CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC SPECIAL MEETING - CALL TO ORDERJROLL CALL Mayor Adams called the special meeting to order at 9:07 a.m., which was legally noticed on March 21, 2024. All Council Present: Susan H. Adams, Mayor Gerard Giudice, Vice Mayor Jackie Elward, Councilmember Samantha Rodriguez, Councilmember Emily Sanborn, Councilmember Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos, Director of Human Resources Cannon, Director of Community Services Bagley, Director of Development Services Giudice, Director of Public Works Garrett, Acting Director of Finance O'Connell, Management Analyst Mattioli, Housing Administrator Garcia, Information Systems Technician II Azevedo, Information Systems Manager Cotter, Office Assistant Mack, Assistant City Clerk Machado and City Clerk Lopez Cuevas. 2. DISCUSSION AND DIRECTION REGARDING CITY COUNCIL STRATEGIC PRIORITIES This Strategic Priorities Workshop was facilitated by Jan Perkins, Vice President of Raftelis, who was assisted by Susan Healy Keene. Discussions led by Jan Perkins included City Manager/Council effectiveness, review of the City's Vision, Mission, and Values, City Manager's Operational Plan, Council annual priorities and multi-year goals, review of accomplishments, challenges, current initiatives, and opportunities to discuss and establish council priorities. PUBLIC COMMENTS: Steve Keith spoke about the change in leadership, district meetings, agenda setting, climate change, and community impact on the same. Mayor Adams declared a brief recess at 10:16 a.m. and reconvened the meeting at 10:30 a.m. City of Rohnert Park Special Meeting Minutes for City Council March 26, 2024 RPFA/CDC Successor Agency Page 2 of 2 Mayor Adams declared a brief recess at 11:33 a.m. and reconvened the meeting at 12:10 p.m. ACTION: By consensus (none opposed), Raftelis will complete a workshop report that will include the feedback shared by the Council today, including four broad goals for the Council: Long Term Financial Sustainability, Equitable Quality of Life for All, Planning and Infrastructure, and Organization Well Being. The report will also include the Council's top three priorities: Continue Progress on the Downtown, Implement the Rohnert Park People's Services Center, and Identify Resources to Invest More in Infrastructure and Beautification.
