MEETING -CALL TO ORDER/ROLL CALL
Mayor Pro Tern Giudice called the joint regular meeting to order at 5:00 p.m., which was legally
noticed on July 18, 2024.

Pawson, Information Systems Technician Azevedo, and Assistant City Clerk Machado.

A. Swearing in of new Rohnert Park Department of Public Safety Sergeant Deborah
Smith. Director of Public Safety Mattos introduced and swore in Public Safety Sergeant Smith.
B. Mayor's Proclamation: Proclaiming July as Parks Make Life Better!® in the City
of Rohnert Park. Mayor Pro Tern Giudice read the proclamation and presented it to Director of
Community Services Bagley.
C. Presentation from Quattrocchi Kwok Architects Kevin Chapin and Juliano
Sorondo Regarding Cotati-Rohnert Park Unified School District (CRPUSD) Facilities Plan
Update. Maite Iturri, CRPUSD Superintendent, and Kevin Chapin of Quattrocchi KWOK

Architects provided an overview of the CRPUSD Facilities Plan process, needs and impacts,
indicators of quality, and next steps.

David Langdale of Rohnert Park Cal Ripken spoke about the burglary, vandalism, and fire at the
B park snack shack and storage containers.
Peter Alexander spoke about women.

Radio System Replacement Project(CIP2412), as required by the Public Contract Code
and by Minute Order, authorize the continuation of Resolution 2024-051 until the
emergency action is completed
7.E. Adopt Resolution 2024-057 Accepting Illegal Disposal Site Abatement Grant Award

7.G Adopt Resolution 2024-059 Approving and Authorizing the Third Amendment to
Antenna Site Licensing Agreement between the City of Rohnert Park and Omnipoint
Communications, Inc. d/b/a T-Mobile for cellular equipment upgrades at Benicia Park,
located at 7450 Santa Barbara Dr., Rohnert Park, CA, 94928 (ASSESSOR'S PARCEL
NO. 143-160-008); and finding approval of Third Amendment categorically exempt from
review under the California Environmental Quality Act (CEQA)pursuant to CEQA
Guidelines sections 15061(b)(3) and 15301.
7.H Adopt Resolution 2024-060 Approving the Project List for SB 1 Funding from the State
Road Maintenance and Rehabilitation Account(RMRA) and Authorizing Submittal of
the Project List to the California Transportation Commission
7.I Adopt Resolution 2024-061 Accepting Vast Oak North Griffin's Grove Park
Improvements and Directing Related Actions

8. REGULAR ITEMS
A. Receive the 2024 Sewer Rate Study Report and Provide Direction Regarding Rate
Adjustment Timelines and Notices. Interim Finance Director Howze and Mark Hildebrand of
Hildebrand Consulting presented this item. Recommended Action(s): Review and receive the
2024 Sewer Rate Study Report and provide direction on the recommended rate adjustment and
actions for the City's sewer rate adjustment process including: 1) Direct staff to send a Notice of
Public Hearing to City of Rohnert Park sewer utility customers 2) Approve rate adjustment
timeline described herein, including public hearing date and recommended effective date of new
sewer rates.
PUBLIC COMMENTS: None.
ACTION: By consensus (none opposed, Mayor Adams absent), Council directed
staff to send a Notice of Public Hearing/mail Prop 218 notifications to
City of Rohnert Park sewer utility customers and approve the rate
adjustment timeline.
B. Budget Adopting a Resolution Adopting a Proposition 218 Ballot Procedures and a
Resolution Declaring Intention to Form Landscape & Lighting District No. 2024-01
(Westside Services), Preliminarily Approving the Engineer's Report, Providing Notice
Public Hearing and Ordering the Mailing of Assessment Ballots. Director of Development
Services Giudice presented this item. Recommended Action(s): Adopt the following
resolutions: 1. Resolution Adopting Proposition 218 Ballot Proceeding Procedures 2. Resolution
Declaring Intention to Form Landscape & Lighting District No. 2024-01 (Westside Services),
Preliminarily Approving the Engineer's Report, Providing Notice Public Hearing and Ordering
the Mailing of Assessment Ballots

Resolution Approving Amendments to the General Plan to Reflect the Expansion of the
Tribal Reservation of the Federated Indians of Graton Rancheria. Recommended
Action(s): Recommendation for the City Council to continue Item 8.C. to Tuesday, August 13,
2024.

9. COMMITTEE/LIAISON/OTHER REPORTS
A. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors
& Councihnembers/City Selection Committee Appointments and Reports Under Government
Code Section 53232.3(d):
• Councilmember Elward reported on the Senior Citizens Advisory Commission and
Sonoma Clean Power meetings.
• Councilmember Rodriguez stated there was not a Chamber of Commerce Board of
Directors meeting and she did not attend the Golf Course Oversight Committee meeting.
• Mayor Pro Tern Giudice reported on the Chamber of Commerce Networking Breakfast.
• Mayor Adams was not present to report on the meetings she attended.
10. COMMUNICATIONS
Councilmember Rodriguez reminded everyone to drive cautiously now that school has begun at
Richard Crane, discussed upcoming and past events, and discussed the arson at the Benicia Park
snack shack.
Councilmember Sanborn shared that she participated in a park cleanup hosted by Weston, a 3`d
grader at Evergreen, and his family and encouraged others to participate in community cleanup
days.
Mayor Pro Tem Giudice stated last Friday, he and Mayor Adams met with Senator Pro Tern
Mike McGuire, Senator Dodd, Assemblymember Damon Connelly, Assemblymember Cecilia
Aguiar-Curry, Supervisor David Rabbitt, Supervisor Elect Rebecca Hermosillo, Assembly
candidate Chris Rogers, State Senate Candidate Christopher Cabaldon along with neighboring
mayors and councilmembers to discuss concerns in our community.
