7.1 PUBLIC HEARING – NEGATIVE DECLARATION AND AMENDMENTS TO
ROHNERT PARK GENERAL PLAN, HOUSING ELEMENT UPDATE 2023 TO 2031
Consideration and recommendation to the City Council on the adoption of a Negative
Declaration (Resolution 2023-01) and amendments to the General Plan (Resolution 2023-02) to
adopt Housing Element Update 2023-2031 of the General Plan. The Housing Element Update
sets forth the City’s eight-year strategy to preserve and enhance the community’s character,
expand housing opportunities for all economic segments of the population, and provide guidance
and direction for local government decision-making on all matters related to housing.
Jenna Garcia, Housing Manager provided a PowerPoint, supported by 4Leaf contractors Elliott
Picket and Jane Riley. Ms. Garcia, highlighted the project in the following areas: background,
dtrategy, housing sites, public outreach, housing element goals, overview of programs, balance
of housing types, provision of affordable housing, preservation and improvement of the City’s
existing housing, and Regional Housing Needs Allocation (RHNA) targets along with
recommendation and next steps.
The Commission participated in a discussion and offered the following comments:
• Rezoning, to meet RHNA and the potential to cause problems with the nearby schools.
• Administrative List of Additional Sites, i.e. Roberts Lake, Gold Ridge, School
District property, areas near the fire station and Rohnert Park Expressway.
• Commissioner Epstein, Questioned the No Net Loss Law, and if the RHNA Targets were
by unit or square footage. He also wanted to know the JADU’s and ADU’s fire code
requirements. Mary Grace Pawson, Director of Development Services added details
about the State of California’s ADU and JADU building and fire code standards.
• Chairperson Austin-Dillion thanked Ms. Garcia for reviewing and including public
comments from the community on the Housing Element.
• Public Comment on the Housing Element was given by Calum Weeks, Policy Director
for Generation Housing and Jake Mackenzie former elected official and long-time
resident.
ACTION: Moved/Seconded (Orloff/Austin-Dillion) to adopt Resolution No. 2023-01 of the
Planning Commission of the City of Rohnert Park recommending the City Council adopt a
Negative Declaration and make certain findings as required by the California Environmental
Quality Act (“CEQA”) in connection with the approval of General Plan Amendment adopting
an update of the Housing Element for the period of 2023-203.

Chick Fil-A Drive Thru Modification

RECOMMENDED ACTION: Staff recommends that the Planning Commission adopt Resolution No.
2023-03, approving Conditional Use Permit/Site Plan and Architectural Review for drive-through
modifications to the existing Chick-Fil-A restaurant to include a dual lane drive-through operation, site
improvements to the parking and landscape areas and addition of “Face to Face” and “Order Meal
Delivery” canopies (Figure 1: Location Map). This proposal is consistent with the Regional Commercial
land use designation in the General Plan and the associated C-R: Regional Commercial zoning district.
Surrounding uses include Krispy Kreme to the south, Oil Stop to the north, and Highway 101 to the east.

BACKGROUND: The project is located on a 1.5-acre parcel (originally built as Fresh Choice
restaurant) in the northern portion of the City in an area predominately characterized by existing

