CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING AND FOUNDATION BOARD SPECIAL MEETING - CALL TO ORDER/ROLL CALL Mayor Adams called the joint regular meeting to order at 5:04 p.m., the notice for which being legally noticed on January 5, 2024. All Council Present: Susan H. Adams, Mayor Gerard Giudice, Vice Mayor Jackie Elward, Councilmember Samantha Rodriguez, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos, Director of Human Resources Cannon, Director of Development Services Giudice, Director of Community Services Bagley, Director of Public Works Garrett, Housing Manager Garcia, Information Systems Technician II Azevedo, IT Analyst Son, and City Clerk Lopez Cuevas. 2. Presentation by Director of Public Safety Mattos: Swearing In and Introduction of Public Safety Officers Gabriel Cruz, Deanna Hayes, Ryan Nino, and Nickolai Sockol. Director of Public Safety Mattos administered the Oath of Office to the new officers and introduced them to the Council and the residents. B. Informational Presentation by Cotati-Rohnert Park Unified School District Superintendent Maite Iturri Regarding Sonoma County Parcel Tax Measure. City of Rohnert Park Joint Regular Meeting Minutes for City Council January 9,2024 RPFA/CDC Successor Agency and Foundation Board Special Meeting Page 2 of 6 Superintendent Iturri provided information on a parcel tax measure asking the voters to renew the school district's Parcel Tax Measure ("Measure A") for another 8 years. Also present were Board President Michelle Wing and Chief Financial Officer John Bartolome. 5. DEPARTMENT HEAD BRIEFING None. 6. PUBLIC COMMENTS Peter Alexander spoke about human trafficking. Disclosure of potential conflict of interest: Vice Mayor Giudice stated he leases premises in SOMO Village and therefore has a potential financial conflict of interest on Item 7.C. 7. CONSENT CALENDAR 7.A Acceptance of Reports from Finance Department: Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated November 28, 2023 through January 4, 2024 7.B Approval of Minutes for Foundation Board Special Meeting and City Council/RPFA/Successor Agency Joint Regular Meeting, December 12, 2023 7.0 Adopt Resolution 2024-001 Accepting the SOMO Village Phase IN-A In-Tract Wet Utility Improvements in Connection with Sonoma Mountain Village Planned Development and Directing Related Actions (CEQA Status: Consistent with the Original and Supplemental Environmental Impact Report (EIR) Adopted by City Council on March 9, 2023) 7.D Adopt Resolution 2024-002 Authorizing the City Manager to Appropriate $19,530 from Fund 4520 PAC Facility Capital Reserve to Account 45205200-65220 PAC One Time Repair Costs for the Spreckels Performing Arts Center Lobby Emergency HVAC Repair Project(CEQA Status: Exempt Under CEQA Guidelines §§ 15301) 7.E Adopt Resolution 2024-003 Accepting the Development Impact Fee Report for Fiscal Year July 1, 2022 through June 30, 2023 Pursuant to AB1600 7.F Adopt Resolution 2024-004 of the City of Rohnert Park as Successor Agency to the former Community Development Commission of the City of Rohnert Park Approving and Adopting the Recognized Obligation Payment Schedule for the Period of July 1, 2024 through June 30, 2025 (ROPS 24-25) Pursuant to Health and Safety Code Section 34177 And Authorizing Staff to Take Related Actions ACTION: Moved/seconded (Giudice/Adams) to approve the consent calendar. Vice Mayor Giudice will abstain from voting on Item 7.C. City Clerk Lopez Cuevas presented this item. Recommended Action(s): Recognize new officers of the City of Rohnert Park Foundation Board for the Year of 2024. PUBLIC COMMENTS: None. The council established the new Board Members of the City of Rohnert Park Foundation Board. B. Establishment of and Appointments to City Council Sub-Committees, Liaison Assignments, and Outside Agency Appointments for the Year of 2024. City Clerk Lopez Cuevas presented this item. Recommended Action(s): 1) Establish and/or terminate City Council Sub-Committees; 2) Announce Mayor's assignment of Councilmembers to City Council Sub-Committees and Liaison Assignments; and, 3) Confirm Mayor's nominations of Councilmembers and staff to Outside Agencies. Recommended Action(s): Re-appoint Rohnert Park Councilmember Elward to the Board of the Sonoma County Homelessness Coalition (formerly Continuum of Care), and Cotati Mayor Sparks as the alternate. Director of Community Services Bagley presented this item. Recommended Action(s): Receive a report with an update on City Council Strategic Priority Memorable Community Experiences for all for the calendar year 2023. PUBLIC COMMENTS: None. Council received the report. 