January 12, 1981
The Council of the City of Rohnert Park met this date
in regular session commencing at 7:00 p.m. in the City
Offices, 6750 Commerce Boulevard,'Rohnert Park, with
Mayor Stewart presiding. The regular session was preceded
by an executive session which commenced at 7:00 p.m.
and at which all Councilmen, except Councilman Hopkins,
and City'Manager Callihan were present and which was
held`t,o discuss personnel and litigation matters.
Call to Order
Mayor Stewart called the meeting of`the .regular session
to order at approximately 7:40 p.m. and led the pledge
of allegiance.
Roll Call
Present: (4) Councilmen% Carbone, Cavalli, Roberts and
Stewart
Absent: (1) Councilman Hopkins (sick)
Staff present for all or part of the meeting: City
Manager'Callinan- and `City Attorney Flitner.
Invocation
Rev. David'Smith, Berean Baptist Church of Rohnert Park,
was present and gave the invocation to start the.new
year.
Approval of Minutes
Upon motion of Councilman Cavalli, seconded by Councilman
Carbone; and unanimously approved, the minutes of December
26, 1980 were,approved'as submitted.
Approval,-of Bills
- City Manager Cillinan, referring to Project No. 1980-
2 for Sunrise Park, requested that Progress Payrpent No.,
1 in the amount of .$132,748.51 for Valley Crest Landscaping
be added td the bills for approval.
Upon motion of Councilman Roberts, seconded by Councilman.
Carbone, and unanimously `approved,.the;.bills presented
per the attached list in the amount of $775,214.36, including
the bill received from_Valley Crest Landscaping in the "
amount of 5132,748.51, were approved..
Ordinance No. 379
AN ORDINANCE AMENDING THE ROHNERT PARK MUNICIPAL CODE,.
T7TLE`15, SECTION 15x40.020 ,(Capital Outlay Fund Fees
Adjustment for Increase in Cost of Construction Index)
City Manager Callinan explained the ordinance and advised
that a letter had been received from Dewayne Strawther,
Fairway Homes, Inc, objecting to the increased fees.
Upon motion of Councilman Carbone, seconded by Councilman
Roberts, and unanimously approved.by the following voice
vote, reading of Ordinance No. 379 was waived and said
ordinance was adopted.

Project, final map approval (.47 condominium units located
at Camino Corto and Avenida Cala) and authorizing the Mayor
to execute appropriate subdivision agreement prior to the
map being released for recording.
Upon motion of Councilman Carbone, seconded by Councilman
Roberts, and unanimously approved, reading of Resolution
Nos. 81 -01 through 81 -11 was waived and said resolutions
were adopted and the final map for Cielo Vista Subdivision
was approved.

RESOLUTION AMENDING PER ACRE FOR DEVELOPMENT CHARGE
City Manager Callinan explained the resolution.
Upon motion of Councilman'Roberts, seconded by Councilman
Carbone,'and,unanimously approved,reading of Resolution
No. 81 -12 was waived and said resolution was adopted.
Youth Advisory
A young man representing the Youth Advisory Commission
Commission _.
was recognized` and requested that the scheduled public
appearance by'representatves of that body be postponed
until the January 2.6,'1981 City Council meeting when all
commission members could be present. The Council concurred.
Mobile Hame Advisory.
City Manager,Callinan distributed to each Council member
Committee
a copy of Resolution No. 80 -55 establishing the Mobile
Home Advisory Committee.
Mr. Bill Adams, 184 Madrigal, was recognized and commented
about the membership of the llobile Home Advisory Committee
established-by Resolution No. 80- 55'and what he felt was
undue pressure to remove himself from the position of representing
both the Rancho Feliz'Associationrand the Mobile Home Advisory
Committee. Discussion.followed.
Indiscriminate
Mr. Paul Gregorian, 5739 Davis Circle, was recognized

and spoke about being the recipient of unwanted newspapers._
Newspapers.
Mr. Gregorian noted that an accumulation of newspapers
;showed that the homeowner was not home thereby inviting
theft and that papers deteriorate and become unsightly.
Mr. Gregorian requested that the City Council adopt an
ordinance to handle the indiscriminate distribution of
newspapers. Discussion followed,'
The Council directed that staff prepare an ordinance con -
cerning distribution of unwanted material for consideration
at the January 26, 1981 meeting.
So.Co.Community Discussion was initiated concerning a letter from the Sonoma
Recycling Center 'County Community Recycling Center offering to set up an
office paper recycling program for the city. City Manager
Callinan- informed that a past recycling program set up
for City Hall was not found to be cost effective. The Council
took'no action concerning this matter.

East Cotati /Adrian
City'Manager Callinan reviewed his January 8, 1981 Council
Planters
meeting memo concerning the two planters located on the east
and west side of Adrian Drive at East Cotati,Avenue And
Federal Revenue
whether`or not the most easterly planter should be removed
Sharing Hearing
and the westerly planter be `repaired. Discussion followed,
The Council indicated that the planter on the east side'
of Adrian Drive at East Cotati Avenue should be removed
and the planter on the'west side at the same intersection
should be repaired.
Communications
Communications per -the attached outline were brought to
the attention of the City Council. No action was taken
on any communications except as specifically noted in these
minutes.