developed parcels with commercial retail and restaurant-style businesses. It is located adjacent to
Golf Course Drive interchange with the 101 freeway and is the middle of three parcels developed
together, with a car wash/auto service station to the northwest and the current Krispy Kreme
(previously El Torito) restaurant to the south. In 2015, a Conditional Use Permit/Site Plan and
Architectural Review were approved to convert the existing Fresh Choice restaurant to a Chick-
Fil-A restaurant with a single drive-thru.
The applicant, Nancy Carreras/Interplan on behalf of RP Taft 711 LLC, proposes to expand the
drive-through operation from one lane to two lanes. The proposal also includes the replacement
of landscape planter islands, and the addition of a Face to Face (F2F) canopy and Order Meal
Delivery (OMD) canopy. The project will also reconfigure parking spaces immediately sur-
rounding Chick-Fil-A.
This includes implementing angled parking and repositioning parking spaces, which would result
in a decrease of 7 parking spaces.
Project Details
Traffic Circulation and Parking: There are two entrance driveways serving the subject prop-
erty and the two adjacent sites, Oil Stop Carwash at the corner of Redwood Drive and Golf
Course Drive and Krispy Kreme to the immediate south. The access and parking areas are shared
by all three businesses and there are reciprocal easements for joint use of the facilities. The appli-
cant has submitted a parking and traffic circulation analysis to address current conditions associ-
ated with the drive-through operation and the effects the proposed improvements will have on
the subject site and surrounding area with respect to parking and on-site circulation.
The analysis submitted is included in Attachment 2 to this report.
Two separate striped northbound lanes will be provided upon entry from Redwood Drive to al-
low for access to both Krispy Kreme and Chick-Fil-A. Each lane will be marked with directional
arrows and striping to direct traffic to the appropriate drive-through. For vehicles that intend on
entering the Chick-Fil-A drive-through but are instead in the Krispy Kreme drive-through lane,
“One Way’ roadway markings will be provided to lead vehicles around the northside of the
Chick-Fil-A to enter the drive-through from the west. “Keep Clear” markings at the exit of the
Krispy Kreme drive-through will be updated upon reconfiguration of the drive aisle, which will
prevent potential spillback from the Chick-Fil-A drive-through from blocking the Krispy Kreme
drive-through exit. The reconfiguration of the drive aisle will also slightly shift two landscape

The proposed site reconfiguration will construct the double-lane drive-through with two order boards and
a single pick-up window, with associates walking orders to vehicles in the outer lane. Associates will be
able to access the outer lane via a striped crosswalk on the west side of Chick-Fil-A. The existing drive-
through currently allows approximately eleven vehicles, and with the addition of the second drive-through
lane, a capacity of approximately 30 vehicles (600 feet) would be accommodated before a queue begins to
form outside of the drive-through lanes. Given this configuration, queueing at the Chick-Fil-A should no
longer affect circulation for the neighboring Krispy Kreme and Oilstop operations. (Figure 3: Drive-

Traffic Management Plan: The applicant has submitted the following Traffic Management Plan. The
plan identifies the layout of peak and non-peak service at the drive-through operation location:
Peak Time. Peak times are between 12:00 p.m. and 2:00 p.m. or when there are 24 vehicles in the drive-
through line and/or drive-through stacking capacity blocks the drive-through bypass lane. During peak
time operations ten to eleven team members will be outside to manage the flow of traffic in the drive-
through by doing the following:
• One traffic controller at the drive-through entrance will direct the drive-through line and
encourage cars to move forward as the line moves forward.
• Four to five team members to take orders and accept credit card or app payments;
• One cash person;
• Two food runners outside; and
• Two food runners outside to deliver curbside pick-up orders to the designated parking
spaces.
During the peak time, the pass-by lane will be used as an additional food pick-up lane where cars will not
merge but rather move forward and an employee will bring their food. This will allow these cars to exit
the property.
Non-peak Time. Non-Peak times are when there are 24 cars or less in our drive-through lane. During
Non-peak operations there will be a total of seven team members outside to manage the flow of traffic in
the drive-through lanes as outlined below:
• Three to four team members to take orders and accept credit card and app payments;
• One cash person; and
• Two food runners.
For curbside pick-up, we have one food runner outside to deliver orders to the designated parking spaces.

Site parking inventory and occupancy surveys were also conducted at the existing parking lot shared by
Chick-Fil-A, Krispy Kreme, and Oilstop. The surveys identified an inventory of 154 total parking spaces,
including 6 handicap (ADA) spaces. Based on the observed peak parking demand at the Chick-Fil-A
parcel, 85 vehicles on the weekday and 98 vehicles on the weekend, the existing parking supply of 154
spaces for the parcel has been found to be adequate to accommodate the existing Chick-Fil-A, Krispy
Kreme and Oilstop operations. A more detailed analysis is included in the attached “Chick-Fil-A Rohnert
Park Drive-Through Queue, Parking, and Circulation Analysis”, Attachment 2.
As mentioned previously, there are reciprocal access and parking agreements already in place. A
condition of approval has been added that prior to approval/issuance of any building permit, the updated
Joint Use and Maintenance Agreement, outlining the terms and conditions of the access and parking
details, be fully executed by all parties and a recorded copy submitted to the Development Services
Department, Planning Division.
Canopy Addition: The proposal also includes the removal of the existing drive-through canopy and
installation of a new Order Meal Delivery (OMD) canopy at the pick up location and a Face to Face (F2F)
canopy addition at the order point area of the drive through operation. (Figure 4: Canopy Location)
The covered canopy will provide sun and weather protection for customers and crew members providing
assistance. During normal operations, customers will merge to a single lane as they proceed through the
queue, picking up their order at the drive-through window also protected by sun and weather with a
canopy. During periods of higher operation tempo, customers will remain in the two-lane configuration
as additional crew members are deployed to deliver food to customers in the outside lane (otherwise used
as a by-pass lane as needed to more efficiently move customers through the drive-through canopy.

