1. CITY COUNCIL/RPFA/SUCCESSOR AGENCY TO THE CDC JOINT REGULAR
MEETING - CALL TO ORDER/ROLL CALL
Mayor Adams called the joint regular meeting to order at 5:02 p.m., which was legally noticed
on June 6, 2024.
All Council Present: Susan H. Adams, Mayor

Staff present: City Manager Piedra, City Attorney Kenyon, Public Safety Director Mattos,
Director of Human Resources Cannon, Director of Community Services Bagley, Housing
Manager Garcia, Interim Finance Director Betsy Howze, Director of Public Works Garrett,
Information Systems Manager Cotter, and City Clerk Lopez Cuevas.

4. PRESENTATIONS
A. Presentation by Sonoma-Marin Area Rail Transit(SMART) General Manager Eddy
Cummins Regarding SMART Activities in Sonoma County. General Manager Eddy
Cummins spoke about the SMART strategic plan, upcoming improvements to various
stations in the county, and ridership pre- and post-pandemic, indicating ridership increased
by 33%this fiscal year.
B. Director of Public Safety Tim Mattos presentation of"Not All Superheroes Are In
Comic Books" video by Surjin Banwait,winner of the Russian River Watershed
Association's High School Video Contest. Director of Public Safety Mattos presented a
video, and the Council congratulated Surjin Banwait for his achievements.
C. Swearing in of new Public Safety Officers: Anthony Endy, Robert Salerno, Jacob
Fowler, Joseph Wither, and Joshia Wotila by Director of Public Safety Mattos. All

officers were administered the oath of Office by Director of Public Safety Mattos and
welcomed by City Staff and Council.

7.E By Minute Order, Authorize the City Manager to Execute a Consultant Services
Agreement with Strata ap, Inc. for Design of the Building Condition Assessment
Implementation Project No. 2023-10 in the amount of$1,156,921.65 (This project is
exempt from the California Environmental Quality Act(CEQA)pursuant to Sections
15301 (Existing Facilities) and 15302 (Replacement or Reconstruction)of CEQA

7.F Adopt Resolution 2024-035 Calling for the Holding of a General Municipal Election to
be held on Tuesday November 5, 2024 for the Purpose of Electing One(1) Member of
the City Council from District 1, One (1) Member of the City Council from District 3,
and One (1) Member of the City Council from District 4, Each for a Term of Four(4)
Years; Requesting the Sonoma County Board of Supervisors to Consolidate the General
Municipal Elections with the Statewide General Election; and Requesting that the
Sonoma County Registrar of Voters Render Specified Services to the City Relating to
the Conduct of the General Municipal Election
7.G Adopt Resolution 2024-036 Finding the 23-24 Pavement Preventative Maintenance
Project CIP2301 Exempt from CEQA Pursuant to CEQA Guidelines Section 15301,
Approve the Plans and Specifications, Award the Construction Contract to Doolittle
Construction, LLC for$1,690,690, Authorize the City Manager to Approve up to
$338,138 (20%) in Change Orders, Authorize a Consultant Services Agreement with
Alpha CM for Construction Management Services for a Total Amount of$99,392, and
Authorize a Budget Amendment in the amount of$1,700,000 from the Gas Tax Special
Revenue Fund
7.H Adopt Resolution 2024-037 Authorizing a Five-Year Master Services Agreement with
Lenslock Inc. for Body- body-worn cameras, In-Vehicle Cameras, Evidence-Room
Cameras, and Digital Media Storage in an amount of$788,327, and Authorize the City
Manager to execute the contract

7.I Adopt Resolution 2024-038 Approving a Budget Amendment to Increase
Appropriations in the amount of$30,000 in Measure M-Parks Budget to Spend on
Community Events

8. REGULAR ITEMS:
A. Consider Adoption of a Resolution Adopting Regulations for Candidates for
Elective Office Pertaining to Candidates' Statements of Qualifications Submitted to the
Voters at an Election to be Held on November 5, 2024. City Clerk Lopez Cuevas presented
this item. Recommended Action(s): Adopt Resolution 2024-039 Adopting Regulations for
Candidates for Elective Office Pertaining to Candidates' Statements of Qualifications Submitted
to the Voters at an Election to be Held on November 5, 2024.
City Clerk Lopez Cuevas indicated that any City Councilmember who will be running in the
November 2024 municipal election should recuse themselves from participating in this item
since it could have a"personal financial effect."
Disclosure of potential conflict of interest:
Vice Mayor Giudice stated he intends to run for City Council and therefore has a potential
financial conflict of interest and will recuse himself from this item.
Councilmember Elward stated she intends to run for City Council and therefore has a potential
financial conflict of interest and will recuse herself from this item.
Vice Mayor Giudice and Councilmember Elward left the dais at 5:47 p.m.

