2022/01/20 Senior Citizens Advisory Commission Minutes CILIPOAHIP SENIOR CITIZENS ADVISORY COMMISSION AND FRIENDS OF THE ROHNERT PARK SENIOR CENTER JOINT REGULAR MEETING REGUALR MEETING MINUTES Thursday, January 20, 2022 12:30pm The Senior Citizen Advisory Commission and Friends of the Rohnert Park Senior Center of the City of Rohnert Park met this date at the Rohnert Park Senior Center for a regular meeting to commence at 12:30pm. 1. SENIOR CITIZENS ADVISORY COMMISSION—CALL TO ORDER/ROLL CALL Chair Pekkain called the meeting to order at 12:40pm. Present: Jim Pekkain, Chair Gary Coffman, Vice-Chair Phyllis Transue, Commissioner Alice Kibwaa, Commissioner Absent: Mark Galipeau, Commissioner Staff Present: Cindy Bagley, Director of Community Services Tiarra Warner, Community Services Manager Amanda Foley, Community Services Supervisor 2. PUBLIC COMMENTS None 3. APPROVAL OF MINUTES Moved/Second (Transue/Coffman) to approve meeting minutes for the regular meeting of July 15, 2021. The motion was carried with the following 4-0-0-1 vote.AYES: Pekkain,Coffman,Transue, Kibwaa. NOS: None; ABSTAINS: None; ABSENT: Galipeau 4. SELECTION OF SENIOR CITIZEN ADVISORY COMMISSION OFFICERS 2022- CONSIDERSATION OF NOMININATIONS AND SELECTION OF CHAIR AND VICE CHAIR. a. Selection of Chair b. Motion/Vote Action: Moved/Second(Coffman/Kibwaa)to approve nomination of Commissioner Pekkain as Chair for the Senior Citizen Advisory Commission. The motion carried with the following 4-0-0-1 vote. The motion carried with the following 4-0-0-1 vote. AYES: Pekkain, Coffman, Transue, Kibwaa. NOS: None; ABSTAINS: None; ABSENT: Galipeau 5. SENIOR CENTER REPORT a. Community Services Supervisor i. Senior Center Update Community Services Supervisor, Foley reported to help mitigate the spread of COVID-19,the Senior Center has temporarily suspended eating and drinking and has closed the coffee bar. Foley stated classes taking place at the center include Line Dancing and a new Chair Yoga class. Foley announced the Senior Center will be hosting a Valentine's Day Social on February 14. Foley also announced the Senior Center will be hosting a Two-Step Twos-Day event on 2-22-22 where seniors are invited to come learn how to line dance. Foley reported the Senior Center is planning the return of the Senior Prom on April 2, 2022. ii. Council on Aging Update Community Services Supervisor Foley reported Council on Aging has temporarily suspended congregate dining due to the surge in COVID-19 cases. Council on Aging is aligning their plans with the health order and will resume congregate dining after February 11. During the closure, Council on Aging will continue to provide the five day frozen meal pack pickups. Prior to the closure, Council on Aging had been serving 12 people on average for congregate dining. iii. Bingo Update Community Services Supervisor Foley reported Friday night Bingo returned to the Senior Center on August 27. Since the return of Bingo, $27, 0478.82 has been brought in. Foley reported that with the current health order, Bingo has temporarily been canceled with plans to resume on February 18. 6. FRIENDS OF THE ROHNERT PARK SENIOR CENTER REPORT a. Friends of the Rohnert Park Senior Center Bylaw Review Director of Community Services, Bagley explained that the Friends of the Rohnert Park Senior Center is the body that hosts Friday Night Bingo at the Senior Center. Bagley stated the City cannot run a Bingo game, but a senior services organization can, which is the Friends of the Rohnert Park Senior Center. Bagley explained the Senior Citizen Advisory Commission are also the board members of the Friends of the Rohnert Park Senior Center. Parks and Recreation Liaison, Borr made the suggestion to amend Article 4 Section 1 of the bylaws. This amendment will be added as an agenda item at the next Senior Citizen Advisory Commission. b. Disbursement of Bingo Funds for Fiscal Year 2022-2023 Director Bagley asked the commission if they have any input or ideas about how they would like Bingo money to be spent at the Senior Center. Parks and Recreation Liaison Borr suggested using funds for projector/AV equipment. The commission did not have any specific ideas. Bagley reported should any big projects come up, a Special Meeting could be scheduled to discuss. vow ElT PAR, 19? 62 CALIPOtNII 7. CITY COUNCIL LIAISON REPORT Mayor Elward announced the reorganization of the City Council with her being Mayor and Willy Linares as Vice-Mayor. Mayor Elward discussed the City is working on redistricting maps and encouraged the commission to go online to submit maps. Mayor Elward stated Public Safety has welcomed five new officers. Mayor Elward discussed the Roberts Lake encampment. 8. PARKS AND RECREATION LIAISON REPORT Parks and Recreation Liaison Borr, announced the reorganization of the Parks and Recreation Commission with the new Chair being Ed Chasco, and the Vice-Chair being Jeff Tatman. Liaison Borr announced a grant was applied for Lydia Park. The grant is to improve neighborhood parks. COMMUNITY SERVICES DIRECTOR REPORT a. Building/Project Update Director of Community Services, Bagley announced the City has adopted a two year capital improvement budget and discussed projects that were approved. Chair Pekkain asked about tennis court resurfacing. Director Bagley stated tennis court resurfacing is in future plans, but is not included in this round of capital improvement projects. Director Bagley shared with the commission that Alicia Park did not get awarded the Prop 68 grant, however there is another$3 million grant that Alicia Park will be applying for. b. Park Audit Update Director Bagley provided an overall summary of the park audit and thank the Senior Citizen Advisory Commissioners who attended. c. Special Events Director Bagley provided an update on I Heart Rohnert Park. 9. COMMUNICATIONS None. 10. MATTERS TO/FROM COMMISSIONERS Chair Pekkain requested adding commissioner attendance as an agenda item for the next meeting. 11. ADJOURNMENT There being no further business, Chair Pekkain adjourned the regular joint meeting of the Senior Advisory Commission and Friends of the Rohnert Park Senior Center at 1:53pm.