ANALYSIS: The proposed project includes exterior modifications to include reconfiguration of the
drive-through operation, new canopy(s) and minor landscape alterations to an existing commercial
restaurant site with no changes to setbacks, height or lot coverage. Additionally, the floor area will
remain the same with seating on the inside and outside of the restaurant. The project would remain in
compliance with the Commercial-R (Regional) General Plan land use designation of the property, which
is intended to provide sites for retail areas containing a wide variety of businesses, including: retail stores,
eating and drinking establishments, commercial recreation, business and personal services that serve the
community and outlying areas within an eight to twenty-mile radius.
Section of 17.07, Land Use Footnotes/Special Provisions of the Rohnert Park Municipal Code provides
standards for the approval, conditional approval or disapproval of particular uses that typically have

unusual site development features or operating characteristics requiring the establishment of standards to
ensure that the use is designed, located, and operated compatibly with uses on adjoining properties and in
the surrounding area. These standards are used to assist the review of these projects, creating quality
developments that reflect the character and goals of the city while facilitating a streamlined project
approval.
Land Use Footnotes/Special Provisions, Subsection I. Drive-Through Window, provides for the following
criteria:
Drive-through windows shall have a capacity for queuing a minimum of six vehicles behind the
menu board. Queuing area shall not interfere with on or off-site circulation patterns and shall be
reviewed and approved prior to approval of a conditional use permit.
A parking and vehicular circulation plan shall be submitted for review and approval prior to
approval of a conditional use permit.
Pedestrian walkways should not intersect the drive-through drive aisles, but where they do, they
shall have clear visibility, and they must be emphasized by enriched paving or striping.
The Chick-Fil-A drive through modifications satisfies this criteria as outlined in this report. The review of
the project is also guided by RPMC Section 17.25.014, Findings. The applicant has put forward a design
which will “clean up” the existing operation and provide for a more seamless circulation pattern for the
surrounding area. Staff has evaluated each of the criteria required in RPMC 17.25.014 and has prepared
the appropriate findings recommending approval with conditions in the resolution attached.
ENVIRONMENTAL DETERMINATION: The project has been analyzed for compliance with the
requirements of the California Environmental Quality Act (CEQA) and found to be categorically exempt
as a Class 1 Exemption under Section 15301: Existing Facility. No further action is required pertaining to
environmental review.
PUBLIC NOTIFICATION: A public hearing notice was published in the Community Voice on January
13, 2023. Notice was sent to property owners within 300 feet, as required by the zoning ordinance. The
January 26, 2023 Planning Commission Meeting Agenda was posted as required and the meeting
materials have been posted to the web site and have been made available to the public.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF ROHNERT PARK APPROVING SITE PLAN AND ARCHITECTURAL
REVIEW AND CONDITIONAL USE PERMIT FOR THE EXTERIOR
MODIFICATIONS TO THE DRIVE-THROUGH OPERATION OF AN EXISTING
RESTAURANT BUILDING LOCATED AT 5080 REDWOOD DRIVE (CHICK-FIL-A)
(APN 045-083-002)
WHEREAS, the applicant, Nancy Carreras, filed Planning Application Nos.
PROJ21-0004 for Site Plan and Architectural Review and Conditional Use Permit for
exterior modifications to the drive-through operation and the addition of a canopy for an
existing restaurant (Chick-Fil-A) located at 5080 Redwood Drive, in accordance with the
City of Rohnert Park Municipal Code;
WHEREAS, Planning Application No. PROJ21-0004 was processed in the time and
manner prescribed by State and local law;
WHEREAS, on January 26, 2023, the Planning Commission reviewed Planning
Application No. PROJ21-0004 at which time interested persons had an opportunity to testify
either in support of or opposition to the project; and
WHEREAS, at the January 26, 2023 Planning Commission meeting, upon considering
all testimony and arguments, if any, of all persons desiring to be heard, the Commission
considered all the facts relating to Planning Application Nos. PROJ21-0004.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ROHNERT PARK DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the above recitations are true and correct.
Section 2. Factors Considered for Site Plan and Architectural Review. The
Planning Commission, in approving Planning Application No. PROJ21-0004 makes the
following findings pursuant to Rohnert Park Municipal Code 17.25.033:
A. That the developments general appearance is compatible with existing development and
enhances the surrounding neighborhood
Criteria Satisfied. The modifications to the Chick-Fil-A Restaurant are proposed for
a location that provides convenient access from Highway 101 for tourists and other
visitors. The applicant has proposed improvements that will provide a higher
quality, safer and more effective circulation transition for not only the Chick-Fil-A
parcel, but the surrounding businesses, Oilstop Carwash and Krispy Kreme. The
upgrade to the restaurant building site will be an attractive addition to the west side
of town and the overall site design components give the restaurant site a look and
feel that will enhance the surrounding neighborhood.