9. COMMITTEE /LIAISON/ OTHER REPORTS A. Standing Committees: 1. Joint Special Meeting of the Rohnert Park Education Committee and the Cotati-Rohnert Park Unified School District(CRPUSD) 2x2x2 Committee Meeting (12/21) Councilmember Rodriguez reported that SSU and superintendent Iturri were present at City of Rohnert Park Joint Regular Meeting Minutes for City Council January 9,2024 RPFA/CDC Successor Agency and Foundation Board Special Meeting Page 5 of 6 the meeting. The Committee received a presentation from Don Carney from Youth Transforming Justice regarding students participating in "Mock Courts" in a more impactful and integrative way rather than punitive—it features students' peers rather than adults. That has resulted in an extreme drop in suspensions, it also drops the school-to- prison pipeline statistics because students are learning tools to manage challenges appropriately. Vice Mayor Giudice reported that schools using this system saw a 95% reduction in suspensions which was very encouraging to hear. B. Liaison Assignments: 1. Rohnert Park Chamber of Commerce Board of Directors Meeting (12/21) Councilmember Rodriguez reported on this meeting. 2. Rohnert Park-Cotati Regional Library Advisory Board (12/21) Mayor Adams reported on this meeting. C. Outside Agency Reports: 1. Santa Rosa Plain Groundwater Sustainability Agency (GSA) (12/14) Councilmember Sanborn was unable to attend the meeting. 2. Board of the Sonoma County Homelessness Coalition (formerly Continuum of Care) 12/20 Councilmember Elward was unable to attend the meeting. 3. Zero Waste Sonoma(12/21) Councilmember Sanborn reported that there was no meeting. 4. Sonoma Clean Power Authority Board of Directors Meeting (1/4) Councilmember Elward reported on this meeting. 5. Sonoma County Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA) (1/8) Vice Mayor Giudice reported on this meeting. D. Other Reports: 1. Mayors' & Councilmembers' Holiday Celebration(12/13) (Giudice, Rodriguez, Sanborn, and Adams Mayor Adams reported that Councilmember Elward was unable to attend the celebration because she had her Community Meeting that night. Mayor Adams informed all Cities presented updates and the celebration was very nice. 2. North Bay Labor Council COPE 20th Annual Banquet (12/15) (Giudice, Rodriguez, and Adams) Vice Mayor Giudice reported on the event and informed that Councilmember Elward received the Michael Allen Leading for Labor Award. 10. COMMUNICATIONS Councilmember Rodriguez congratulated the new Fire Academy graduates and welcomed our new Fire Inspector John Heaton. She stated that it was law enforcement appreciation day and recognized their work on the bucket brigade, Santa Sleigh, and coffee with the Chief this morning. As well as the awareness they are raising regarding human trafficking. Councilmember Elward thanked the Council for their collaboration, being solid team members and colleagues. Vice Mayor Giudice invited all to attend the Rotary's Annual "Crab Feed" on Saturday, February 3, 2024. at Sally Tomatoes. Mayor Adams recognized Martin Luther King Day coming up next week and informed that she will be presenting a Proclamation at"King, The Radical!" on Sunday January 14 at 6:30 p.m. at Montgomery High School. Mayor Adams invited all residents to attend the event and participate in the MLK Day of Service at the Community Baptist Church on Monday January 15 at 10:00 a.m. Mayor Adams invited all to attend an event regarding Human Trafficking tonight at 7:00 p.m. at the Community Center. 11.