City. Manager Callinan' referred the Council to his Council

the matters on`the City Manager's Report section of the
meeting' agenda.
Federal Revenue
City Manager Callinan informed that he had held a public
Sharing Hearing
hearing immediately preceding the Council meeting to receive
input concerning the use of funds received under the Federal
Revenue Sharing Program for the entitlement period from
September 1, 1980 to October 31, 1981. He informed that
a�public hearing was,also scheduled for the January 26, 1981
City Council meeting in order to receive additional input
concerning the use of funds and to consider amending the
City's 1980, -81 Budget to include approximately $390,069
in Federal Revenue Sharing funds. Mr. Callinan's recommendations
for use of the funds will be presented for consideration at
the January 26, 1981 hearing.
Transit: Needs
Discussion was initiated concerning the County's transportation
needs and service provided by;the Golden Gate Bridge,
Highway and Transportation District.
Upon motion of Couneilman'Carbone, seconded by Councilman
Roberts, and unanimously approved, the City Council went
on record as 'supporting creation of a committee made up
of the cities and County elected officials to meet and
confer on transportation needs for Sonoma County.

Councilman Carbone Councilman - Carbone left the Council Chambers at this point

Lee Schultz City Manager,Callinan informed that former CETA employee
Discrimination Assistant Community Services.Officer Lee Schultz had filed
Complaint a discrimination complaint with the State Department of
Fair Employment and,Housing. He advised that Mr. Schult,z,
failed the physical examination for the Community
Services Officer position.

Councilman Roberts requested that a new year's calendar
be obtained for the.Council Chambers.
City Attorney Flitner informed that he was pursuing the
possibility of having the Public Utilities Commission hold
...locally its..4paring concerning-the proposed pedestrian cross-
inA, over Copeland Creek * at the railraod tracks.
City Attorney Flitner informed that the city's billboard
,suit against.Na:tional Advertising will be set for trial
dur ing February.
City Attorney Flitner informed an ordinance concerning
prima facia speed limits on various streets within the
city would be presented for Council consideration at the
January . 26, 1981.meeting.
City Attorney Flitner advised that he would also be present-
ing an ordinance concerning the National Flood Insurance
Program, at the Council's January 26, 1981 meeting.
Councilman Carbone returned to the Council Chambers at
this point,in.the meeting, the time.being approximately
8:40 p.m.
Councilman Cavalli- Councilman Cavalli stated for the record that he was working
Part-Time Work for "California Golf-T I ennis'as a marshal at the Mountain
'Shadows Golf Courses one day a week in exchange for free
green fees. Discussion followed.

Councilman Cavalli informed that a gentleman golfer had
suffered a heart attack at the golf course recently and
suggested that a map be prepared showing emergency access
from streets, fairways and backyard gates of residences
along the golf courses.
City Manager Callinan said tha't he would have such a map
prepared by the Department of Public Safety.
,Councilman Carbone initiated 'a brief discussion concerning
Council assignment changess'especially with reference
to Councilman Cavalli being a member of the Golf Course
committee and working part-time for California Golf-Tennis.,
The Council indicated that it would defer this matter until
the Council is reorganized.
Mobile Home Rent
Mayor Stewart informed thatthe Mobile Home Advisory Committee

had not taken a position on the mobile home rent rev-Lew
matter and that the committee is also working on a random
sampling of the cities in Sonoma,County concerning preparation
of the consumer price index for the County.
Bus Service
Mrs. Ester kiiaus'6,'i Lcis'Casitas, was recognized and commented
Routes 10 and 12
on inadequate bus service provided by Routes 10 and 12, that is
service is' terminated at 7:00 p.m. in the evening, therefore,
individuals are not able to use the bus to attend evening
classes or nighttime cultural events at Sonoma State University.
She also encouraged the Council to move ahead with the
installation of traffic signal's at Adrian Drive and South-
west,B6ulevard.
Hospital Facility/
Mr. Bill Adams', 184,.Madrip,,al, was recognized and expressed
Brown Act
concern that Petaluma Valley Hospital was lobbying against
building a hospital facility in Rohnert Park.
Discussion. followed during which it was explained that both
Memorial Hospital and Petaluma Valley Hospital were conducting
,surveys throughout the community to determine medical
needs for Rohnert Park.
Mr. Adams also expressed concern that the Council might
be in violation of the Brown Act by meeting with the Petaluma
Valley Hospital Board of Directors, on Monday, January 19,
City Manager C'allinan informed that it was not unusual
for the Council to get together socially with other elected
bodies, such as the school board, and that the press is always
invited and that such meetings do not violate the Brown Act.
Project No. 1980-2 City Manager Callinan informed that staff had applied, for
Sunrise Park a supplemental`Land and T4ater Conservation grant to develop
Sunrise Park and that itappearled.that the city would receive
almost all 'of the" suppleffle'li'Lal funds requested.
