The Council of the City of Rohnert
Park met thii!- date in an adjourned
regular meeting commencing at 4:00
p.m. in the City Offices, 6750
Commerce Blvd., Rohnert Park, CA
with Mayor Hopkins presiding.
Call to Order Mayor Hopkins called the meeting to
order at approximately 4:00 p.m.

Hospital Feasibility A discussion was commenced
Report concerning the April 1988 report
entitled "An A55essment of the
Impact of a Rohnert Park Hospital,"
prepared by Ernst & Whinney of San
Francisco, California. Present and
participating in the discussion with
the Council were: Mr. Larry
Maniscalco and Mr. Jim Hauser, both
with Santa Memorial Hospital; and
Mr. Victor Shimmel and Bob Murray,
both with the firm of Ernst &
Whinney. Also present during the
discussion waiff. Chuck Cowen, the
Administrator for Petaluma Valley
Hospital.

^ The discussion was wide ranging and
touched on various sections of the
report" the City's agreement with
Santa Rosa Memorial Hospital, and a
possible reversion of the hospital
site to the City.
Cochran arrives Councilman Cochran arrived during
the discussion, the time being
approximately 4'30 p.m.
` Discussion continued concerning the
report and the agreement between the
City and Memorial Hospital. Larry
Manisoalco, in response to m
question concerning whether Memorial
Hospital desires to return the land
at this time, responded that
Memorial Hospital would like the
time allowed per the agreement
before it is in default, that would
be to December 31, 1989. He further
indicated Memo riml Hospital would
� like to have six months to come back
' to the City with recommendations for

alternate health care programs that
it feels are in the best interests
of the community in view of
a hospital not being financially
feasible.
After further discussion, Mr. Hauser
from Memorial Hospital indicated
that Memorial Hospital would be glad
to meet with the Council or theh
Council's committee (Cochran &
Lepinski and the City Manager) to
work up a different scenario on how
the parties should proceed from
th�s point.
Charlie Cowen, the Administrator for
Petaluma Valley Hospital, was
invited to comment and
indicated that from Petaluma
Valley~s perspective that Rohnert
Park is still very important to
them. He pointed out that Petaluma
Valley is° unlike many hospitels°
still in the blach and has become an
affiliate, that is an associate

member of the California Health Care
System.
The discussion was terminated with
the Council reque5ting that
the matter of the reversion of the
ownership of the hospital site be
placed on the Council's agenda for
further discussion and with
the understanding that Memorial
Hospital representatives would be
responding with a program that they
feel should be undertaken at this
point.
Redevelopment Bonds Finance Director Harrow reported on
the redevelopment bond bid opening that
occurred today in San Francisco for the
Community Development Agency of the
City of Rohnert Park. He reported
reported that six bids had been
received and that the net effective
interest rate submitted by the
low bidder, Dean Witter Reynolds,
Inc. and Bear Stearns & Company, was
8.2353%. A discussion was held
concerning the bond issue. It was
pointed out that the matter was
scheduled for action by the City
Council and the Community
Development Agency at tonight's
regularly scheduled meeting.
Hollingsworth arrives Councilman Hollingsworth arrived
during the discussion, the time
being approximately 5:15 p.m.

Drive north of Rohnert Park

large insurance firms are looking to
locate facilities and offices in the
community but are reluctant to do so
because of having to be located on
State Farm Drive. He ndicoted he
felt that State Farm Insurance
Company would not object to a name
change as long as the name of State
Farm Drive in front of their
facility between the Rohnert Park

Expressway and Enterprise Drive is
not changed. The Council, by
consensus suggested that the City
Manager Callinan check out the
feelings of State Farm Insurance
Company's head local official
concerning this matter.
A brief discussinn was held
concerning the extension of South
Santa Rosa Avenue to Golf Course
Drive. This stretch of road,
henceforth, will be referred to as
Roberts Lake Road by City staff,
according to City Manager Callinan,
unless the Council determineo
another name for the road. CitV

and olignment of the proposed road
and recapped discussions held with
Cal Trans and County officials
concerning the project. During the
discussion it was pointed out that
no funding assistance for the
project is anticipated from either
the State or the County. It was
pointed out that because of the
alteration necessary to the freeway
offramp that the project may be held
up because Cal Trans officials
indicate that even though it would
be entirely locally funded it maV
have to be included in the State
Transportation Improvement Program
(STIPS) because of the cost of the
project . It was suggested that the
roadway provide a bike path to
connect Golf Course Drive with South
Santa Rosa Avenue. It was also
suggested that staff take a look at
another alignment that Wc:I d allow
the development of the connection
between South Santa Rosa Avenue and
Golf Course Drive without mod ifVirig
the existing freeway offramp° with
this proposed to be accomplished
by moving the new roadway further
eastward than where the existing
roadway exists. Staff indicated the
alignment suggested would be re-
viewed and the matter brought back to
Rohnert Park City Council May 24, 1988

the Council.
Parking Lot City Manager Callinan said he would
like to discuss the proposed parking
lot at the southeast corner of
Commerce Blvd, and State Farm Drive
to get the Council's input
concerning the layout. However, due
to the lateness of the hour, Mayor
Hopkins indicted that the meeting
should be adjourned so the Council
members and others could have dinner
before starting the regular meeting
which commences at 7:00 p.m.
