Associate Planner, Elliott Pickett, introduced Taylor McAdam who gave an informational presentation on the Sonoma Countywide Active Transportation Plan (ATP) Update, addressing the following topics: • The role of an Active Transportation Plan in planning for active transportation infrastructure • Industry best practices for active transportation infrastructure • Amenities to Improve User experience • Scope of work for Sonoma County and local ATPs The Commission and Committee participated in a discussion, which included the following comments: • Shirley Johnson of the BPAC asked if the increase in mobile scooter use was being considered. • Gary Gutierrez of BPAC asked if more local data could be used, and Commissioner Striplen echoed this request • Commissioner Orloff suggested that the Country Club corridor be reviewed for bicycle safety • Commissioner Epstein asked if SCATP would address bicycle transportation in the plans for Downtown. • Tim Hensel stated that RP bike and pedestrian paths are mainly used for recreation and that signage and safety were important. • Commissioner Lam inquired about the distribution of funding between jurisdictions Associate Planner Elliott Pickett referenced the efforts Public Works has put into active transportation planning, and Senior Public Works Analyst Eydie Tacata discussed the relationship between plans, funding, and infrastructure projects, providing an update on several projects as examples. PLMC23-0001, PLSP23-0002, PLSP23-0003 – City of Rohnert Park – Consideration of Resolution 2023-18, recommending to the City Council approval of an Ordinance terminating the City’s moratorium on new or expanded automobile service station uses, amending the Rohnert Park Municipal Code Chapter 15.34 “Electric Vehicle Charging Station Review Process”, Section 17.04 (Definitions), Section 17.070.20.C (Automotive Service Stations), Section 17.06.060 (Permitted Uses), Section 17.06.100 (Permitted Uses), Section 17.06.640 (Permitted Uses), Section 17.06.840 (Permitted Land Uses), the Northwest Specific Plan, and the Wilfred Dowdell Specific Plan, to permit hydrogen fueling stations pursuant to Government Code Section 65850.7 Associate Planner Elliott Pickett provided a PowerPoint and presented the proposed Municipal Code and Specific Plan amendments to permit hydrogen fueling and process applications for electric vehicle charging stations, pursuant to State law. He stated that this action was brought back at the direction of the Planning Commission with more information on safety impacts. Deputy Chief Aaron Johnson gave an overview of hydrogen-related emergency response, training, the permitting process, and the existing hydrogen fuel facility in the City. DC Johnson expressed that his department would consult widely with Commissioners who expressed heightened concern for safety in and around the community. Commissioner Epstein expressed his concern about the possibility of a collision incident with a hydrogen fuel vehicle and the emergency response, and the need to set the Public Safety department up for success. Commissioner Striplen expressed his support for anticipatory action by the city to prepare first responders for hydrogen issues, and for the Council to consider all funding options for preparation. Commissioner Austin-Dillion asked if a specialized hydrogen committee would be valuable, and Commissioner Epstein shared that, in his experience, the best way to support the department would be financial support. DC Johnson expressed appreciation for the feedback. ITEMS FROM THE DEVELOPMENT SERVICES STAFF Elliott Pickett shared that a budget amendment was approved for the General Plan, and mentioned the incorporation of City land into the Tribal Trust in relation to the Northwest Specific Plan and Wilfred-Dowdell Specific Plan. He mentioned that the City planned on preparing a figure showing the boundary changes to distribute Council and Commission members. He also mentioned that the Pape Machinery project and a Development Project Update would likely be presented in December. BACKGROUND: In 2021, the City Council approved a Revised Final Development Plan for the SOMO Village Planned Development. Phase 1N-A of SOMO Village includes 148 residences, including single-family homes and townhomes. Architecture, landscaping, and other design elements were approved by the SOMO Design Review Board (DRB) in 2022, with revisions approved in 2023. Figure 1 shows the location of Phase 1N-A. Figure 1: Project Location Page 2 of 5 PROJECT SUMMARY: The proposed project involves the construction and operation of the model homes and sales office (“model sales complex”) for the SOMO Village Phase 1N-A Compact and Traditional home