B. That the development incorporates a variation from adjacent on-site and off-
site structures in height, bulk, and area; arrangement on the parcel; openings
or breaks in the facade facing the street; and/or the line and pitch of the roof
Criteria Satisfied. The proposed project includes exterior modifications to include
reconfiguration of the drive-through operation, new canopy(s) and minor landscape
alterations to an existing commercial restaurant site with no changes to the existing
façade, setbacks, height or lot coverage. The addition of a covered canopy will
provide sun and weather protection for customers and crew members providing
assistance. The existing building incorporates a variation from adjacent on-site and
off-site structures in height, bulk, area, and arrangement on the parcel as well as
openings and breaks in the facade facing the street and the line and pitch of the roof.
C. That the development will be located and oriented in such a manner so as to
provide pedestrian, bicycle and vehicular connections with adjacent properties,
as appropriate, and avoids indiscriminate location and orientation.
Criteria Satisfied. The project proposes to remodel the exterior with circulation
enhancements and elements that will provide a cleaner and safer transition
throughout the site for pedestrians, bicycle and vehicular connections with adjacent
properties. There are no changes to the building orientation, setbacks, or lot
coverage on the site. The existing pedestrian access path from the front entrance of
Chick-Fil-A to the public sidewalk along Redwood Drive will remain, in compliance
with the American with Disabilities Act (ADA).
Section 3. Factors Considered for Conditional Use Permit. The Planning
Commission approving Planning Application No. PROJ21-0004, makes the following
findings pursuant to Rohnert Park Municipal Code 17.16.040 and 17.27.100:
A. That the proposed location of the conditional use/sign is in accord with the
objectives of the City of Rohnert Park Zoning Ordinance and the purposes of the
district in which the site and sign is located.
Criteria Satisfied. The project is located within the C-R, Regional Commercial
District, which is intended to allow for the operation of activities that provide goods
and services that serve the community and outlying areas within an eight to twenty-
mile radius. The restaurant provides a visitor-serving function, consistent with the
definition of the regional commercial zoning district. The restaurant site and
neighboring businesses have functioned okay in the past and the proposed
improvements will enhance site circulation and traffic with the addition of pavement
delineations and direction. Given the site's close proximity to Interstate 101, the
upgraded modifications will aid in the attraction of tourists and other visitors who
are important to the economy of the City.
B. That the proposed location of the conditional use/sign and the conditions under
which it is operated or maintained will not be detrimental to the public health,

