MEETING - CALL TO ORDER/ROLL CALL
Mayor Adams called the joint regular meeting to order at 5:00 p.m., which was legally noticed
on May 24, 2024.
All Council Present: Susan H. Adams, Mayor

Samantha Rodriguez, Councilmember
Emily Sanborn, Councilmember
Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos,

Bagley, Director of Public Works Garrett, City Clerk Lopez Cuevas, Director of
Development Services Giudice, Interim Finance Director Howze, Finance Manager

A. Public Service Appreciation Week Update and Human Resources FY23-24
Accomplishments and Goals for FY24-25 by Director of Human Resources Jamie Cannon
Director of Human Resources Cannon provided an overview of employee activities held during
Public Service Appreciation Week and the Human Resources Department functions,
achievements, and goals for FY24-25.
B. Summer Community Events Update and Community Services FY23-24
Accomplishments and Goals for FY24-25 by Director of Community Services Cindy Bagley
Director of Community Services Bagley provided an overview of recently held and upcoming
community events and Community Service's accomplishments and goals for FY24-25.

5. PRESENTATIONS
Mayor Adams shared she presented a proclamation to the City Clerk's Office in honor of
Municipal Clerks Week, which was May 5 through May 11, 2024.
6. PUBLIC COMMENTS
Peter Alexander spoke about gas prices, withholding financial support, vegan milk and cheeses,
and greenhouses.
Robin Thompson spoke about the County of Sonoma's aging and disability hub.
Joy Tepper spoke about parking restrictions on Golf Course Drive.
Mayor Adams left the dais at 5:32 p.m.
Mayor Pro Tem Giudice assumed the gavel.
Mayor Adams returned to the dais at 5:35 p.m. and reassumed the gavel.

7.0 By Minute Order, Authorize the City Manager to approve the expenditure of$148,981
from Internal Service Fund IT Capital Outlay Fund 2110-1050-66299 for Replacement of
Network Communications Equipment at the City of Rohnert Park's Data Center Hubs
7.D Adopt Resolution 2024-033 Repealing Resolution Number 83-23, Resolution Number
85-30, Resolution Number 84-66, and Decommissioning the Sister Cities Relations
Committee as a City Council Appointed Brown Act Committee
7.E. Adopt Resolution 2024-034 Authorizing the City Manager to Execute Amendment 3 to
the Maintenance Agreement with DC Electric Group, Inc. for a Total Contract Amount

ACTION: Moved/seconded (Giudice/Elward) to approve the consent calendar.

8. REGULAR ITEMS
A. Discussion and Direction Regarding Regulations to the City Council Candidates'
Statements of Qualifications for the November 5, 2024 City of Rohnert Park Municipal
Election. City Clerk Lopez Cuevas presented this item. Recommended Action(s): Provide
City of Rohnert Park Joint Regular Meeting Minutes for City Council May 28,2024

direction to staff regarding regulations for candidates for elective office pertaining to the number
of words on and costs of printing the Candidates' Statements of Qualifications.
City Clerk Lopez Cuevas indicated that any City Councilmember who will be running in the
November 2024 municipal election should recuse themselves from participating on this item
since it could have a "personal financial effect."
Disclosure of potential conflict of interest:
Vice Mayor Giudice stated he intends to run for City Council and therefore has a potential
financial conflict of interest and will recuse himself from this item.
Councilmember Elward stated she intends to run for City Council and therefore has a potential
financial conflict of interest and will recuse herself from this item.
Vice Mayor Giudice and Councilmember Elward left the dais at 5:43 p.m.
PUBLIC COMMENTS: None.
ACTION: Moved/seconded (Adams/Rodriguez) to continue the established 200-
word limit and the City's policy to pay the printing costs of candidate
Statement of Qualifications.
Motion carried by the following 3-0-2-0 voice vote: AYES: Rodriguez,
Sanborn, and Adams, NOES: None, ABSENT: Elward and Giudice,
ABSTAINS: None.
Vice Mayor Giudice and Councilmember Elward returned to the dais at 5:49 p.m.
B. Budget Workshop Regarding Fiscal Year 2024/2025 Special Revenue, Bond, Capital
Improvement Plan (CIP), Enterprise, Internal Service and Fiduciary Budgets. City
Manager Piedra presented this item. Interim Finance Director Howze answered questions of the
Council. Recommended Action(s): Provide necessary direction on the proposed special revenue
budget.
PUBLIC COMMENTS: Jake Mackenzie and Brooke Davis spoke about this item.
Mayor Adams declared a recess at 6:15 p.m. and reconvened the meeting at 6:25 p.m.
DIRECTION: By consensus (none opposed), Council directed staff to move forward
with staffs recommendations regarding the Special Revenue, Bond,
Capital Improvement Plan (CIP), Enterprise, Internal Service and
Fiduciary Budgets for FY24/25.

10. COMMUNICATIONS
Councilmember Rodriguez acknowledged Asian American Pacific Islander Native Hawaiian
(AAPI) Heritage Month, congratulated Dr. Lee on his retirement, her speech during SSU's
RAZA Graduation, discussed upcoming local and library events, and called for volunteers for
Project Graduation.
Vice Mayor Giudice invited all to attend Rotary Club of Rohnert Park-Cotati's community
service awards dinner on Friday and stated he, Councilmember Sanborn, Planning Commissioner
Austin-Dillon, and SMART meet with California State Treasurer Fiona Ma to show the
downtown area.
Mayor Adams shared she spoke with a high school class and heard of the students' interests.
