1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Adams called the joint regular meeting to order at 5:02 p.m., which was legally noticed
on April 4, 2024.
All Council Present: Susan H. Adams, Mayor
Gerard Giudice, Vice Mayor
Jackie Elward, Councilmember
Samantha Rodriguez, Councilmember
Emily Sanborn, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos,
Director of Human Resources Cannon, Director of Community Services Bagley, Director of
Development Services Giudice, Director of Public Works Garrett, Senior Center Supervisor
Foley, Deputy Chief Kilgore, Information Systems Technician II Azevedo, Information
Systems Manager Cotter, and City Clerk Lopez Cuevas.

4. PRESENTATIONS
A. "Who we are and why it matters-Project Grad" Presentation by Shannon Potter,
Cotati Rohnert Park Project Graduation President. Shannon Potter stated that Project
Graduation is a volunteer run non-profit organization that provides an alcohol and drug free fully
supervised secure environment to graduates. Shannon Potter stated that not a single graduate has
died from alcohol, drugs or traffic accidents in Sonoma County since inception of Project
Graduation and requested the City assist in recruiting volunteers or donations for the project.
B. State of the Library Report by Sonoma County Library Director Erika Thibault
and Rohnert Park-Cotati Regional Library Advisory Board Commissioner Barbara
Mackenzie. Erika Thibault and Barbara Mackenzie stated that the library was opened in Cotati
in 1946. The first branch in Rohnert Park opened in 1976. They spoke of the Joint Powers

Agreement and expansive library services such as almost a million books, hundreds of digital
resources, a comprehensive inter-library lending system, a mobile library van, and much more.
5. DEPARTMENT HEAD BRIEFING

6. PUBLIC COMMENTS
Peter Alexander requested women's groups and men to support his girlfriend at a court hearing
this week.
7. CONSENT CALENDAR
A. Acceptance of Reports from Finance Department: City Bills/Demands for Payment dated
February 27, 2024, through March 25, 2024
B. Approval of Minutes for City Council/RPFA/Successor Agency Joint Regular Meeting,
March 12, 2024
C. Adopt Resolution 2024-021 Authorizing and Approving a Letter Agreement to the
Memorandum of Agreement between the City of Rohnert Park and the Rohnert Park Public
Safety Managers' Association(RPPSMA) for the Period of June 22, 2021, through June 30,
2025 Regarding Battalion Chief Coverage
D. Adopt Resolution 2024-022 Authorizing and Approving a Letter Agreement to the
Memorandum of Agreement between the City of Rohnert Park and the Rohnert Park Public
Safety Officers' Association(RPPSOA) Regarding Holiday Pay
E. Adopt Resolution 2024-023 Finding the Golf Course Drive Pedestrian Improvements Project
No. CIP1928 Exempt from CEQA, Pursuant to CEQA Guidelines Section 15301, Approving
the Plans and Specifications, Awarding the Construction Contract to Shaefer Engineering
Inc. for$126,519.50 and Authorizing the City Manager to Approve up to 15% ($18,977.92)
in Change Orders
F. Adopt Resolution 2024-024 Authorizing the City Manager to Execute Three (3) Purchase
Agreements with Laguna Valley Mitigation Bank, Hazel Mitigation Bank, and Alton North
Conservation Bank for the Purchase of Environmental Mitigation Credits, Approve of
Payment in the total amount of$1,207,500, and authorize up to $50,000 Contingency for the
California Tiger Salamander Credit Purchase
G. Adopt Resolution 2024-025 Authorizing the City Manager to Execute a Consultant Services
Agreement with Agricultural Community Events Farmers Markets (ACEFM) for the
Management and Operations of a Seasonal Farmers Market
H. By Minute Order, Authorize the City Manager to Execute Amendment No. 2 to Task Order
No. 2022-08 with GHD, Inc. for Additional Environmental and Engineering Design Services
for the Dowdell Avenue Extension Project Phase 1, Project CIP2020, in the amount of
$215,524.
ACTION: Moved/seconded (Giudice/Rodriguez)to approve the consent
calendar.
Motion carried by the following unanimous 5-0-0-0 voice vote: AYES:

A. Acceptance of Part I and II Crimes Public Safety Report for the Year of 2023.
Director of Public Safety Mattos presented this item. Recommended Action(s):
Acknowledge receipt of the 2023 Crime Report from the Rohnert Park Department of
Public Safety.
PUBLIC COMMENTS: None.
Council received the report.
B. Hold a Community Engagement Meeting/Public Hearing to Receive and Approve
the Department of Public Safety Annual Report Regarding Military Equipment Use Policy
For the Year 2023 and Provide Direction Regarding the Purchase of Six (6) Additional
40mm Less Lethal Launchers. Director of Public Safety Mattos presented this item.
Recommended Action(s): 1) Hold a Community Engagement Meeting/Public Hearing to allow
the public to discuss and ask questions regarding the report and the City's funding, acquisition,
or use of military equipment; 2) Receive the Department of Public Safety Annual Report
regarding Military Equipment Use Policy (AB 481, Gov. Code § 7072(b)) for the year 2023; and
3) Approve the purchase of six (6) additional 40mm Less Lethal Launchers and direct Staff to
prepare an ordinance adopting a new Military Equipment Use Policy to include an addition of six
(6) additional 40mm Less Lethal Launchers.
Mayor Adams declared a recess at 6:02 p.m. and reconvened the meeting at 6:07 p.m.
PUBLIC COMMENTS: None.
DIRECTION: By consensus (none opposed), council directed staff to prepare
an ordinance adopting a new Military Equipment Use Policy to
include an addition of six (6) additional 40mm Less Lethal
Launchers.
Mayor Adams declared a recess at 6:50 p.m. and reconvened the meeting at 6:58 p.m.
C. Discussion and Direction Regarding the Future of the Sister Cities Advisory
Committee. Director of Community Services Bagley and Senior Center Supervisor Foley
presented this item. Recommended Action(s): Receive an update regarding the Sister Cities
Relations Committee and dissolve the Sister Cities Committee as a City Council appointed
Brown Act Committee.
PUBLIC COMMENTS: Tad Kunishi and Holly Melton. spoke about this item.
DIRECTION: By consensus (none opposed), council directed staff to move
forward with staffs recommendation to dissolve the Sister
Cities Relations Committee.
