARING (Noticed November 3, 2023): Conduct a Public Hearing and Consider Adopting a Resolution Declaring that the Acquisition of a Portion of the Property Located at 1205 Keiser Avenue, Santa Rosa, California, Assessor's Parcel Number 045- 252-011, by Eminent Domain is Necessary for the Keiser Avenue Reconstruction Project, Phase 3, and Finding the Project Complies with the California Environmental Quality Act (CEQA) through the Adoption of Final Environmental Impact Report No. 2003122014, Environmental Impact Report Addendum 2014, and Environmental Impact Report Addendum 2016. Director of Public Works Garrett presented this item. Recommended Action(s): 1. Conduct a Public Hearing; and 2. Consider adopting a Resolution of Necessity Authorizing the following items: a) Initiation of eminent domain proceedings to acquire a portion of the property located at 1205 Keiser Avenue, Santa Rosa, CA (Property), b) finding and determining that the public interest, convenience, and necessity require the acquisition of certain property interests for public purposes, c) Finding the Project Complies with the California Environmental Quality Act(CEQA) through the adoption of Final Environmental Impact Report No. 2003122014, Environmental Impact Report Addendum 2014, and Environmental Impact Report Addendum 2016. Public Hearing Opened: 5:26 p.m. PUBLIC COMMENTS: Steve Keith spoke about eminent domain and the importance of it being done for the right reasons. Receive an Update on Sonoma Water's Activities Related to the Potter Valley Project and Authorize City Manager to Execute Letters of Support for These Activities. Director of Public Works Garrett and Pam Jeane, Assistant General Manager for Sonoma Water presented this item. Recommended Action(s): 1. Receive an update from staff on Sonoma Water's activities related to the Potter Valley Project and potential next steps for the City, 2. Authorize the City Manager to execute letters of support for Sonoma Water's activities. PUBLIC COMMENTS: Jake Mackenzie and Neil Hancock spoke about this item. ACTION: Moved/seconded (Rodriguez/Giudice)to authorize the City Manager to execute letters of support for the activities related to the Potter Valley Project. COMMUNICATIONS Councilmember Giudice shared the following items: • Councilmember Giudice attended the first Safe for Sonoma meeting. It is the new initiative to fund fire services in Sonoma County. They will have another meeting on January 21 at Sally Tomatoes. He will be championing the initiative locally. • Councilmember Giudice and Deputy Chief Kilgore will hold a community meeting at the Community Center on November 16 at 6pm to discuss incidents happening in 0 and K Sections. • The Rotary Club of Rohnert Park Cotati will be providing a Thanksgiving dinner at the Senior Center on Thanksgiving Day, and they also be collecting toys for their toy drive. • On January 19, Sally Tomatoes will host a fundraiser for NOAH. There will be live music, crafts, and games. There will be donation barrels by district at the event as well. Mayor Rodriguez shared the following items: • The Rohnert Park Chamber of Commerce will have the first-ever lighted parade on December 2 at 5:30 pm. There are also a few upcoming networking events. • Mayor Rodriguez congratulated Graton Resort and Casino on their 10th anniversary. • There is a new smoothie shop in the city named Plants and Juice. • Sonoma Lambda at Sonoma State is having a tamale fundraiser. • NOAH Food Pantry is the only food pantry in Rohnert Park so when you donate to NOAH, it stays in Rohnert Park. There will be a donation contest by district and whichever district donates the most will win bragging rights. Monetary donations will also be accepted. The contest will go through December 11. A second contest will begin on January 19 at the Sally Tomatoes NOAH fundraiser. • Public Safety is collecting warm clothing and toys. 11.
