1989/07/06 City Council MinutesRohnert Park City Council Minutes July h, 1989 The Council of the City of Rnhnort Park met this date in adjourned regular session in the City Offices, 5750 Commerce Blvd., with Vice Mayor Hollingw0rth presiding. [all to Order V1oo Mayor Hollingsworth called the adjourned regular session to order at approximately 5:02 p.m. Roll Call Present: (3) Council Members Hopkins, Spiro and Hollingsworth Absent: (l) Councilman Eck Late: /l\ Mayor Cochran (his time of arrival is specifically noted in the minutes) Staff present; City Manager C8llinOD` Director of Administrative Services Netter, Asst. t0 the City Manager L8iVo, and Finance Director Harrow. Others present: JuU Snyder, reporter for the Rnhnert Park-Cntdti Clarion Newspaper; and architects Matthew R. Mills and Jeffrey L. Teel with the firm of Robinson, Mills, & Williams, San Francisco. Civic Center Architect Matthew Mills, with the assistance of Master Plan Architect Jeff Teel, explained t0 the City Council the work done with the sub-committee concerning the master planning of the future Civic Center site on City Hall Drive and the R0hDort Park Expressway including the planned Public Safety main station building on said site. He indicated the matter was being presented t0 the Council tonight as the result of many meetings and consideration of different schemes by the committee. He explained the two site design schemes that had been decided upon by the committee, one being very susceptible to building the complex in stages and the other presenting some problems t0 d0 so. Hn explained the goals and objectives of the Civic Center development and the difference in design of the two schemes. Cochran Arrives Mayor Cochran arrived at approximately 5:22 p.m. during Mr. Mills' presentation. I Rohnert Park City Council Minutes July 6, 1989 5:00 P.M. After Architect Matt Mills gave his presentation, Mayor Cochran updated the other Council members on the Council Committee's (Cochran & Hopkins) work on the project, ideas that were kept in mind, and what the goals and objectives of the Civic Center development were from a community identity standpoint. Discussion was held during which it was pointed out that both schemes provide for a separate and distinct Council Chamber building separate from the office building portion of the complex with the idea being that the Council Chambers would stand apart as the place in which all governmental decisions that affect the community are made, be they by the City Council, School Board, various city commissions, etc. A discussion was held concerning the funding and whether or not the City should be realistic and simply recognize that it will be necessary to phase the development because of other demands on city funding, including such other projects as the proposed $12 million Swim Center. Councilman Hollingsworth made a motion, which was seconded by Council Member Spiro, that the Council endorse Scheme A which would provide for a phased development. Scheme A has three distinct buildings in the plan; the Public Safety building, the City Council Chambers, and the city office building. Discussion followed. Councilman Hollingsworth's motion was approved by the following voice vote: Ayes: (4) Hollingsworth, Hopkins, Spiro, and Cochran Noes: (0) None Absent:(1) Councilman Eck The Council suggested that staff look at funding sources for the Public Safety building phase of the complex and also for possible development of the project in one phase. 2 R0hnnrt Park City Council Minutes July 5` 1989 5:A0 p.m. Mayor Cochran complimented the architects for the work they have done to date and for the various schemes they presented for consideration.
