CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Rodriguez called the joint regular meeting to order at 5:04 p.m., which was legally noticed on November 21, 2023. All Council Present: Samantha Rodriguez, Mayor Susan Hollingsworth Adams, Vice Mayor Jackie Elward, Councilmember Gerard Giudice, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Assistant City Manager Schwartz, Deputy Chief Johnson, Human Resources Director Cannon, Director of Community Services Bagley, Director of Public Works Garrett, Housing Manager Garcia, Senior Analyst Carey, Information Technology Service Operations Manager Cotter, and City Clerk Lopez Cuevas. 2. READING OF THE LAND ACKNOWLEDGMENT Read by Mayor Rodriguez. 3. PLEDGE OF ALLEGIANCE Led by 3rd and 4`h grade students from Cross and Crown Lutheran School. 4. PRESENTATIONS None. 5. DEPARTMENT HEAD BRIEFING None. 6. SSU STUDENT REPORT Taylor Frickman, Senator of External Affairs, Sonoma State University Associated Students, Inc. (SSU ASI) informed SSU Cross Country Runner Gianna Bomarito is the first"Seawolf'to make the Nationals since 2001. Seawolf Basketball games are on Fridays and Saturdays in the Wolf The Associated Students continues to provide services to students in need, bring volunteer opportunities to the community, and create financial planning workshops for students. The Basics Needs Team is helping with CalFresh applications and provided over 2,000 pantry items this month. Approximately 500 students will be graduating in the 2023 Fall and SSU will welcome over 300 students in the Spring semester. 7. PUBLIC COMMENTS Lisa Orloff spoke about the 40`h Holiday Lights Celebration this Saturday, December 2 and 1st Lighted Parade. Mayor Rodriguez read a proclamation declaring November as Native American Heritage Month. Disclosure of potential conflict of interest: Councilmember Giudice stated he leases premises in SOMO Village and therefore has a potential financial conflict of interest on Item 8.G. 8. CONSENT CALENDAR 8.A Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated October 31, 2023, through November 14, 2023 8.B Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting, November 14, 2023 8.0 By Minute Order, Authorize the City Manager to Execute the Professional Services Agreement for Analytical Laboratory Services with Alpha Analytical Laboratories, Inc. for a not to exceed contract amount of$275,000 8.D By Minute Order, Authorize the City Manager to Execute Amendment No. 4 to the Consultant Services Agreement with WRA, Inc. for Additional Consultant Services Related to the Mitigation Property Assessment Services Project, in the amount of$22,100 (CEQA Status: Exempt) 8.E Adopt Resolution 2023-083 Authorizing and Approving a Letter Agreement to the Memorandum of Agreement between the City of Rohnert Park and the Rohnert Park Public Safety Officers' Association(RPPSOA) Regarding "Lateral" Public Safety Officer effective June 8, 2021, through June 30, 2025 8.F Adopt Resolution 2023-084 Authorizing the City Manager Approval of up to 30%of the Construction Contract ($382,559) in Contract Change Orders for the Honeybee Pool Renovation Project No. 2019-31 (CEQA Status: Exempt Under CEQA Guidelines §§ 15301, 15302 8.G Adopt Resolution 2023-085 Authorizing the City Manager to Execute a License and Use Agreement by and between the City of Rohnert Park and SOMO Village Commercial, LLC for a portion of the lot located at 1200 West Parking Lot for Storage of Towed Vehicles for a Term to Expire on April 30, 2024 8.H Adopt Resolution 2023-086 Authorizing a Budget Amendment for$99,735 from Various CIP (Capital Improvement Program) Project Fund Budgets for the Purchase of a Thermoplastic Trailer, and Authorizing the City Manager to Execute Purchase Documentation 8.I Adopt Resolution 2023-087 Removing the Director of Development Services Position from the City's Civil Service and Amending the Outline of Certain Conditions of City of Rohnert Park Joint Regular Meeting Minutes for City Council November 28,2023 RPFA/CDC Successor Agency Page 3 of 6 Employment, Fringe Benefits, and Salary for the Management Unit Effective June 8, 2021, through June 30, 2025 ACTION: Moved/seconded (Rodriguez/Hollingsworth Adams) to approve the consent calendar. Councilmember