1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING/CITY COUNCIL SPECIAL MEETING - CALL TO ORDER/ROLL CALL
Mayor Adams called the meeting to order at 3:00 p.m., which was legally noticed on February
23, 2024.
Council Present: Susan H. Adams, Mayor
Gerard Giudice, Vice Mayor
Jackie Elward, Councilmember(arrived at 3:15 p.m.)
Samantha Rodriguez, Councilmember
Emily Sanborn, Councilmember(arrived at 3:05 p.m.)
Staff present during open session(5:00 p.m.): City Manager Piedra, City Attorney Kenyon,
Public Safety Director Mattos, Human Resources Director Cannon, Deputy Chief Johnson,
Director of Development Services Giudice, Director of Public Works Garrett,Animal
Shelter Coordinator Zeldes, Housing Manager Garcia, Information Systems Technician
Azevedo, Information Systems Operations Manager Cotter, and Assistant City Clerk
Machado.
2. TIME CERTAIN 3:00 P.M.: RECESS TO CLOSED SESSION IN CONFERENCE
ROOM 2A TO CONSIDER:
Mayor Adams made the closed session announcement pursuant to Government Code
54957.7 and Council recessed to closed session in Conference Room 2A at 3:00 p.m. to
consider:
A. Personnel Matters (Government Code § 54957): Public Employee Annual Performance
Evaluation-Title: City Manager
B. Mayor Adams reconvened the Joint Meeting Open Session at 5:00 p.m. and all
Councilmembers were present.
Mayor Adams reported the Council will return to Close Session after the Open Session Items are
completed.

A. Presentation from Kelly Bass Seibel, Community Engagement Vice President,
Sonoma County Tourism Regarding Sonoma County Industry/Tourism Status
Kelly Bass Seibel, Community Engagement Vice President, was joined by Brian Marchi, Board
of Directors Chair, and Claudia Vecchio, President and CEO. Claudia Vecchio provided an
overview of the current industry performance, non-visitor study conducted by Sonoma County
Tourism, and Sonoma County Tourism's marketing approach and business development
initiatives.
B. Presentation from Jack Anderson and Mitch Marshall, Co-Owners of Illuminate
Sober Living, Regarding the New Men's Sober Living Home in Rohnert Park
Jack Anderson and Mitch Marshall provided an overview of Illuminate Sober Living's purpose,
services, and structure.
6. SSU STUDENT REPORT
A. By Taylor Frickman, Senator of External Affairs, Sonoma State University
Associated Students, Inc. (SSU ASI)
Taylor Frickman was unable to attend the meeting.
7. DEPARTMENT HEAD BRIEFING

Steve Keith spoke about the importance of accessibility for in person meetings.

9.D Adopt Resolution 2024-011 Authorizing an Application for and Receipt of Prohousing
Incentive Pilot Program (PIP) Funds (CEQA Status: Not a Project Under CEQA, per
CEQA Guidelines 15378(b)(4))
9.E. Adopt Resolution 2024-012 Authorizing City Manager to Execute a Memorandum of
Understanding (MOU) with the City of Cotati for Animal Licensing Services through

9.F Adopt Resolution 2024-013 Authorizing the City Manager to Execute an Agreement with
the UC Davis, Koret Shelter Medicine to Accept $16,000 in State Grant Funding for

Animal Behavior Training; and Authorize the Finance Director to Appropriate the Funds

9.G Adopt Resolution 2024-014 Finding the Southwest Boulevard Waterline Replacement
Project(Project 2020-23W) Exempt from CEQA Pursuant to CEQA Guidelines Section
15301, Approving the Plans and Specifications, Awarding the Construction Contract to
Team Ghilotti, Inc. for $1,787,141, Authorizing the City Manager to Approve up to
$268,071.15 (15%) in Change Orders, and Authorizing Task Order 2024-01 with GHD,
Inc. for Construction Management Services for a Total Amount of 310,050.00
ACTION: Moved/seconded (Giudice/Rodriguez)to approve the consent
calendar.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:
Elward, Rodriguez, Sanborn, Giudice, and Adams,NOES: None,
ABSENT: None, ABSTAINS: None.

1. Education Committee Special Meeting (2/15)
Councilmember Rodriguez reported the meetings had been a fusion of two committees:
the Education Committee and Cotati-Rohnert Park Unified School District 2x2x2
Committee. Councilmember Rodriguez will be meeting with the Superintendent to see if
they are able to take on calling for the meetings for this year, and if they are not, the City
of Rohnert Park, City of Cotati, and Sonoma State University will share the
responsibility for the meetings so they can continue to speak about working together for
the benefit our students.
B. Liaison Reports:

Councilmember Rodriguez reported on this meeting.

12. COMMUNICATIONS
Vice Mayor Giudice announced the Rotary Club will do a peace garden cleanup on March 9,
2024, at 9 a.m. and invited members of the public to attend.
Councilmember Rodriguez announced the Sonoma County Historical Society is having a
luncheon on March 10, 2024, on Thursday, February 29, 2024 the North Bay Business Journal
will host an Economic Summit,tonight, February 27, 2024 there is a dine and donate at all of the
Mary's Pizza Shack in Sonoma County to raise money for the homeless and at-risk jobs resource
fair, and on March 15, 2024 there will be a Women in Street Art session at Sonoma State
University.
Mayor Adams stated she received a letter saying congratulations on the removal of the homeless
encampment at Robert's Lake.

2. RECESS TO CLOSED SESSION IN CONFERENCE ROOM 2A TO CONSIDER:
Mayor Adams made the closed session announcement pursuant to Government Code
54957.7 and Council recessed to closed session in Conference Room 2A at 6:02 p.m. to
consider:
A. Personnel Matters (Government Code § 54957): Public Employee Annual Performance
Evaluation - Title: City Manager
B. Mayor Adams announced that the Council will report on closed session at its next regular
council meeting (Government Code §54957.1)