safety, or welfare, or materially injurious to properties or improvements in the
vicinity.
Criteria Satisfied. The surrounding properties are all of commercial uses. The proposed
dual lane operation and on-site modifications are sited and designed in a manner that achieves
a safe built environment. The proposal has been carefully reviewed and conditions will be
imposed by the Conditional Use Permit and Site Plan and Architectural Review that
should mitigate any concerns related to the facility with regard to building, fire and
life safety as well as any nuisance conditions that may arise given the specifics of this
type of use.
C. That the proposed conditional use/sign will comply with each of the applicable
provisions of Title 17 of the City of Rohnert Park Municipal Code.
Criteria Satisfied. T he project site is currently consistent with the intent of the
zoning district and all the various development standards including height, setbacks,
lot coverage and parking. Staff has reviewed the proposal in conjunction with
standards set forth in Chapter 17.07. Land Use Footnotes/Special Provisions. A
violation of a condition of approval or a provision of Title 17, Zoning, may cause a
conditional use permit to be revoked or modified as set forth in Chapter 17.25 of the
Rohnert Park Municipal Code. The applicant has duly been notified of this
provision.
Section 4. Environmental Clearance. The project has been analyzed for compliance
with the requirements of the California Environmental Quality Act (CEQA) and found to be
categorically exempt as a Class 1 Exemption under Section 15301: Existing Facility. No
further action is required pertaining to environmental review.
NOW THEREFORE BE IT RESOLVED, that the Planning Commission does
hereby approve Planning Application No. PROJ21-0004, subject to the Applicant Design
Package, attached as Exhibit A, and the following conditions:
1. The Site Plan and Architectural Review and the Conditional Use Permit approval
shall expire one year from the Planning Commission approval date, unless prior to
the expiration a building permit is applied for the exterior remodel and any tenant
improvements, or an extension is requested and approved.
2. All applicable provisions of the City of Rohnert Park Municipal Code (RPMC),
are made a part of these conditions of approval in their entirety, as if fully
contained herein.
3. Project shall comply with: 2019 California Building Code, 2019 California
Plumbing Code, 2019 California Mechanical Code, 2019 California Electrical
Code, City of Rohnert Park Municipal Code Title 15.
4. The Applicant agrees to defend, indemnify, hold harmless and release the City of
Rohnert Park, its agents, officers, attorneys and employees from any claim, action
or proceedings brought against any of the above, the purpose of which is to
attack, set aside, void, or annul the approval of this application or certification of
the environmental document which accompanies it. This indemnification
obligation shall include but not be limited to, damages, costs, expenses,

attorneys', or expert witness fees that may be asserted by any person or entity,
including the Applicant, whether or not there is concurrent passive or active
negligence on the part of the City, its agents, officers, attorneys or employees.
5. Prior to approval of the building permit, the applicant shall submit a fully executed
and recorded copy of the Joint Use and Maintenance Agreement by and between the
ownership of the Oilstop Carwash, Chick-Fil-A and Krispy Kreme.
6. The development of the project shall conform in its entirety to plans
and specifications submitted herein as Exhibit A.
7. The construction drawings shall include the following:
(A) Please add the following to the General Notes: "The Contractor is responsible
for the removal of all USA markings created within the project limits, and in
relation to the project. Replacement and restoration must meet the approval
of the City Engineer."
(B) Please add the following to the General Notes: "The contractor shall maintain
one clean set of marked plans showing all changes and “as built” information.
This set of plans will be submitted to the City engineer upon completion of
work.”
(C) Please add the following to the General Notes: “All utility covers shall meet
final paving elevations. More than 0.25 inch of deviation between the top of
the utility cover and the surrounding paving at any location shall be cause for
rejection."
8. If the canopy is of combustible construction, a fire sprinkler may be required.
BE IT FURTHER RESOLVED that said action shall not be deemed final until the
appeal period has expired and that the appeal period shall be ten (10) working days from the
date of said action. No building permits shall be issued until the appeal period has expired,
providing there are no appeals.