Giudice will abstain from voting on Item 8.G. Selection of Officers for 2024: Consideration of Nomination and Election of Mayor and Vice Mayor for the City of Rohnert Park, for One(1) Year Terms, Commencing at the first City Council Regular Meeting in December 2023. Mayor Rodriguez presented this item. Recommended Action(s): Nominate and elect the Mayor and Vice Mayor for one (1) year terms commencing at the first regular meeting in December 2023. PUBLIC COMMENTS: None. ACTION: Moved/seconded (Rodriguez/Elward)to nominate Vice Mayor Hollingsworth Adams for Mayor, for a one (1) year term commencing at the first regular meeting in December 2023. Consider Adopting a Resolution Authorizing and Approving Director of Development Services Employment Agreement between the City of Rohnert Park and Alicia Giudice. City Manager Piedra presented this item. Recommended Action(s): Adopt Resolution 2023-088 Authorizing and Approving Director of Development Services Employment Agreement between the City of Rohnert Park and Alicia Giudice. Pursuant to Government Code section 54953(c), City Manager Piedra provided an oral summary report of the salary and compensation, including fringe benefits paid to the Director of Development Services under the terms of this agreement. City Manager Piedra noted for the record that Alicia Giudice is participating in the 2% @ 62 CalPERS program and not in the 2% @ 55 program as the staff report indicates. PUBLIC COMMENTS: None. Receive a Presentation and Consider Adopting a Resolution Endorsing the Bay Area Housing Finance Authority Proposal to Place a Regional Housing Bond Measure on the November 2024 Ballot. Housing Manager Garcia and Irene Farnsworth, Bay Area from Housing Finance Authority (BAHFA), presented this item. Recommended Action(s): Receive a presentation and consider adopting a Resolution endorsing the Bay Area Housing Finance Authority (BAHFA) Proposal to Place a General Obligation Bond on the November 2024 Ballot to Finance the Production, Preservation, And Protection of Affordable Housing in Rohnert Park and Throughout the Bay Area. PUBLIC COMMENTS: Jake Mackenzie, Peter Alexander and Stephanie Bowen, Deputy Director of Generation Housing, spoke about this item. Discussion and Direction Regarding Retention, storage, and display of the Historical Materials Related to the History of Rohnert Park. Assistant City Manager Schwartz, Sonoma County Library Commissioner Barbara Mackenzie, and City Intern Kyle Ton presented this item. Recommended Action(s): Provide direction on the options and recommendations regarding these materials that staff presented at the meeting. PUBLIC COMMENTS: Steve Keith spoke about this item. DIRECTION: By consensus, Council directed staff to preserve all historical items in the city and make them accessible to its residents. If staff are unable to preserve an item, they will return to the Council for further direction. Director of Community Services Bagley answered questions of the Council. 10. Mayors and Council Members' Association of Sonoma County Legislative Committee (11/17) Mayor Rodriguez reported that there was no meeting. D. Other Reports: 1. ABAG Executive Board, ABAG Finance Committee, and ACFA Governing Board Meetings (11/16) Vice Mayor Hollingsworth Adams reported on these meetings. Sonoma County Continuum of Care Board of Directors Meeting (11/22) Councilmember Elward stated that there was nothing to report. 11. COMMUNICATIONS The Rohnert Park Senior Center and Rotary Club hosted their annual free Community Thanksgiving Luncheon and fed hundreds of individuals. Councilmember Giudice thanked all the businesses, residents, Rotary Club members, and everyone else involved in the event. Vice Mayor Hollingsworth Adams stated that residents from Santa Rosa also came to the event. Mayor Rodriguez informed that she signed a Proclamation commemorating the 40th anniversary of the Holocaust& Genocide Lecture Series at SSU. Mayor Rodriguez reminded all to participate in the City's NOAH Food Distribution contest. 12. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA None. 13. PUBLIC COMMENT Peter Alexander spoke about the First and Second Amendments, the SSU Genocide Program, Project Mockingbird, and the children of Israel. 14.