B. Consider and Confirm Mayor Adams' nomination of Michael Thompson as the
City's Representative to the Marin/Sonoma Mosquito & Vector Control District for a
Term to Expire December 31, 2026. City Clerk Lopez Cuevas presented this item.
Recommended Action(s): Confirm Mayor Adams' nomination of Michael Thompson as the
City's Representative to the Marin/Sonoma Mosquito & Vector Control District for a Term to
Expire December 31, 2026.

C. Discussion and Direction to Staff on Renewable Energy Aggregated Procurement
(REAP) Program Participation and Consideration of Proposed Power Purchase Agreement
with ForeFront Power to Develop and Maintain Renewable Energy Projects on City
Facilities (This is a not a project under California Environmental Quality Act (CEQA)
Section 15378(b). This project is considered a feasibility or planning study for possible
future action and exempt under CEQA Guidelines 15262). Director of Public Works Garrett
presented this item. Recommended Action(s): Discuss and provide direction to staff regarding
the City of Rohnert Park's participation in the Renewable Energy Aggregated Procurement
(REAP) Program, including consideration of a proposal by ForeFront Power to develop and
maintain renewable energy projects on City owned facilities with guaranteed energy production
and stabilized electricity rates through a long-term Power Purchase Agreement.
Sam Zantzinger was present on behalf of ForeFront Power and answered Council's questions.
PUBLIC COMMENTS: None.
DIRECTION: By consensus (none opposed), council directed staff to
participate in the renewable energy aggregated procurement
program and return at a future meeting to enter an agreement
with ForeFront Power to develop and maintain renewable
energy projects on City owned facilities.
D. PUBLIC HEARING (Noticed: May 31, 2024): Conduct a Public Hearing to
Consider Adopting a Resolution Approving the Issuance by the California Municipal
Finance Authority of Tax-Exempt Revenue Bonds in an Aggregate Principal Amount Not
to Exceed $33,000,000 to Pay for the Refinancing and Improvement of Valley Village
Mobile Home Park. Housing Manager Garcia presented this item. Recommended Action(s):
Adopt Resolution 2024-040 Approving the Issuance of Tax Exempt Revenue Bonds Pursuant to
a Plan of Finance in an Aggregate Principal Amount not to Exceed $166,000,000 by the
California Municipal Finance Authority for the Purpose of Financing and Refinancing the
Acquisition and Improvement of the Acquisition, Construction, Improvement, and Equipping of
certain properties consisting of Mobile Home Parks and an Apartment Complex by one or more
California Limited Liability Companies whose sole member will be Caritas Affordable
Housing, INC., and certain other matters relating thereto.

A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors &
Councilmembers/City Selection Committee Appointments and Reports Under
Government Code Section 53232.3(d):
• Councilmember Elward reported she was not able to attend the Sonoma Clean
Power Board of Directors (6/6) meeting.
• Vice Mayor Giudice reported he was not able to attend the Sonoma County
Transportation Authority/Regional Climate Protection Authority (SCTA/RCPA)
Board of Directors (6/10) meeting.
• Mayor Adams Reported on the 8th Annual Salute to Community event (5/31)
10. COMMUNICATIONS
Councilmember Rodriguez congratulated all graduates and stated that Cal Skate has free
admission tomorrow night for Neighborhood A residents. She also invited all to attend Pride
Night on June 17 Party at the Plaza.
Mayor Adams stated there was a great turnout at the Party at the Plaza last weekend.
11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA

13. CLOSED SESSION:
Mayor Adams made the closed session announcement pursuant to Government Code §54957.7
and Council recessed to Closed Session at 5:31 p.m. in Conference Room 2A to consider:
A. Public Employee Performance Evaluation (Government Code § 54957) - Title: City Manager.
B. Conference with Labor Negotiators (Government Code section 54957.6.) - Agency designated
representatives: Michelle Kenyon, City Attorney; and Unrepresented employee: City Manager.
Any reportable action taken in closed session by the Council will be reported at its next regular council
meeting (Government Code §54957.1)
