of the City of Rohnert Park

1. CALL TO ORDER
Acting Chairperson Blanquie called the regular meeting to order at 6:00 p.m.

5. CONSENT CALENDAR- ADOPTION OF MINUTES
5.1 Approval of the Draft Minutes of the Planning Commission Meeting of October 27, 2022
ACTION: Moved/seconded (Orloff/Striplen) to adopt Minutes of the Planning Commission
Meeting of October 27, 2022.
Motion carried by the following (5-0-0)roll call vote: AYES: Lam, Blanquie, Orloff,
Austin-Dillion, Striplen and; NOES: None; ABSENT: None; ABSTAIN: None.
6. AGENDA ITEMS
6.1 PUBLIC HEARING: Consider an Ordinance Amending Rohnert Park Municipal Code Title
17.02.010 Zoning in Response to Recent Changes to State Law Concerning Accessory Dwelling
Units and Junior Accessory Dwelling Units (CEQA Status: exempt, Pub. Res. Code 21080.17) -
Discussion and Direction
Jeffrey Beiswenger, Planning Manager provided a power point presentation on proposed
amendments to the Municipal Code, Title 17, regarding ADU's, Chapter 17.02, General
Provisions - Zoning Ordinance of the City of Rohnert(Ord.695 section 3.2002)
Key topics of discussion included: Recommendation to Amend RP Municipal code regarding
ADU's. A review required by the State of California ever 2 years.
The Commission participated in the discussion and offered the following comments:
• Commissioner Striplen asked if the planning department had any ADU comparisons with
other cities, due to the low ADU numbers in the City of RP. He also stated that the
planning department should look into the ADU process and marketing strategies from
neighboring cities.
• Does the staff recommendation include the exemption for 800sqft ADU to build in the
front yard? Can you add rules when this is applicable?
• How is Rohnert Park publishing/marketing ADU's and what resources are available.
Will the city have ADU models and utilize public agencies to answer questions regarding
construction and the application process. In addition, information regarding loans to
defray costs, i.e. current programs for lease-to-own. This would help homeowners to
consider an ADU's on their property. Also, this would help homeowners with aging
parents to maintain some independence while keeping a watchful eye on them.
• The Commissioners would like to have an update on how the City will explore resources
and promote ADU's in future meetings. The Housing Element will have an ADU
element and will be presented at the first of the year.
ACTION: Staff received comments and direction from the Planning Commission.
7. ITEMS FROM THE PLANNING COMMISSION
Commissioner Orloff gave feedback and thanked the City for improvements made at Roberts Lake.
Mayor Elward met with tribal leaders and received a 200,000 grant to help with the Roberts Lake
improvement. Which was a great help with the City's homeless situation.
Chairperson Lam. requested setting up a Calendar notice for PC meetings.
8. ITEMS FROM THE DEVELOPMENT SERVICE STAFF
Future PC meetings will be as follows:
November 24th meeting canceled due to the Holiday
December 8th meeting will be held as scheduled
December 22°a meeting canceled due to the Holiday
A special meeting might be held the first week in January for the Housing Element
The Parks and Rec meeting will not be held due to incomplete plans to present to the Planning
Commission.
