1988/07/12 City Council Minutes (2)Rohnert Park City Council Minutes July 12, 1988 4:00 P.M. The Council of the City of Rohnert Park met this date in adjourned regular session commencing at 4:00 p.m. in the City Offices, 6750 Commerce Boulevard, Rohnert Park, with Mayor Hopkins presiding. Call to Order Mayor Hopkins called the adjourned regular sesssion to order at approximately 4:00 p.m. Roll Call Present: (4) Councilmen Eck, Hollingsworth, Lepinski and Hopkins Absent: (1) Councilman Cochran Staff present: City Manager Callinan and Finance Director Harrow. Press correspondents present: Mike McCoy of The Santa Rosa Press Democrat and Rod Brewster of the Petaluma Argus Courier. 1988 -89 Proposed The Council commenced its work session on the City Budget proposed 1988 -89 City Budget as submitted to the City Council by the City Manager. City Manager Callinan gave an overview of the proposed budget and provided a copy of a handwritten worksheet indicating some changes that should be made to the revenues and expenditures section of the budget. A copy of said report is attached to the original set of these minutes. Discussion was held concerning the various sections of the budget. Councilman Hollingsworth suggested that the projected increased revenues•of $95,000 from the recent golf course lease amendment over the revenue contained in the proposed budget be set aside in a special fund to accumulate for the development of another golf course and /or additional recreation facilities such as the proposed softball complex. The other Council members concurred. Councilman Eck initiated a discussion concerning the loans being paid back by the General Fund to the Special Sewer Service Connection Fee Fund as outlined on Page 45 of the proposed budget. Councilman Holliingsworth reviewed for the bene.fi of the other members of the City Council the questions that he had concerning the budget and which he indicated he discussed with City Manager Callinan and Finance Director Harrow earlier in the day. He also discussed the possible use of a desk top publishing computer system for preparation of the newsletter and annual report. Discussion continued on the budget. Upon motion by Councilman Hollingsworth, seconded by Councilman Eck, and approved on the following roll call vote, the Council deleted the proposed $1,000 contribution to the Rohnert Park Choss Club contained in the budget and indicated that it would hold in abeyance the funds earmarked for the Sonoma County Visitors and Convention Bureau ($100,000)and also the Chamber of Commerce request for $15,000 to fund an Executive Director for that organizatinn AYES: (3) Councilmen Eck, Hollingsworth and Hopkins NOES: (1) Councilman Lepinski ABSENT: (1) Councilman Cochran Councilmen Eck and Hollingsworth indicated they would like to meet and talk with Red Lion Inn Manager Tim Bridwell regarding how important it might be for the City to make a contribution to the Sonoma County Visitors and Convention Bureau and how effective that organization would be in promoting the Red Lion Inn. It was suggested that perhaps a meeting could hp h a 1 r9 rai + h m- and Mr. Pat Ross, Executive Director of the Visitors and Convention Bureau. Discussion was held concerning the city newsletter and annual reports. Councilman Eck made a motion which was seconded by Councilman Lepinski to cease publishing the city newsletter until further clarification can be received concerning just what the City can publish in view of the passage of Proposition 73 at the June 1988 election. Eck and Lepinski Hollingsworth and Hopkins Cochran Councilman Eck initiated a discussion concerning the use of funds placed in the Reserve for Capital Improvements and Infrastructure Repair and Maintenance as outlined on Page 12 of the proposed budget. Councilman Eck stated that he felt the reserve ought to be used for large capital improvement or maintenance expenditures and not for the more routine maintenance items as outlined on the opposite page of Page 12 in the proposed budget. Discussion followed, after which the Council agreed the Reserve for Capital Improvements and Infrastructure Repair and Maintenance as outlined in the budget should be changed to delete the $137,800 proposed transfer to the General Fund and that rather it would reflect an estimated uncommitted balance of that amount. Discussion was held concerning the recharges made to the Community Development Agency of the City of Rohnert Park and to the sewer and water operations, the latter recharge being outlined in detail on Page 29 of the proposed budget. A discussion was held concerning the City's reserves and comments concerning the sewer and water reserves contained in the Water and Sewer Rate Study prepared by Arthur Young & Company. Discussion was held concerning the new employees and positions contained in the proposed budget. Particular discussion was held concerning the proposed additional Assistant to the City Manager. The Council requested an outline of assignments that would be split between the existing Assistant to the City Manager /Director of Administrative Services and the new Assistant to the City Manager. It was suggested that staff make up a revised organizational chart so the Council can better understand how assignments would be handled. Rohnert Park City Council Minutes -4- July 12, 1988 4:00 p.m. The Council concluded its discussion on the proposed 1988 -89 City Budget. Mayor Hopkins opened the floor to the public. Cultural Arts Council Mrs. Susan Richter, Executive Director of the Cultural Arts Council of Sonoma County, and resident Donna Hopley appeared to discuss the Arts Council's request +for a $3,070 contribution from the City. Discussion followed. Upon motion by Councilman Hollingsworth, seconded by Councilman Hopkins, and unanimously approved, the Council recommended that the requested $3,070 to the Cultural Arts Council of Sonoma County be included in the budget, but its final approval would be contingent upon the Rohnert Park Cultural Arts Board of Directors giving a positive recommendation for same. Water and Sewer Rate A brief discussion was held concerning the Water Study and Sewer Rate Study prepared by Arthur Young & Company. Discussion flowed into the legislation being considered at the State level to require water meters in unmetered towns such as Rohnert Park. Adjournment: s I anager er Upon motion by Councilman Eck, seconded by Councilman Lepinski, and unanimously approved, staff was requested to prepare a letter for execution by the full City Council with the letter going to Assemblyman Dan Hauser concerning his proposed bill relative to growth management and its affect on Rohnert Park's growth management plan and the negative impact it would have on our community and sphere of influence. Citv staff wa c r- =e- iii +-A 4.- -- �,a prepare a letter concerning the Boatwright bill which would require the installation of water meters in all unmetered communities and to let area legislators know its impact on Rohnert Park and the fact it would be a large expense to the State since the City's Position would be that any such mandate should be reimburseable under SB90. The Council said that such letter should be sent to Assemblymen Hauser, Filante, and Hansen and to Senators Nielsen and Keene.
