May 18, 1981
The Council. of the City of Rohnert Park met this day in a
Special Meeting in the City Offices, 6750 Commerce Boulevard,
Rohnert Park with Mayor Carbone Presiding.
The meeting was called to order by Vice Mayor Cavalli at
7:00 p.m.
Present: Councilmen Cavalli, Hopkins, Roberts,
Stewart and Carbone
(Stewart and Carbone arrived just after the meeting
had been called to order.)
Staff present for the meeting: City Manager Callinan
City Manager Callinan explained that the meeting had been
called by the Mayor at the request of Councilman Roberts in
order to consider a proposal to be submitted by Santa Rosa
Memorial Hospital to develop health services in Rohnert Park.
He introduced Mr. Arthur Crandall and Mr. Larry Maniscalco,
the Administrator and Director of Planning, respectively, for
the Santa Rosa Memorial Hospital and also Miss Susan Corning
of Book, Allen E Hamilton, the consulting firm engaged by
Santa Rosa Memorial 11ospital.
Also introduced was Dr. Don Davin, DDS, who served with Council-
man Roberts on the Santa Rosa Memorial SHJ)COTI)Tflittec for planning
facilities for Rohnert Park, the appointment of Councilman
Roberts and Dr. Davis having been made by the City Council.
Councilinan Roberts gave a background report on the Council
appointments and the meetings that he and Dr. Davis had with
representatives of Santa Rosa Memorial Hospital and the
Long Range Planning Commit: tee of the hospital.
Mr. Crandall then gave a verbal report on the planning efforts
of Santa Rosa Memorial 11ospital. He cited the make-up of the
planning subcommittee and advised that the subcommittee had
made a recommendation to the hospitaVs Long Range Planning
Committee which, in turn, made a recommendation to the Board
of Directors of the hospital which, in turn, made a recommenda-
tion to the Sisters of Orange, the operators of the hospital,
that provision be made to supply health service facilities in
Rohnert Park.
Susan Corning of Booz, Allen E Hamilton was then introduced and
reviewed the May 18, 1981 document entitled "A Proposal to
Develop Health Services in Rohnert Park." copies of which pro-
posal were disseminated to the Council members and to others
present.

Mr. Crandall again commented indicating that it is the hospital's
hope that the Council would appoint a representative to work
with the hospital to implement: the preparation of a master plan
and that the Council would consent to the use of the city's land
for the development of the entire complex proposed by Memorial
Hospital; that is, the initial_ office facilities and the eventual
hospital. He indicated that the hospi.tal would like a six (6 )
month period to work with the city and to examine the proposal in
detail to prepare a master plan and to get the necessary Legal
counsel to protect the :interests of both parties. He requested
that in the next six (6) months negotiations by the city would
be held only with Santa Rosa Memorial Hospital and with no other
hospital. firms.
Discussion followed.
Mrs. Betty Fredericks, 242 Alden Avenue, was recognized. and
Basked Mr. Crandall what: the hospital's philosophy is on abortions
and on tabulation operations. Mr. Crandall indicated that they
are not permitted at Memorial I-Iosp:i.tal and would not he permitted
at the new hospital. Discussion followed.
Mr. Crandalll explained the present building program that Memorial
Hospital is involved in in Santa Rosa. Discussion followed.
Mr.. Maurice Fredericks, 242 Alden Avenue, was recognized and
indicated to the Council members that they should use caution
since they are being romanced by entities interested in eventually
establishing a hospital. in R.ohnert Park. He indicated that the
Council should decide what the city's goal .is, what: the community
wants, and be careful of the type of associations made. Dis-
cussion followed.
Councilman Roberts made a motion which was seconded by Councilman
Hopkins to grant the exclusive six (6) months negotiation or
option period as requested by representatives of Santa Rosa Memo-
rial Hospital with respect to developing health service facilities
on the city owned hospital. site.
Discussion was held as to whether or not it was appropriate to
hold off Council action until the next. Council meeting. Council -
men Cavall.i and Stewart: expressed their feelings that a vote on
the matter should be deferred u:nti.l the next regular City Council
meeting.
Councilman Roberts' motion was approved by the following roll.

Meeting City Manager C al.linan reminded the Council of the Wednesday,
May 27, 1981 joint meeting to be hold in Novato of the ,Marina

and Sonoma County Mayors and Councilmen. All of the Council
members indicated they would be attending the meeting.

Foley and Burk City Manager Callinan distributed to the Council a May 18th
memo from Planning Director Skanchy reporting on the action
of the Planning Commission approving a carnival to be held
May 21st through May 24th on property along the Rohnert Park
Expressway.
File No. 0785 City Manager Callinan distributed -to the Council- a May 18th
memo from Planning Director Skanchy reporting on the Planning
Commission's action in approving a use permit for Long Beach
Redwood Shavings, Inc. to operate on the west side of Redwood
Drive. He indicated that the Commission's approval of the use
permit was being called up for review by Councilman Roberts.
The other. Councilmen indicated concurrence in calling the
matter up for review of the City Council.
Municipal Homeowners
Insurance City Manager. Callinan advised the Council members of a meeting
to be held on Thursday, May 21st, in San Mateo concerning the
Municipal Homeowner's Insurance concept and invited any Council-
man interested to attend said meeting.
There being no further business the meeting was adjourned at
approximately 8:30 p.m.