TJW ENGINEERING, INC. (TJW) is pleased to submit this drive‐through queue, parking, and circulation analysis
for the proposed drive‐through configuration changes at the Chick‐Fil‐A restaurant at 5080 Redwood Drive
in the City of Rohnert Park. This report summarizes the results of site queue observations conducted at the
existing project location plus the project’s effect on parking and on‐site circulation.
Appendix A contains the proposed site plan for the Chick‐Fil‐A restaurant at 5080 Redwood Drive.
The project proposes to expand the drive‐through from one lane to two lanes and allow Chick‐Fil‐A associates
to bring orders to vehicles in the outer lane. The existing drive‐through currently allows approximately eleven
vehicles, and with the addition of the second drive‐through lane there would be a capacity of approximately
30 vehicles (600 feet) before a queue begins to form outside of the drive‐through lanes.
Additionally, the project will reconfigure parking spaces immediately surrounding the Chick‐Fil‐A. This
includes implementing angled parking and repositioning parking spaces, which would result in a decrease of
7 parking spaces.
Drive‐Through Queue Analysis Methodology
Peak periods for Chick‐Fil‐A restaurants are typically weekdays in the morning, lunchtime, and in the evening.
Therefore, site queue observations were conducted on a typical weekday and Saturday from 7:00‐9:00 AM,
11:00 AM‐2:00 PM, and 4:00‐7:00 PM. Data was collected in 10‐minute increments at the existing 5080
Redwood Drive Chick‐Fil‐A location on Friday, March 4, 2022 and Saturday, March 5, 2022.
The data collection resulted in a sample size of 51 data points on each day for a total of 102 data points. The
data collected can be used to determine the 85th percentile queue length, which is typically used to determine
the appropriate vehicle stacking needed for drive‐through restaurants.

Drive‐Through Queue Observation Results
Based on the collected data, Table 1 shows the number of times a certain queue length occurred (including
vehicles queued outside of the drive‐through storage capacity) and the probability of that queue length not
being exceeded. Complete observation data is provided in Appendix B.

When determining the appropriate queue storage, a drive‐through should typically be designed to
accommodate the 85th percentile queue length. Based on the data collected at the existing 5080 Redwood
Drive Chick‐Fil‐A location, the 85th percentile queue length is 24 vehicles which occurred at the 87th data
point. The maximum observed queue was 30 vehicles occurring one time.
As shown in Appendix A, the proposed site reconfiguration will construct a double lane drive‐through with
two order boards and a single pick‐up window, with associates walking orders to vehicles in the outer lane.
Associates will be able to access the outer lane via a striped crosswalk on the west side of the Chick‐Fil‐A. The
drive‐through lane will have room for approximately 30 vehicles (maximum observed) before it would spill
into the nearest drive aisle. As such, queueing at the Chick‐Fil‐A will not affect circulation for the neighboring
Krispy Kreme and Oilstop operations.
In the event that the queue extends beyond 30 vehicles, Chick‐Fil‐A associates can direct traffic through the
drive aisles in the parking lot to stack west of the drive‐through lane entrance along Chick‐Fil‐A’s frontage.
This will leave the Krispy Kreme drive‐through entrance accessible and will only block off parking spaces near
Chick‐Fil‐A itself.
Parking Survey
Site parking inventory and occupancy surveys were also conducted at the existing parking lot shared by Chick‐
Fil‐A, Krispy Kreme, and Oilstop. The surveys identified an inventory of 154 total parking spaces, including 6
handicap (ADA) spaces. The breakdown of parking spaces by zone is provided in Appendix B. The surveys
were conducted on Friday, March 4, 2022 and Saturday, March 5, 2022 from 7:00 AM – 9:00 AM, 11:00 AM
– 2:00 PM, and 4:00 PM – 7:00 PM. These hours were selected based on typical peak periods of parking
demand at Chick‐Fil‐A restaurants. The complete parking data sheets are attached to this letter for reference.
The occupancy surveys were conducted in twenty‐minute intervals to identify peak parking demand. The
results of the occupancy surveys were tabulated and are shown in Table 2 and Table 3.
As shown in Table 2 and Table 3, the total parking inventory for the parcel is 154 spaces. The weekday peak
parking demand at the Chick‐Fil‐A parcel occurred between 1:20 PM and 1:40 PM when a total of 85 spaces
were occupied (55% occupancy) and the weekend peak parking demand occurred between 12:40 PM and
1:00 PM when a total of 98 spaces were occupied (64% occupancy). Across both weekday and weekend days,
parking occupancy did not exceed 64% occupancy.
Based on the observed peak parking demand at the Chick‐Fil‐A parcel, 85 vehicles on the weekday and 98
vehicles on the weekend, the existing parking supply of 154 spaces for the parcel is adequate to
accommodate the existing Chick‐Fil‐A, Krispy Kreme and Oilstop. Additionally, once the drive‐through
reconfiguration is constructed and 7 parking spaces will be removed, the parking supply of 147 spaces will
remain adequate to accommodate the Chick‐Fil‐A, Krispy Kreme and Oilstop. The maximum occupancy of 98
spaces will occupy 67% of the available parking supply.

