Code Regs. §§ 15301, 15302) 7.1 Adopt Resolution 2024-074 Approving Cooperative Funding Agreement No. G20500E1 Between the Sonoma County Transportation Authority ("SCTA") and City of Rohnert Park for Go Sonoma Transportation Funds (This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines sections 15061(b)(3) and 15301) ACTION: Moved/seconded (Giudice/Rodriguez)to approve the consent calendar. Receive Background Information on Microenterprise Home Kitchen Operations (MEHKOs) and Provide Direction on Next Steps. Senior Management Analyst King presented this item. Recommended Action(s): Provide staff with direction and/or guidance should the County of Sonoma pass an ordinance and/or a resolution to opt into California's Health Code on microenterprise home kitchen operations (MEHKOs), which would allow the County of Sonoma Department of Health Services to permit MEHKOs within all incorporated and unincorporated areas of the county. PUBLIC COMMENTS: None. Christine Sosko, County of Sonoma Director of Environmental Health answered questions of the Council. ACTION: By consensus (none opposed), Council broadly supports MEHKOs, directed staff to explore amending portions of the zoning code to align with applicable state law regarding MEHKOs. Starting with, but not limited to, changes in home businesses (17.07.020—Footnotes) and examine parking and traffic impacts and potential mitigation for residential neighborhoods. B. By Minute Order Authorize the City Manager to Execute an Agreement with SHARE Sonoma County for Permanent Housing Services for Fiscal Year 2024-25 in an Amount Not to Exceed $235,078. ACTION: Moved/seconded (Rodriguez/Giudice) to approve staff's recommendation to select CenterCal Properties, LLC, as the developer for the development of 6400 State Farm Drive. Items 5.A. and 5.B. were not heard and will be placed on a future agenda. 9. COMMITTEE / LIAISON/OTHER REPORTS B. City Standing Committees, Council Liaison Assignments, Outside Agency and Mayors & Councilmembers/City Selection Committee Appointments and Reports Under Government Code Section 53232.3(d): • Councilmember Rodriguez reported she was unable to attend the Chamber of Commerce Board of Directors meeting but shared upcoming events. • Councilmember Sanborn reported on the Zero Waste Sonoma Board of Directors meeting. • Vice Mayor Giudice reported on the Chamber of Commerce Networking Breakfast and Golden Gate Bridge, Highway & Transportation District Board of Directors, and Building and Operating Committee & Finance Committee meetings. COMMUNICATIONS Councilmember Rodiguez congratulated the Rohnert Park Warriors for hosting their 12`h Annual Pacific Islander Festival, shared upcoming cultural events, congratulated Rohnert Park Soccer League teams the Knights and Hurricanes for getting 1"and 2nd respectively in recent tournaments, and shared that the Lime Foundation Gala will occur on September 12. 11. ADDING AGENDA ITEMS TO A FUTURE CITY COUNCIL MEETING AGENDA None. 12. PUBLIC COMMENT None. 13.
