CALL TO ORDER Chairperson Austin-Dillion called the regular meeting to order at 6:00 p.m. 2. PLEDGE OF ALLEGIANCE Led by Chairperson Austin-Dillion. 3. ROLL CALL Present: Tramaine Austin-Dillion, Chairperson Matt Epstein, Vice Chairperson Marc Orloff, Commissioner Charles Striplen. Commissioner Absent: Fanny Lam, Commissioner 4. PUBLIC COMMENT None. 5. CONSENT CALENDAR-ADOPTION OF MINUTES 5.1 Approval of the Draft Minutes of the Planning Commission Meeting of January 12, 2023. ACTION: Moved/Seconded (Orloff/Striplen) to adopt the Minutes of the Planning Commission Meeting of January 12, 2023. Motion carried by the following (4-0-1) roll call vote: AYES: Austin-Dillion, Orloff, Striplen, Epstein and; NOES: None; ABSENT: Lam; ABSTAIN: None. 6. AGENDA ITEMS 6.1 PUBLIC HEARING—CONDITIONAL USE PERMIT/SITE PLAN AND ARCHITECTURAL REVIEW—File No. PLUP21-0006/PLSR21-0006—Nancy Carreras/Interplan, LLC —Consideration of Resolution No. 2023-03 approving an Amendment to a Conditional Use Permit and Site Plan and Architectural Review for modifications to the existing drive-thru operation and addition of other site improvements for the Chick-Fil-A restaurant located at 5080 Redwood Drive (APN 045-083-002) Suzie Azevedo, Assistant Planner, provided a PowerPoint, which included a site plan showing the project location, description, and conditional use. Ms. Azevedo highlighted the project in the following areas: background, strategy, project description, canopy addition, traffic circulation, parking, and pedestrian walkways. Planning staff recommended approval of the Site Plan and Architectural Review(SPAR) and Conditional Use Permit for the exterior modifications to the drive-through operation and associated on-site improvements at 5080 Redwood Drive. The Commission participated in a discussion and offered the following comments: • Commissioner Striplen had no questions and recommended that Resolution amendments should be redlined for clarity. • Commissioner Orloff asked the following: • Does the committee have any rules regarding a restaurant drive-thru? • Any studies regarding an increase in traffic? • Will this add more exhaust fumes to the environment? • Will Krispy Kreme's drive-thru be impacted by this? • Commissioner Epstein inquired about the spillage into the parking lot due to increased OMD (Order Meal Delivery) during peak hours. Also, is there any impact on the egress and ingress of the parking lot? • Commissioner Striplen asked if collision stats were pulled for the Redwood Drive area as part of Chick-Fil-A's traffic study, which would be helpful information for other businesses in the area. Ms. Azevedo stated that the staff did not vet the area for that information. Commissioner Striplen advised the planners that collision information would be helpful for future projects. Commissioner Orloff concurred. ACTION: Moved/Seconded (Orloff/Epstein)to adopt Resolution No. 2023-03 approving an amendment to a Conditional Use Permit and Site Plan and Architectural Review for modifications to the existing drive-thru operation and addition of other site improvements for the Chick-Fil-A restaurant located at 5080 Redwood Drive (APN 045-083-002). 7. A YEAR-IN-REVIEW PRESENTATION The 2022 Year-In-Review slide show was presented to the Commission. 8. ITEMS FROM THE PLANNING COMMISSION Commissioner Striplen noted in the Year-In-Review Presentation the following: • No information was shown about the environment, i.e. creek clean-up, drought, and flood concerns • No public information about living in a watershed. Public information about the quality of life in the City was not addressed. Commissioner Orloff noted the collaboration with the Tribe and wanted to acknowledge the great partnership that the City has with them. Chairperson Austin-Dillion asked about a timeline for an update on the downtown project. Planning Manager, Jeff Beiswenger, provided an update. "••1. ITEMS FROM THE DEVELOPMENT SERVICE STAFF Staff will explore options for the Planning Commissioners to review the planning packet digitally as opposed to receiving hard copies by hand delivery. 10.