types, which make up the Synergy and Harmony communities. The complex would be constructed on six lots on the northeast block of Phase 1N-A in the area shown in Figure 2. Figure 2. Location of Proposed Model Sales Complex The complex would consist of four model homes, two sales offices, and associated signage, parking, fencing, landscaping, hardscape, and restroom facilities. The off-street parking spaces, sales offices, restrooms, signs, and some of the landscaping, fencing, and hardscape will be temporary. The sales office would open at 1 pm on Mondays and at 10 am Tuesdays through Sundays, closing daily at 6 pm during the summer and 5 pm during the remainder of the year. Each of the model homes would represent different floor plans, exterior elevations, and colors, as approved by the SOMO Design Review Board (DRB). As shown in Exhibit A, the components of the proposed model homes would be as follows: • Lots 55 and 56 would represent the Traditional Single Family Homes with Plan A-3 (Bungalow) and Plan A-1 (Modern Farmhouse), respectively. Both model homes include a lanai staged with outdoor furniture and landscaping. The sales office will be located in Lot 56, near the accessible parking space and restroom in Lot 57. • Lot 66 and 67 would represent the Compact Single Family Homes with Plan B-1 (California Coastal) and Plan B-2 (Bungalow), respectively. Both model homes include a small patio area staged with outdoor furniture and landscaping. The sales office will be located in Lot 67, near the accessible parking space and restroom in Lot 68. • Recommended Conditions of Approval (Exhibit B) would require a different elevation type for Lot 66 (Modern Farmhouse), to conform to the distribution approved by the SOMO DRB. Parking Two off-street ADA-accessible parking stalls would be constructed with this project, one for each community. An accessible path of travel would provide access from the parking stalls to the sales offices and ADA-accessible restroom. Street parking would also serve the model homes, as shown in Exhibit A. The applicant will be required to provide a phased occupancy plan and parking plan for the model sales complex prior to receiving building permits to ensure construction traffic does not impact parking or access to the model sales complex, as included in the Conditions of Approval (Exhibit B). Page 3 of 5 Project Signage As shown in the Sign Package within Exhibit A, conceptual project signage includes twenty-one 8-foot by 3-foot sales center rigid banner/flag signs on white poles. Of these sales center flag signs, eight are proposed to be placed along Camino Colegio, eight along the Block 5 Private Alley, the access point to the model sales complex, and an additional five located on the neighborhood street (Wellness Way; formerly known as Mainsail Drive). The distribution of signage is shown in Figure 3. Additional proposed signage matches the color scheme and design elements of the flag signs and includes the following: • One Directional Community Sign for each community measuring 4’ by 8’ situated behind the sidewalk. The sign for the Traditional Homes (Harmony) is located on Camino Colegio and the sign for the Compact Homes (Synergy) is located along Private Alley 5. • One On-Site Community Sign for each community measuring 8’ by 4’ situated behind the sidewalk. Both signs are located along Private Alley 5. • One Sales Center Sign for each community measuring 4’ by 3’ situated near the parking areas along Private Alley 5. • One Parking Area Sign for each community measuring 2’ by 2’ situated near the parking areas along Private Alley 5. • One Model Home ID Sign placed at the entrance to each model home and measuring 2.5’ by 1.5’ identifying the plan type and model home specifics. • Three directional signs throughout the complex measuring 2’ by 2’ indicating the location of the model home entrances. • Four ‘Watch Your Step’ signs at entrances to model homes. • ADA Pathway and Restroom signs • HUD and Prop 65 required signage Figure 3. Proposed Signage Plans Page 4 of 5 ANALYSIS: Model home complexes are subject to approval of a Temporary Conditional Use Permit. Per RPMC section 17.19.020(C), up to six model homes may be constructed for any phase of residential development. The residential floor plans, exterior elevations, and color schemes for SOMO Phase 1N-A were approved by the SOMO Design Review Board (DRB). The application for the Temporary Conditional Use Permit for includes the required parking, restrooms, lighting, and fencing. Permanent features are consistent with DRB approval except for the elevation type on Lot 66. The Recommended Conditions of Approval (Exhibit B) include a condition requiring that the