On‐Site Circulation
Two separate striped northbound lanes will be provided upon entry from Redwood Drive to allow for access
to each restaurant. Each lane will be marked with directional arrows and striping to direct traffic to the
appropriate drive‐through and prevent conflicts. For vehicles that intend on entering the Chick‐Fil‐A drive‐
through but are instead in the Krispy Kreme drive‐through lane, “One Way” roadway markings will be
provided to lead vehicles around the northside of the Chick‐Fil‐A to enter the drive‐through from the west.
“Keep Clear” markings at the exit of the Krispy Kreme drive‐through will be updated upon reconfiguration of

the drive aisle, which will prevent potential spillback from the Chick‐Fil‐A drive‐through from blocking the
Krispy Kreme drive‐through exit.
Customers of Krispy Kreme that do not utilize the drive‐through can park in the lot immediately north or
immediately west of the Krispy Kreme. Krispy Kreme customers parking in the north lot will be routed north
via “One Way” pavement markings around the Chick‐Fil‐A to exit the parking lot via the west driveway.
Parking spaces on the rear of the Chick‐Fil‐A restaurant are, and will continue to be, mainly occupied by
employees. Pedestrian access to these spaces will be provided on the northeast side of Chick‐Fil‐A and on
the south side of Chick‐Fil‐A near the drive‐through entrance.
Chick‐Fil‐A has outlined a traffic management plan in an effort to facilitate faster service and prevent
extensive queuing in the Chick‐Fil‐A drive‐through lane. The traffic management plan includes directions for
4‐5 employees to take orders and accept credit cards, 2 employees to deliver food outside, and two
employees to deliver curbside pick‐up orders to the designated parking spaces. The full outline is provided in
Appendix C.
Conclusion
With the new dual drive‐through configuration, 30 vehicles would be able to queue before spilling into the
nearest drive aisle. The 85th percentile observed queue was 24 vehicles and the maximum observed queue
was 30 vehicles under the existing configuration. Therefore, with the dual drive‐through configuration
implemented, the maximum queue will be accommodated without affecting circulation for the neighboring
Krispy Kreme and Oilstop operations.
The existing shared parking lot for Chick‐Fil‐A, Krispy Kreme, and Oilstop provides 148 standard parking
spaces and 6 handicap (ADA) parking spaces for a total of 154 parking spaces. Once the drive‐through
reconfiguration is constructed, 147 total parking spaces will be provided. Based on parking occupancy counts,
a maximum of 98 spaces were occupied (67% occupancy after reconfiguration). Therefore, additional parking
is not required.

TRAFFIC MANAGEMENT PLAN
This plan identifies as a Critical Infrastructure layout of our peak and non-peak service at Chick-
fil-A Rohnert Park FSU, located at 25080 Redwood Dr. Rohnert Park, CA 94928.
Peak Time. Peak times are between 12:00 p.m. and 2:00 p.m. or when there are 24 vehicles in the
drive-through line and/or drive-through stacking capacity blocks the drive-through bypass lane.
During peak time operations ten to eleven team members will be outside to manage the flow of
traffic in the drive-through by doing the following:
•One traffic controller at the drive through entrance will direct the drive-through line and
encourage cars to move forward as the line moves forward.
•Four to five team members to take orders and accept credit card or app payments;
•One cash person;
•Two food runners outside; and
•Two food runners outside to deliver curbside pick-up orders to the designated parking
spaces.
During the peak time the pass-by lane will be used as an additional food pick-up lane where cars
will not merge but rather move forward and an employee will bring their food. This will allow
these cars to exit the property.
Non-peak Time. Non-Peak times are when there are 24 cars or less in our drive-through lane.
During Non-peak operations there will be a total of seven team members outside to manage the
flow of traffic in the drive-through lanes as outlined below:
•Three to four team members to take orders and accept credit card and app payments;
•One cash person; and
•Two food runners.
For curbside pick-up, we have one food runner outside to deliver orders to the designated parking
spaces.
