CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR MEETING - CALL TO ORDER/ROLL CALL Mayor Adams called the joint regular meeting to order at 5:02 p.m., which was legally noticed on March 7, 2024. All Council Present: Susan H. Report On Closed Session Previously Held on February 27, 2024, in Conference Room 2.A. to Consider Personnel Matters (Government Code § 54957): Public Employee Annual Performance Evaluation - Title: City Manager. Mayor Adams informed that there was no reportable action. 5. PRESENTATIONS A. Mayor's Proclamation: Proclaiming March as American Red Cross Month in the City of Rohnert Park. Mayor Adams read the proclamation and presented it to Leland Montell, American Red Cross, Disaster Program Manager for Sonoma and Napa Counties. Plaque of Special Recognition to the City of Rohnert Park for their Support to the Education Foundation of Cotati & Rohnert Park Presented by Education Foundation Executive Director Vera Blanquie and Education Foundation President Dan Blanquie. Mayor Adams, on behalf of the Council, received the plaque. C. Mayor's Proclamation: Proclaiming March 31, 2024, as Transgender Day of Visibility in the City of Rohnert Park. Mayor Adams read the proclamation and presented it to Kodak Alcantra-Rodriguez, a two-spirit/Latinx resident of Rohnert Park. Cotati Councilmember Rivers commented on this item. 6. DEPARTMENT HEAD BRIEFING None. 7. PUBLIC COMMENTS Mike Tunick spoke about the treatment he received during the City's investigation regarding the death of his wife Laura and thanked the department for their communication during the process. Tim Smith requested a bridge at the District 5 meeting. Steve Keith spoke about the importance of recycling and upcycling and invited all to visit the Sweet Pea Gift shop where seniors sell items made with recycled materials. Jake Mackenzie requested a budget set aside to preserve the history of Rohnert Park through the History Working Group. Disclosure of potential conflict of interest: Vice Mayor Giudice stated he leases premises in SOMO Village and therefore has a potential financial conflict of interest on Item 8.H. 8. Adopt Resolution 2024-015 Authorizing and Approving an Impact Fee Credit Agreement with SOMO Village, LLC for the Camino Colegio Impact Fee Required by the Amended and Restated Development Agreement (CEQA Status: Consistent with the Supplemental EIR Adopted on March 9, 2021) 8.1. Adopt Resolution 2024-016 Authorizing a Budget Amendment for the Appropriation of $76,440 in the Vehicle Replacement Fund for the Purchase of an Electric Vehicle to be reimbursed by the Department of Energy's "Energy Efficiency and Conservation Block Grant" 8.J. Adopt Resolution 2024-017 to Accept a Grant in the Amount of$21,171 from the Department of Justice (DOJ) Edward Byrne Memorial Justice Assistance Grant (JAG) Program for Purchase of Portable Radios and Authorizing the Finance Director to Increase FY 2023/24 Budget Appropriations by $21,171 8.K. Adopt Resolution 2024-018 Authorizing the City Manager to Execute a Consultant Services Agreement with Sandis Inc. for Design of the Water Tank and Well System Seismic Retrofit Project No. 2020-17 in the amount of$616,888 and to Increase Appropriations in Project No. 2020-17 by $290,190.75 from the Federal Emergency Management Act (FEMA) Hazard Mitigation Grant Program 8.L. Adopt Resolution 2024-019 Finding the Pathway Replacement Project (Phase 1), Project No. CIP1722 Exempt from CEQA Pursuant to CEQA Guidelines Section 15301c, Awarding the Construction Contract to SkyView Tree Experts, Inc. for $46,000, and Authorizing the City Manager to Approve up to 15% ($6,900) in Change Orders 8.M. Adopt Resolution 2024-020 Accepting State Transportation Grant Funds, Authorizing City Manager to Execute Caltrans Program Supplement No. A00000422 for the Southwest Boulevard Complete Streets Project (State Project No. CRASL-5379(026) /City Project No. CIP2023), and appropriating $2,285,000 in State Funds ACTION: Moved/seconded (Giudice/Rodriguez)to approve the consent calendar. Sonoma Water Fiscal Year 2024-25 Proposed Budget and Rates Water Transmission System Presentation by Sonoma Water Finance Manager Jake Spaulding and Consider Authorizing the City's Representative to the Water Advisory Committee to Recommend Approval of the Proposed Fiscal Year 2024-25 Budget for Sonoma Water. Sonoma Water Finance Managers Lynne Rosselli and Jake Spaulding, and Director of Public Works Garrett presented this item. Recommended Action(s): Receive a presentation and authorize the City's representative to the Water Advisory City of Rohnert Park Joint Regular Meeting Minutes for City Council March 12 2024 RPFA/CDC Successor Agency Meeting Page 4 of 5 Committee to recommend approval of the proposed Fiscal Year 2024-25 Budget for Sonoma Water. DIRECTION: By consensus (none opposed), Council authorized Councilmember Sanborn, the City's representative to the Water Advisory Committee, to recommend approval of the proposed Fiscal Year 2024-25 Budget for Sonoma Water. B. Receive and File Code Compliance Annual Report for 2023. Discuss and Consider Approving the Installation of 10 Fixed Location Automated Flock® License Plate Reader (ALPR) Cameras in the City of Rohnert Park. Director of Public Safety Mattos presented this item. Recommended Action(s): Approve the installation of 10 fixed location Flock® ALPR cameras in the City of Rohnert Park. Mayor Adams declared a recess at 7:30 p.m. and reconvened the meeting at 7:42 p.m. ACTION: Moved/seconded (Giudice/Elward) to move forward with staff s recommendation. The City Manager will determine if the Council should review this item in three or six months after the installation of the ALPR Cameras. C. Receive an Informational Presentation on the Results of the Capital Improvement Program Project 2022-10 Holly Fauna Emergency Access Bridge Feasibility Study. Director of Development Services Giudice presented this item. Chamber of Commerce Noon Times (3/6) Mayor Adams reported on this event. 11. COMMUNICATIONS Vice Mayor Giudice thanked the council for participating in the tree planting event last week. Councilmember Rodriguez wished everyone a happy Women's History Month and reported her attendance to "Cookie with the Cop"today. She invited all to attend various events including a Dine and Donate at Evergreen School tomorrow, March 22, an ice cream social at John Reed Elementary School, tonight's fundraiser at Sally Tomatoes to benefit Rohnert Park Pride and Celebration of Transgender Day of Visibility, and Women in Art SSU this Thursday.