elevation types of the model homes match the distribution approved by the SOMO DRB. Temporary features, including off-street parking, fencing, and restrooms, will be removed upon completion of sales. Site plans include ADA-compliant access and restrooms. To ensure any ongoing city staff time and expenses related to the model home complex are borne by the applicant, a reimbursement agreement will be kept on file with a sufficient deposit until all temporary features of the model home complex are removed, including the parking lot, restroom, temporary fencing, temporary walkways, temporary landscaping, and sales offices. The TCUP shall expire no later than four years after the building permit is issued for the first home in the subdivision. As conditioned, the proposed plans are consistent with applicable standards of the SOMO Form-Based Code, Municipal Code, and City Standards. Temporary facilities such as parking, ADA compliance, fencing, temporary landscaping and hardscape, and restrooms comply with TCUP requirements. Exterior lighting would be limited to the exterior lights on the model homes as approved by the SOMO Design Review Board. ENVIRONMENTAL DETERMINATION: The City prepared an Environmental Impact Report (EIR) to address the potentially significant adverse environmental impacts associated with the planning, construction, or operation of SOMO Village and to identify appropriate and feasible mitigation measures and alternatives that may be adopted to significantly reduce or avoid the impacts identified in the EIR. On July 22, 2010, the City Council of the City of Rohnert Park certified the Program EIR for the Sonoma Mountain Village Project, including the adoption of associated CEQA Findings, Statement of Overriding Considerations, and the Mitigation Monitoring and Reporting Program, as described in City Council Resolution No. 2010-101. On March 9, 2021, the City Council assessed the potential environmental impacts associated with modifications to the SOMO Village Project and approved a Supplement to the certified EIR (SEIR) and a Statement of Overriding Considerations as part of the SOMO Village Project entitlements. The proposed TCUP is consistent with the analysis in the Program EIR and SEIR and will not result in additional environmental effects. Therefore, no additional environmental review is necessary. Further, CEQA Guidelines section 15162 provides that “no subsequent EIR shall be prepared” for a project unless the lead agency determines that (1) “substantial changes are proposed in the project which will require major revisions of the previous EIR”; or (2) “substantial changes occur with respect to the circumstances under which the project is undertaken”; or (3) “new information of substantial importance … shows” one or more significant effects not discussed in the original EIR, greater severity to previously-identified substantial effects, or newly-found feasible mitigation measures that would substantially reduce significant effects. As noted above, the TCUP is consistent with the previous analysis in the 2010 EIR and 2021 SEIR. Page 5 of 5 Mitigation Monitoring and Reporting Program: The mitigation measures required by the Program EIR and SEIR have been included as part of the Mitigation Monitoring and Reporting Program in the Final SEIR. This program identifies the required mitigation measures, the responsibility for ensuring compliance and the timing of the measure implementation. City staff is actively monitoring compliance with the adopted mitigation measures as construction begins in SOMO Village. PUBLIC NOTIFICATION: A public hearing notice denoting the time, date, and location of this hearing was published in the Community Voice on December 1, 2023. Property owners within 300 feet of the project site and interested parties requesting notification were also mailed notices, and the notice was posted pursuant to State law. Attachments: 1. The Planning Commission in approving Planning Application No. PLTU23-0008, Temporary Conditional Use Permit for the development and operation of a Model Sales Complex in SOMO Village Phase 1N- A for the Compact and Traditional Homes, hereby makes the following findings: A.That the proposed location of the Temporary Conditional Use is consistent with the objectives of the Zoning Ordinance and the purposes of the district in which the site is located; Criteria Satisfied. The proposed use will comply with the Development Standards in the SMV P-D Zoning District and is consistent with the objectives of the SOMO Village Final Development Plan and Tentative Map for SOMO Village Phase 1N-A. A model home complex is an appropriate use within the SOMO Village P-D Zoning District, T-4 Transect.
