CALL TO ORDER Vice -Chairperson Striplen called the regular meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Led by Commissioner Austin Dillon. 3. READING OF THE LAND ACKNOWLEDGEMENT The City of Rohnert Park acknowledges Indigenous Peoples as the traditional stewards of the land. Let it be acknowledged that the City of Rohnert Park is located within the traditional homeland of the Federated Indians of Graton Rancheria, comprised of Coast Miwok and Southern Pomo peoples. 4. ROLL CALL Present: Charles Striplen, Vice Chairperson Marc Orloff, Commissioner Austin -Dillon, Commissioner Absent: Matthew Epstein, Chairperson Fanny Lam, Commissioner 5. PUBLIC COMMENT None. 6. CONSENT CALENDAR - ADOPTION OF MINUTES 6.1 Approval of the Draft Minutes of the Planning Commission Regular Meeting of January 25, 2024. ACTION: Moved/Seconded (Orloff/Austin-Dillon) to adopt the Minutes of the Planning Commission Meeting of January 25, 2024. Motion carried by the following (3-0-2) roll call vote: AYES: Austin -Dillon, Orloff, Striplen, NOES: None; ABSENT: Epstein and Lam 7. 10. AGENDA ITEMS 7_1 PUBLIC HEARING — CONDITIONAL USE PERMIT - File No. PLUP23-0005 — Owner/Applicant: Harry Tucker — Consideration of Resolution 2024-02 for a Conditional Use Permit to allow a Tattoo Studio within the C-N/Neighborhood Commercial zoning district. The property is located at 131 Southwest Boulevard (APN 143-150-052) Assistant Planner, Suzie Azevedo provided a brief PowerPoint presentation. Ms. Azevedo responded to Commission questions and the applicant, Harry Tucker, was acknowledged and responded to questions and comments from the Commission. Vice -Chairperson Striplen opened the public hearing. There being no comment, Vice Chairperson Striplen closed the public hearing. ACTION: Moved/Seconded (Austin-Dillon/Striplen) to adopt Resolution No. 2024-02 for a Conditional Use Permit to allow a Tattoo Studio within the C-N/Neighborhood Commercial zoning district. The property is located at 131 Southwest Boulevard (APN 143-150-052) Motion carried by the following (3-0-2) roll call vote: AYES: Austin -Dillon, Orloff, Striplen, NOES: None; ABSENT: Epstein and Lam ITEMS FROM THE PLANNING COMMISSION Commissioner Austin -Dillon stated he will not be in attendance for the 2/22/24 PC meeting. ITEMS FROM THE DEVELOPMENT SERVICES STAFF Associate Planner, Elliott Pickett shared that at the February 22, 2024 meeting, the Commission will consider a Site Plan and Architectural Review, and Conditional Use Permit to allow the development and operation of a vehicle dealership and rental business (Pape Machinery) in the IL-C (Limited Industrial, Commercial Overlay) district. 11.
