Minutes of Special Meeting
April 12, 1988
The Council of the City of Rohnert Park met this date in a
special meeting commencing at 4:00 p.m. in the City Offices,
6750 Commerce Blvd., Rohnert Park, California with Mayor
Hopkins presiding.
Call to Order Mayor Hopkins called the meeting to order at 4:00 p.m.
Roll Call Present: (4) Councilmen Eck, Hollingsworth, Lepinski,
and Mayor Hopkins
Absent: (1) Councilman Cochran
Staff present: City Manager Callinan, Planning Director
Skanchy.
Press correspondents present: Rod Brewster of the Petaluma
Argus Courier.
A discussion was held concerning the City's planning process;
that is, how applications for development plans are
processed, and how, if it so desired, that the Council
could provide early input and policy direction to the City
staff and the City Planning Commission. The discussion was
wide - ranging and touched on the new development taking place
in the southeastern section of the city in the area recently
annexed, Sonoma State University's housing needs, the
possibility of the City reserving some area to accommodate
future University housing needs, and the advisability of
reviewing the City's General Plan and how to handle the
planning in the City's sphere of influence.
In connection with the planning of the city, City Manager
Callinan reported on the future water entitlement of 12
million gallons per day requested from the Sonoma County
Water agency aqueduct system by City engineer Brust to
accommodate the population that staff projects will develop
in the present city sphere of influence if, in fact, city
services are extended to the area.
A discussion was also held concerning the Canon Manor Subdivision
on the eastern edge of the city in the area south of Sonoma.
State University. Discussion concerned problems the area
is having with water wells, sewer septic systems, and poor roads
which makes providing of fire protection service to the area
difficult. City Manager Callinan reported on a discussion he
and City Engineer Brust had with Supervisor Rudee and County
Director of Public Works Don Head concerning the Canon Manor
area. He relayed to the Council Supervisor Rudee's request
for an indication of willingness on the part of the Council
to assist the County in resolving the problems of the area.
The Council members indicated that staff should express

situation, and authorized staff to keep discussing possiblE.
solutions with the County. The Council indicated that the City
would also consider providing water and sewer service, but
not necessarily annexation if that approach would help the County
solve the problem.
A discussion was held concerning the pros and cons of doing
General Plan update and also the pros and cons of master
planning the large area of the sphere of influence as opposed
to incrementally planning it as services are extended to
specific areas and annexation is considered.
City Manager Callinan reported on a water line that is being
planned that would extend from Sonoma County aqueduct
adjacent to the railroad and extend eastward under the
freeway in Wilfred Creek so as to provide service to the
northern part of the city, particularly Neighborhood F and
Neighborhood G, noting that in F section iron bacteria is
being experienced in the water and in G section occasionally
pressure problems occur because of the higher elevation of
the eastern G section area. He indicated that City Engineer
Brust has been instructed to proceed on the project as an
emergency to get it designed as soon as he can so it can be
built as soon as possible.
